SAN DIEGO (KGTV) — Two people working on scaffolding on the side of a downtown high-rise were rescued Tuesday after their equipment became stuck.The two workers were stuck 42 stories in the air after their equipment failed just before 10 a.m., leaving their mobile scaffolding stuck, according to San Diego Fire-Rescue.Fire crews climbed to the top floor 46 stories up and were lowered down to the trapped pair. Glass on the 43rd floor of the building was then removed and the workers were hoisted into the building. View this post on Instagram SD Fire-Rescue crews are on scene at a building under construction at 14th and Island. SDFD dispatchers received the request for assistance at about 9:50 Tuesday morning. Two construction workers were on a window washing lift when the lift stopped functioning and the workers were not able to move the lift. USAR 2, engines 2 and 4 and trucks 1 and 11 along with medic 10 responded. The technical rescue team went to the roof and set up the rope system. They lowered down to the construction crew outside the 42nd floor and were able to remove a window on the 43rd floor. The 43rd floor window served as the extraction point. The first construction worker was rescued at 10:52 and the second at 11:01 a.m. The firefighters are now in the process of retrieving their rescue equipment. No injuries. SAN DIEGO (KGTV) -- Video taken in Mexico shows dozens of migrants climbing over the border fence in Border Field State Park. The video, provided to 10News by Joebeth Terriquez Espinoza with AFN, a news agency in Mexico, shows people successfully climbing over the fence and onto the beach on the U.S. side of the border just after 4 p.m. A spokesperson for Border Patrol says agents arrested people as soon as they crossed, preventing anyone from getting away. A total of 24 people, 18 men and six women, were taken into custody. According to Border Patrol, 23 of the people who crossed the border illegally were from Honduras while the 24th person was from Guatemala. SAN DIEGO (KGTV) — Two puppies soon to be up for adoption in San Diego are already capturing hearts around the world.Two 3-month-old terrier-blends, named Star and Denver, were taken to Helen Woodward Animal Center on Feb. 11 after their mother had been dumped in a rural location in Louisiana. They were taken by van about 1,900 miles through a partnership with the rescue group Heart of Louisiana.Once in San Diego, it wasn't long before staff learned about Star's unique challenges and special bond with her brother. SAN DIEGO (KGTV) -- With distance learning and the fall semester approaching, college students are struggling with what to do about apartments they are no longer moving into.Nicole Ah Mow lives on the Big Island in Hawaii. Ah Mow was excited to help her daughter move to San Diego, as she prepared to attend San Diego State University as a third- year transfer.“We heard that a lot of these apartments get filled up pretty quickly, so we wanted to get in on it quite early,” Ah Mow said.They found 5025 Apartments near the campus and signed a lease to move in later this month. As the pandemic got worse and universities started weighing between in-person or virtual learning, Ah Mow asked the complex if there was any flexibility.“Basically [they] just said at this time, there's no other option,” Ah Mow said.“Everyone is very stressed out,” said Erin Rounds, managing attorney with the Tenants Legal Center.She said they have been flooded with calls since the pandemic began.“Tenants do still have rights and they have enhanced rights right now,” Rounds said. “Landlords need to be understanding and sympathetic and follow the law.”She said its critical families go over their contract. Rounds said there are limited circumstances where you can break a lease. “The sooner you let them know, the better that situation's going to be,” Rounds said.She advised anyone looking to break a lease to contact an attorney.In Ah Mow’s situation, emails from the assistant community manager in early July said they are "unable to terminate [her] lease."In late July, the apartment complex managers gave her three options: move in and pay the rent, allow the complex to find someone to take over her daughter’s spot and pay the fees, or Ah Mow needed to find someone herself and pay a 0 reassignment fee.“I’m stuck between a rock and a hard place,” she said.Not knowing the area, she opted for 5025 Apartments to find someone. However, she told Team 10 she had to pay close to ,000 upfront including more than ,500 in rent difference.She understood some of the fees, but for her “to pay the difference, I think that’s really harsh on their side.”Team 10 called and sent several emails to 5025 Apartment managers. SAN DIEGO (KGTV) — Tuesday, San Diego County District Attorney Summer Stephan announced two initiatives designed to improve the way law enforcement interacts with people with mental health issues. Up to .5 million will fund the Crisis Intervention and De-escalation Training for police officers and a 911 Mental Health Checklist card. According to Stephan, law enforcement across San Diego County responded to more than 53,000 calls for service that involved a mental health issue last year. A 25-year study of officer-involved shootings in San Diego County shows 79 percent of the incidents included people who had drug and/or mental health issues. And, according to the San Diego Sheriff’s Department, about 30 percent of inmates in San Diego’s jails receive medication for a mental health disorder.Over the past year, 200 stakeholders and experts came up with 30 specific recommendations for how law enforcement and the justice system can better respond to people facing mental health challenges. Crisis and De-escalation Training and development of the 911 Checklist Card are two of the recommendations included in the report.The DA-funded Crisis Intervention and De-escalation Training will consist of a newly-created curriculum that builds upon, and enhances the current training peace officers receive. The training will include classroom discussions led by PERT (Psychiatric Emergency Response Team) experts, role playing "real life" situations, and use of a video simulator known as the MILO Range Theater. Officers will also be trained to recognize the signs of methamphetamine toxicity, a condition often encountered by police. The MILO system is being purchased by the DA’s office using federal asset forfeiture funding. The interactive simulator improves on similar training systems currently available in San Diego County. The training is also portable, so it can travel countywide in order to promote maximum participation by law enforcement while allowing departments to perform their ongoing duties. The DA says the goal of the two initiatives include reducing the need to use deadly force, improve officer safety and reduce the likelihood that the person in the crisis will get injured. 2215
