SAN DIEGO (KGTV) -- A cheating scandal on a California State Board of Pharmacy exam has left 1,400 recent graduates unlicensed and unable to work, forcing some to deny job offers as their student loans become due.The board announced this week it invalidated all test scores on the California Practice Standards and Jurisprudence Examination for Pharmacists (CPJE) administered since July after it found evidence of "wide-scale subversion" of the exam.Board investigators determined more than 100 test questions were shared online. The CPJE is a critical step in the licensure process for new pharmacists."The board sincerely regrets that the actions of some are negatively impacting the lives of many," the board wrote in a statement posted Wednesday. "California consumers must have confidence that individuals passing a licensing exam have the requisite knowledge and skills to practice safely and competently."Some graduates working as interns in pharmacies while waiting for their license said they had lost their jobs over the licensing delay. Others said they had to turn down job offers."Our loans are increasing, we are all financially burdened as we can't find jobs until we take this exam," one test-taker wrote in an email to 10News. "People are very frustrated in the lack of communication from the board. We are being punished over other people's mistakes. We don't deserve this."The board is offering pharmacist applicants a chance to retake the test on November 16 and 17, and said it would "work diligently to expedite the results." That means applicants likely wouldn't be licensed and ready to work until December, leaving some who expected to begin working by late August in a financially stressful situation."Most people study for this exam for one to two months," said another test-taker. "The prospect of taking it again is daunting." 1864

SAN DIEGO (KGTV) -- A controversial Target store opened its doors Tuesday night in North Park, on University Avenue at the corner of Ray Street. Not everyone was on board when plans for the two-story Target were announced. North Park residents worried about the impact the retailer would have on local businesses and on parking in an already crowded neighborhood. There was also frustration when Target painted over a popular mural that had been on the side of the building for years. San Diego State University professor Dana Kuhn said economically, Target could have a positive impact on the community by creating jobs and boosting businesses nearby. Kuhn said people spending money at Target would inevitably mean they spend money in surrounding businesses. Kuhn also explained that Target will provided goods and services the community needs and that the money spent will stay in North Park. Target says the new store created 60 jobs and many of the employees do live nearby. Target is officially open as of Tuesday night but a grand opening for the community is scheduled for Sunday, March 17. 1106

SAN DIEGO (KGTV) -- A famous San Diego bike trail is open just in time for July 4. Wednesday, SANDAG opened a one-mile stretch of the newly-relocated and upgraded Rose Canyon Bike Path. The path is a segment of the Coastal Rail Trail that stretches along Interstate 5 from north Santa Fe Street to just north of State Route 52. SANDAG says the path will eventually connect to the future 44-mile Coastal Rail Trail, which will extend from Oceanside to Downtown San Diego. SAN DIEGO (KGTV) -- A bill created to improve warehouse working conditions has passed the state's Senate Labor Committee.Assembly Bill 3056, authored by Assemblywoman Lorena Gonzalez, ensures warehouse workers can take a restroom break, use a hand-washing station, drink water, or take a legally mandated break without fear of being fired.“We shouldn’t need to write a bill to make sure warehouse workers are able to take a restroom break or wash their hands without being reprimanded. But time and time again, Amazon has shown disregard for the safety of their workers -- even during this ongoing public health crisis,” Gonzalez said.AB 3056 not only applies to Amazon workers, but also to those who work at Target, Walmart, and other retailer warehouses.There has been an exponential rise in online sales leading to several companies adding automated systems to control the workflow. Worker productivity is monitored to determine whether someone has met a specified rate or quota of items pulled.Automated systems generate warnings when too many time-off tasks occur in a worker’s shift, and accumulated warnings can result in workers being fired without a human manager even being involved.The bill would establish civil penalties for an employer of 0 per employee for an initial violation, and ,000 per employee for subsequent violations. 1355

  

SAN DIEGO (KGTV and CNS) - President Trump will visit San Diego in March to view the border wall prototypes, according to the Washington Post.Trump will get a first-hand look at the eight 30-foot tall prototyles in Otay Mesa and attend a Republic National Committee fundraiser in Los Angeles.It will be Trump's first to California since he was elected, The Washington Post reported.RELATED: Federal officials view border wall prototypesThe exact date of the trip was not released but the newspaper reported it would happen in mid-March.Trump last week lashed out at what he called California officials' "lousy management" and threatened to pull federal immigration agents out of the state."They're doing a lousy management job, they have the highest taxes in the nation and they don't know what's happening out there.
