SAN DIEGO (KGTV) - San Diego workers are now checking the more than 250,000 water meters across the city to make sure families are billed accurately.The city announced earlier this month that it overcharged hundreds of families in four neighborhoods - Rancho Bernardo, Mira Mesa, Rancho Penasqutios and Carmel Valley. There's now a full city audit of the water billing department, and the department itself is checking the meters independently.RELATED: San Diego to expand audit of water billing overchargesSan Diegans have complained to 10News for months about spiking water bills, with little to no help or explanation from the city. Some have even questioned whether their meter is read - given that it's often covered in dirt. Terri Mitchell, who lives near Oak Park, said she raised concerns to one meter reader recently over his workload."He says i'm going to have to dig here, I've got like 400 more meters," she said.RELATED: Dozens of San Diegans come forward with high water billsThe city invited 10News to join one of its meter readers as he checked meters in Rancho Bernardo on Friday. The city wanted to show that there is a system in place to read the meters, since people were questioning the validity of their water bills and whether their meters are even read. "A lot of customers sometimes feel that since they can't see the meter, that we're not reading it," said Steven Broyles, who has read water meters for the city for 18 years.Armed with a pick and a handheld computer, Broyles opened a handful of meter caps along Madrigal Road in Rancho Bernardo, as part of his day to read 500 meters.RELATED: City of San Diego finds 343 water customers were overchargedSome weren't easy to see. Broyles used the pick to scrape dirt off of one meter, and also looked closely at another that had scratches over where the numbers are visible. He recorded the numbers onto his handheld computer.The city auditor is currently doing a top-down review of the public utilities department. SAN DIEGO (KGTV) -- Small businesses that take the government up on its low-interest loan proposal may not end up paying any of the money back under certain circumstances. As part of the Coronavirus economic stimulus bill in Congress, the Federal Government would make available upwards of 0 billion in low-interest loans of 2.75 to 3.75 percent for many businesses under 500 workers. The loans would help employers who are suffering amid the economic shutdown stay afloat in the short term. Additionally, for businesses that maintain payroll or meet certain hiring requirements, the government may forgive the loan entirely. "This could be a vital safety net for many of these companies that might close, and for their employees who might not have any other source of income during this painful period," said Lynn Reaser, chief economist at Point Loma Nazarene University. Small businesses and workers in San Diego have been hit hard amid the outbreak. The San Diego Workforce Partnership estimates 350,000 employees could be laid off, many from service sector jobs that don't have the option to work at home. Those jobs are largely in retail, accomodation, and restaurants.At The French Gourmet in Pacific Beach, owner Michel Malecot says sales are down 90 percent and that the restaurant and its catering business have lost 0,000. He has put in 0,000 of savings to keep the lights on and pay his suppliers. "It's like being a zombie," Malecot says. "You are in the tomb and nothing is really happening yet. Your instinct takes over and you have to try to make it."Malecot says he is initially optimistic about the loan program. He says many of his regular 80 employees are on unemployment, but that he is doing all he can to be able to hit the ground running once business picks up. 1803

SAN DIEGO (KGTV) -- Some former students of Brightwood College finally have something to celebrate after their school shut down earlier this month.Town & Country San Diego Mission Valley, where the graduation was scheduled to held, will now host the ceremony free of charge.Karlene Carpenter is one of those students looking forward to the graduation ceremony. She spent countless hours with her classmates, studying and preparing for the next phase of their lives. "The curiculum was amazing. This happened a few days before Carpenter was scheduled to finish the program. Teachers stepped in to help. Carpenter said some clinical instructors worked for free to help them finish. At first, it looked like the graduation ceremony scheduled for January 18th at Town & Country San Diego in Mission Valley was not going to happen since the school was out of business."We still had the date booked, but there was no way to pay for it," Carpenter said. "I went to school a little later in life. You want to walk across that stage, you want to wear your cap and gown, you want to participate in the pinning ceremony inducting you into nursing."Then came a little holiday cheer thanks to Santa's helpers, in the form of Town & Country staff. "We have extended to them a complimentary graduation. Everyone in their families can see them and just really enjoy what they worked so hard for," said Susan Penman, director of sales and marketing at the facility. From stressful classes to a sudden college shutdown, it was the news Carpenter was more than happy to hear. "Thank you from the bottom of my heart. My entire class and all of these students are just elated. It was basically a Christmas miracle," she said. 1988

The data means many more Californians will be faced with helping their parents at the same time they’re trying to stash money away for retirement. 10News spoke with experts to take a look at ways to manage. As the population ages, more and more San Diegans will fall into the sandwich generation. Amrine understands. For a decade, she financially supported her mother’s care, which totaled half a million dollars. She says the bulk of the burden falls on families. “Mostly you'll be paying out of your own pocket. Nursing home fees are expected to reach more than 3,000 per year for a private room by 2035. Both Amrine and Linda Urbina with Golden Care have advice for the sandwich generation: Even if you’re simultaneously helping mom and dad, stay focused on a savings plan and look into your own long-term care options. “Be proactive, talk to a financial planner, the older you get the more they will cost you. So we're hoping that pace program will keep people at home.”And there are VA benefits for both veterans and their spouses. The combined benefit can total ,100 per month. SAN DIEGO (KGTV) -- SeaWorld has confirmed that the company completed layoffs Friday, a spokesperson confirmed to 10News. It’s unclear exactly how many people were laid off in San Diego or companywide, but the move comes as SeaWorld continues to see an increase in attendance at its parks. The move also comes as SeaWorld San Diego gets ready to open a new attraction called Tidal Twister this May.
