ENCINITAS, Calif. (KGTV) - The City of Encinitas announced a timeline Monday for its leaf blower ordinance restrictions. The rule, which bans all gas-powered leaf blowers and restricts hours of use, was adopted by the Encinitas City Council on Aug. 21. The ordinance took effect for city operations on Sept. 20. By Dec. 20, all commercial operators will be required to comply with the rules. All others have until Jan. 20, 2020 to adhere to the restrictions. The new ordinance includes the following restrictions: Prohibits the use of all gas-powered leaf blowers citywide by January 20, 2020; Allows for the use of electric or battery-powered leaf blowers; Requires responsible use of blower equipment to control dust and noise; Leaf blowers of all types may only be used between 8 a.m. and 6 p.m. Monday through Saturday, and between 12 noon and 5 p.m. on Sundays.Anyone who must purchase a new electric or battery-powered leaf blower can take part in a rebate program to partially subsidize the purchase. (KGTV) - Escondido Police announced Saturday the arrest of a 13-year-old boy in a case involving Xanax overdoses at Rincon Middle School.Six children aged 11 to 13 years were found to have taken the anti-anxiety drug at lunch time on October 25.Three of the children required emergency medical treatment.  All six have since recovered with no lasting effects.RELATED: Juveniles hospitalized after taking XanaxEscondido Police arrested the juvenile suspect Monday after an investigation. (KGTV) — The owner of a juice bar says she is "completely disheartened" after her business was targeted by a burglar for the third time in several years.On Tuesday morning, owner Vianey Delacruz says her sister went to open up when she saw the broken window and trail of glass. Delacruz opened up Get Juiced on S. Escondido Blvd. about four years ago."Feeling empty, not just in your pockets but in your heart," said Delacruz.Among the stolen items: A cash register, iPads, and two tablets, totaling about ,000."Basically took everything of value we need to run our business," said Delacruz.The pain of the theft is something Delacruz has felt two other times since 2015. In the first break-in, surveillance video showed an intruder in a hoodie picked the lock, before grabbing iPads, tablets and laptops, and a cash register.In another break-in, two men removed a window screen, then climbed in and took another cash register, iPads and speakers. It's unknown if any of the burglaries are linked. The total value lost in all the burglaries is more than ,000. Delacruz does not have insurance for the business, so the loss comes out of her pocket. ESCONDIDO, Calif. (KGTV) — Six people were arrested Thursday one day after a fatal stabbing at an Escondido park.Police say they arrested six juveniles, ranging in age from 14 to 17 years old, for homicide in connection with the death of 37-year-old Mauricio Renteria, of Escondido.Police say a group of roughly 20 people were involved in a fight at Grove Park shortly before 8:30 Wednesday night. Officers responded to find Renteria with multiple stab wounds and head trauma on the ground.
