SAN DIEGO (KGTV) - A large crowd held a rally against a reopening rollback and another indoor closure Tuesday. The rally took place outside the steps of the County Administration building around 4 pm.The County has been on the cusp of moving into the most restrictive tier in the Governor's safe reopening plan. If that happens, many businesses would be required to close their indoor operations. Many at the rally pushed for local control. They say local leaders should be able to call the shots to reopen their communities safely.County Board Vice-Chair Jim Desmond spoke at the rally. The Board held a special meeting and closed session Monday evening.Board Chairman Greg Cox released the following statement after the meeting:"Tonight, our Board of Supervisors met in a special closed session and discussed our legal options regarding the State's reopening criteria and the effect on local businesses and schools. The Board did not vote on any actions. We will continue to work with the State to make sure the metrics accurately reflect the underlying dynamics of the pandemic in San Diego County. The Board will meet again tomorrow at 3:00 pm to provide an update to the public." 1189

SAN DIEGO (KGTV) — A Navy official says three reported incidents depicting unidentified flying objects (UFOs), including one near San Diego in 2004, are real.Joseph Gradisher, spokesperson for the Deputy Chief of Naval Operations for Information Warfare, told The Black Vault, a website that investigates declassified government documents, the events shown in the three videos taken by Navy pilots depict "unexplained aerial phenomena" or "UAPs." Gradisher went on to say while the videos were declassified, they were never cleared for public release. The videos were posted for the public in December 2017 by the New York Times and To The Stars Academy of Arts and Sciences, a group that researches UFOs co-founded by the Poway native and former Blink 182 member Tom DeLonge.RELATED: Video shows UFO encounter off San Diego's coastGradisher told the The Black Vault the term UAP is used, "because it provides the basic descriptor for the sightings/observations of unauthorized/unidentified aircraft/objects that have been observed entering/operating in the airspace of various military-controlled training ranges."He added the Navy has not officially released any description of the incidents. The three videos, titled "FLIR1," "Gimbal," and "GoFast," show separate UAP incidents captured by Navy pilots. The titles are not official Navy designations, according to Gradisher.RELATED: Blink 182's Tom DeLonge examines UFO report from San Diego Navy pilot"FLIR1" was captured on Nov. 14, 2004, about 100 miles off the coast of San Diego. Navy Commander David Fravor told 10News he was piloting the FA-18 that captured the incident during a Navy training mission."I have never seen anything in my life that has the performance, the acceleration. Keep in mind this thing had no wings," Fravor said of the 2004 incident. “It's moving around, left, right, forward, back. The radar starts being jammed. All of a sudden it takes off."Several months later, "Gimbal" and "GoFast" were released. "GoFast" reportedly took place in 2015. It shows a camera and sensor aboard a Navy F/A-18 Super Hornet jet track a fast-moving object, before pilots lock onto it."Whoa, we got it!" exclaims one pilot. Another pilot asks, "Wow, what is that, man? Look at that flying!"The Navy's classification and timing couldn't be better for DeLonge, who is set to debut a new miniseries on the History Channel. The six-part series "Unidentified: Inside America's UFO Investigation" will feature DeLonge's interview with a former military intelligence official, Luis Elizondo, who confirmed the Pentagon's UFO program. The show will also feature interviews with other former government and aerospace officials and, "produce tangible evidence to build the most indisputable case for the existence and threat of UFOs." 2794

SAN DIEGO (KGTV) - A plan to essentially force 16 Lemon Grove teachers to resign was approved Tuesday night in a 3-2 vote. The Lemon Grove School District informed the teachers that it would move in a different direction at the end of this school year. The teachers were at the district for two years, the end of their probationary period. Any more time and they would become permanent. The district says it will replace those positions with new teachers for next year. "Our governing board believes that each child deserves the very best," the district said in a statement. "We will continue to provide that to you in Lemon Grove School District.""Why aren't we maintaining the teachers that have been here and have built relationships with our children? Built relationships with our parents? With our community," parent Rosa Carney said. Angela Vento, who has four children in the district, said her 9-year-old son Joshua was upset when he found out his teacher would be let go."She's always there for him," Vento said. "He has epilepsy and she helps him through that."Two teachers who asked to remain anonymous said the district gave them a choice of resigning, or being terminated with a non-renewal status. That status, the teachers said, is essentially a career killer. One teacher said all but one chose to resign. 1330

SAN DIEGO (KGTV) - A man from El Salvador has been granted asylum in the United States after having been sent back to Mexico to await his trial.According to his attorney, Narciso Cruz, the man is only the second person to receive asylum who had been sent back to Mexico due to the Trump administration’s Migrant Protection Protocol (MPP.)“This individual is a bit of a rarity,” said Cruz, referring to his client’s success in court. But his story is not a rarity.Marcos fled violence in El Salvador and did no want to use his full name for this story, still fearing the gang he fled in El Salvador.“They’re a terrorist group,” said Marcos. He became targeted earlier this year after he tried to help his cousin who was being recruited by the gang. After he interfered, he started receiving death threats.“They will kill you and your entire family,” he said.He traveled to the United States, crossing the border on June 25 somewhere near Tecate. He said he wandered in the desert for five days before he was eventually picked up by Border Patrol agents and taken to a holding facility. Within a day he said he was sent back across the border to Mexico where he would wait for his case to be heard. The Trump Administration implemented the MPP in January. Despite some pushback from the courts, the policy, also called “remain in Mexico,” was allowed to go forward. As of September 1, the U.S government has sent 42,000 asylum seekers to Mexico, according to the Department of Homeland Security. As for Marcos, his case is not officially done yet. The government reserved its right to appeal the court’s decision. They have until October 25 to file an appeal. 1659
