SAN DIEGO (KGTV) — Heartwrentching video of a humpback whale tangled in fishing net off of San Diego's coast prompted wildlife experts to react quickly.But the whale's condition is unknown after rescue crews were unable to help the animal.The video was captured Friday by Domenic Biagini, owner and captain of Gone Whale Watching San Diego. What appeared to be another spectacular whale sighting turned into heartbreak."We got really excited because we saw these giant splashes," Biagini told 10News' Amanda Brandeis. But SeaWorld said the whale was swimming too fast for them to continue rescue efforts."15,000 pound animal jumping out of the water next to a small boat that they're trying to use to rescue it is extremely dangerous, " said Biagini.Now the hope is agencies further north are able to find the whale to make sure it is freed from the netting.The face of the 30-foot whale appeared to be tangled in green fishing net. It's maddening," says Biagini. "For me. that's when I really started to get emotional because these are very sentient animals that do feel a wide range of emotions."This season, boaters are already being warned to watch out for newborn gray whales making their way from Alaska to Baja, Mexico. Biagini says some adult gray whales may give birth during the trek south because of the late migration. 2028

SAN DIEGO (KGTV) -- Defense Secretary James Mattis has signed the extension of troops at the border, a defense official confirmed to ABC News. The extension was requested by the Department of Homeland Security after hundreds of migrants rushed the San Ysidro Port of Entry in a show of force. The move means the troops will be extended through January 31. Two officials told ABC News it’s unclear how many of the 5,600 troops currently at the border will be extended. The source also said there will be a flow-in of new forces as other units flow out because their specialties are no longer needed. Engineering units were named as one of the specialties no longer needed at the southern border. SAN DIEGO (KGTV) - Hundreds are getting tested for coronavirus before Thanksgiving hoping to keep their family safe. Medical experts say it's not necessarily going to work.The lines were hours long in front of a Linda Vista testing site, just as long at sites around the county Sunday."There's a worrisome reason for that, people are planning to go visit their older relatives and they think they're going to be 100% safe," Dr. Davey Smith, Chief of Infectious Diseases at UC San Diego said getting tested Sunday or any day leading up to Thanksgiving could give you a false negative."If I get tested now, it doesn't mean that I'm not infected, it just means that I'm not actively shedding the virus," Smith said.According to the CDC the incubation period for the virus is 2-14 days."I thought Halloween was going to be the scary part of the year but November, December, January are just going to be really tough I think. SAN DIEGO (KGTV) -- Faith and community leaders and former gang members from across San Diego are calling on gangs to agree to “A Season of Peace.”They're asking for no gunfire from Thanksgiving (Nov. 26) through January 1, 2021.With the coronavirus disrupting traditional violence intervention efforts, there has been a rise in gang and gun violence. According to SANDAG's 2019 report on homicides in the San Diego region, a firearm was used in 55% of homicides. Also, firearms were used 100% of the time in gang-involved homicides. Compared to mid-year 2019, there were a greater number of homicides -- 37% increase -- reported to law enforcement in the San Diego region from January to June of 2020. Since SANDAG reported on homicides for that time period, gun violence and homicides continue to rise.During the Season of Peace campaign, community leaders will lead community walks of peace, organize street-side memorial services, ceasefire agreements with gang leaders, and host a tree planting in honor of those who've died because of community violence.Due to the coronavirus pandemic, Community Assistant Support Team (CAST) will follow the advice of health officials, collaborate with law enforcement and politicians to ensure everyone's safety.For the past eight years, CAST has brought quality community service to families impacted by gun violence with de-escalation support, conflict resolution, retaliation prevention, and in hospital spiritual care. SAN DIEGO (KGTV) -- For the first time in over two decades, there will be a new San Diego County Supervisor for District 1. Nora Vargas will be the first Latina to ever serve on the Board of Supervisors. The Democrat will take over for Supervisor Greg Cox, who is termed out. She beat her Democratic opponent, state Sen. Ben Hueso, by roughly 13%. Nora Vargas, a Chula Vista resident, said her background is in health care and education. She's served on the board at Southwestern College since 2013; she's been board president since 2018. She's also an executive at Planned Parenthood. Vargas said her top priority as she heads into office is the COVID-19 pandemic. District 1 primarily serves the South Bay, which is one of the areas hardest hit by the pandemic in the entire county. "For me, it’s really important that we find a balance -- how do we make sure that our small businesses are thriving, that they stay open but at the same time that our communities are healthy and safe? That has to be a priority," explained Vargas. Vargas was born in Tijuana and raised in Chula Vista where she became a U.S. citizen. As the first Latina to serve on the board, she hopes she won't be the last. "I see that as a big responsibility but also as a great opportunity to have dialogue about the issues that really matter for our communities," said Vargas.
