OPEC is losing one of its members.The small, gas-rich state of Qatar said Monday that it will leave the oil cartel on January 1 after nearly 60 years of membership. The country's state oil company, Qatar Petroleum, made the announcement in a series of tweets."The withdrawal decision reflects Qatar's desire to focus its efforts on plans to develop and increase its natural gas production," Saad Sherida Al-Kaabi, the country's minister of state for energy affairs, was cited as saying in one of the tweets.Qatar is the world's leading exporter of liquefied natural gas, accounting for about 30% of global demand.For a year and a half, Qatar has been under an economic embargo by some of its neighbors including OPEC's de facto leader, Saudi Arabia. In response, Qatar increased its gas production, the mainstay of its economy, last year.It will be the first Middle Eastern country to pull out of OPEC, which only deals with crude oil production. Qatar's contribution has been marginal compared to some of the cartel's biggest producers like Saudi Arabia and Iraq. It pumps about 600,000 barrels a day of the almost 25 million barrels a day from all OPEC members."Qatar is a fairly small producer ... it was not making very much so it's not that significant in itself," said Robin Mills, CEO of Qamar Energy, a consultancy firm based in Dubai. "But it's a disappointment for OPEC because they've been trying to attract members."OPEC has been expanding in Africa, with Congo and Equatorial Guinea joining recently. "If you add those up, [the production] is equal to Qatar's so it's kind of lost the equivalent [output] of those new members," Mills added.OPEC members collectively supply about 44% of the world's crude oil. The cartel aims to monitor the market and decide to raise or lower oil production in order to maintain stable prices and supply.Qatar has been a member of OPEC since 1961. On Tuesday, Arlington National Cemetery announced that the annual Wreaths Across America event scheduled for next month would be canceled due to coronavirus concerns. But later in the day, President Donald Trump said he is forcing the event to go on, despite concerns about the coronavirus.Earlier in the day, organizers said they could “no longer envision a way to safely accommodate the large number of visitors” at the event.“We did not make this decision lightly. Despite the controls developed to disperse potential crowds in time and space, and required personal safety protocols, we determined that hosting any event of this scale risked compromising our ability to accomplish our core mission of laying veterans and their eligible family members to rest,” stated Karen Durham-Aguilera, Executive Director, Office of Army National Cemeteries and Arlington National Cemetery. “We reviewed various options to safely execute this long standing event and held numerous consultations with WAA leadership and local government and public health officials.”Trump, however, called the decision, “ridiculous” in a tweet.“I have reversed the ridiculous decision to cancel the Wreaths Across America at Arlington National Cemetery. OCEANSIDE, Calif. (KGTV) - The City of Oceanside has unveiled its latest effort to achieve their zero waste goals set back in 2011.Green Oceanside Kitchen is a state-of-the-art food recovery and preservation facility dedicated to eliminating waste and feeding the community."We need to do better, we need to feed our community and educate our community," said Colleen Foster, the City's Environmental Officer. The City teamed up with O'Side Kitchen Collaborative for the new project. They'll collect unwanted food from farmers, backyards, and food businesses, turning the goods into something delicious. "I could've done anything, but for me, making an impact in my community as well as it tasting good is the best!" said Vallie Gilley, Executive Director of O' side Kitchen Collaborative. The facility includes a 1,700 square foot commercial kitchen and a 500 square foot fridge that can hold about a semi-truck load of food. There's also an interactive demonstration kitchen for culinary arts training and education. Foster says more than 40 percent of what is grown and produced in the U.S. is wasted. With the new green facility, planners hope to save 20 percent of what would've gone to waste."That's thousands, if not hundreds of thousands, of pounds of food," said Foster. The facility was designed to maximize food recovery and preservation with specialty equipment installed throughout.Gillie's team will also be catering events to help support the program. 1475

(KGTV) - Lifeguards saw a lot more people up and down San Diego's beaches, and with that, a lot more rule breakers."It’s definitely the start of summer, we’ve been pretty busy this weekend," Del Mar Lifeguard Chief Jon Edelbrock said.In Oceanside 10News saw a couple families staked out under umbrellas brought from home, just feet away a man was buried in the sand. All of which is not yet allowed under county orders.Right now you are allowed to exercise on the beach, walk or jog. In the water people can swim, surf, boat and fish. You cannot have gatherings, play sports or sit on the beach.Edelbrock said most of the crowd is following the rules, "probably 80% are coming down with good intentions."That other 20% then has to be contacted by police or lifeguards trying to enforce orders to stop the spread of the coronavirus."Their [lifeguards'] primary function is to facilitate safety out in the ocean to watch the water, watch over our kids and make rescues and do first aide and that kind of thing. Daily we’re making 1,000 extra contacts for people not considering the current rule set," Edelbrock said today's water conditions weren't great, making it more important to keep an eye seaward.In Pacific Beach a neighbor snapped a photo of a woman holding her dog, standing on the closed boardwalk while an officer was writing something. The neighbor said it was a ticket.Friday law enforcement said they would be out Memorial Day weekned enforcing the eased restrictions."It’s doing a disservice for those trying to do the right thing," Edelbrock said it also negatively affects those working to enforce the rules and puts them at risk.Chris Vanos, chief steward of Teamsters 911, said he's seen fights break out when lifeguards encourage people to follow the rules. He said lifeguards also took a lot of verbal abuse at the beginning of the pandemic and easing of restrictions.Edelbrock hopes as more people come to the beach this summer that we all do our part to keep everyone safe."I don’t want this to turn into a larger public health concern," he said. 2094
