SAN DIEGO (KGTV) — San Diegans are continuing to push to get through to the state agency that handles unemployment claims, as bills come due.The region's unemployment rate is now a record 15%, as 195,000 people lost their jobs in April. The agency plans to add 1,800 temporary full-time and hourly workers over the coming weeks to handle the influx."It would be so helpful if I could just reach out to someone," said Ashley Porter, of El Cajon, who can't get through to ask why she has not received unemployment. "It's been very stressful for me."Porter still has a job at a medical call center, but had to reduce her hours to take care of her six-year-old daughter, Adalynn, whose school closed. The EDD's website says people who take that step may be eligible for jobless benefits, but that it's on a case-by-case basis and involves a phone interview.Porter says she never got that phone call, but what did arrive was a letter that she is eligible for up to 8 per week. But when she goes online to claim benefits, she gets an error message that reads - benefits exceeded. Her calls and emails to EDD are going unanswered. "I just feel so low, I just feel like I've worked so long and I've worked so hard that I mean, now that this has happened, can I just get a little assistance?" said Porter, who says her employer has not allowed her position to work from home. A spokesperson for the EDD expressed empathy for Porter's situation, but declined to discuss specifics. The spokesperson said, however, that the benefits exceeded message probably means the claimant makes too much to get benefits.State law says workers with reduced hours are eligible for unemployment if 75% of their reduced earnings comes out to less than what their weekly unemployment check would be. Porter says she's now earning about 0 per week at her reduced hours. But 75% of 0 is 0. That's more than the 8 she would receive.Meanwhile, she says she's getting behind on bills. At the same time, their goal is to look at the issues across the entire food system, and find solutions. "When I'm talking about a food system, I'm talking about the chain of events that take food from seed, all the way to your plate. From the farming and fishing in our community, to the way food is distributed, all the way to the issues of waste. We are a powerful network of over 150 organizations, from diverse sectors that are coming together around this mission."However, the current pandemic has disrupted the food distribution chain, while at the same time, the need for food has increased."Food insecurity has risen, and there are tremendous hardships for food workers and food businesses in our community. San Diego (KGTV) — San Diego has several New Years Eve fireworks shows. While we may enjoy the sparkle and booms, your pets may run for their lives.“You don’t want to have them outside where all those loud fireworks are going off,” said San Diego Humane Society spokeswoman Dariel Walker. The organization sees a sudden spike in stray animals around this time of year, she said.Just like on July 4th, many pets who are terrified of loud noises run off in a panic. Walker suggested that owners prevent that by creating a calming environment for animals. “You can even even play music or have the TV on or have some noise in the background to drown out that loud sound of the fireworks,” Walker said. Walker advised pet owners to be prepared with a microchip in case they do run away. SAN DIEGO (KGTV) — San Diego County's unemployment rate ticked down to 14.8%, but a potential new wave of closures could wipe out a large portion of the recent job gains.The San Diego Association of Governments reported Thursday that the jobless rate in the region is continuing to drop from a peak of 25% on May 9. Still, roughly 250,000 workers in the county remain unemployed amid the Coronavirus outbreak. Ray Major, the agency's chief economist, said the increased spread of the virus could lead to prolonged economic frustration. "What (the report) shows is that we're ready to go back to work, but that the recovery is probably going to be slow, and we're probably going to be having this conversation with double digit unemployment throughout the summer and probably into the fall," he said. The potential drawbacks would take a financial and mental toll on thousands of workers who returned to their jobs, only to be sent back to file for unemployment. Season and Ian McKesson had to close their two hair salons when the pandemic broke in March and got by on unemployment. "It was hard working 50 to 60 hours a week and being proud that you can maintain everything and then all of a sudden you can't do anything. It was almost like being ripped apart, for me," Season said. The McKessons had to shutter their Mission Hills salon permanently but did reopen their Fallbrook location, called Mary Jane North. That cleared the way for seven stylists, including them, to go back to work. "We get nervous because there's things that are still shutting down around, and so that's a little daunting," Season said. SAN DIEGO (KGTV) -- San Diego County businesses have until Saturday morning to make sure they are up to par with the state’s COVID-19 purple tier guidelines, but El Cajon’s mayor said businesses in his city won’t be punished for not abiding by the rules.Mayor Bill Wells said he’s fielding a flood of phone calls and emails from El Cajon businesses since the county moved into the purple tier earlier this week.“People are coming up to me saying, ‘We’re not going to close, if we close, we’re never going to reopen.’ And, ‘We don’t want to have issues with the county or state, but we need to feed our family, pay our mortgages,’ and I understand,” Wells said.Since the pandemic began, the El Cajon City Police Department has already been told to categorize COVID-19 related enforcement calls as a low priority. Wells said that approach will not change this weekend.“If somebody called and said there was a nail salon or hair cutting place open, we’re not going to go shut them down. We reserve the right to do some enforcement,” said Wells. “If you don’t like the fact that there’s a business open, don’t go in there. That’s fine, you don’t have to go in there. Don’t give into the temptation to control someone’s behavior and if you do, do it in a civil nice way.”Though he said he understands the concern about the increase in COVID-19 cases, Wells said he believes the attempt to control the spread of the coronavirus shouldn’t be handled like this.He said, “We’ve had a disease as long as people have been alive, and disease runs its course.
