SAN DIEGO (KGTV) -- San Diego County’s latest arson arrest is shedding light on an issue that can turn both dangerous and deadly in Southern California’s dry climate.Monday, 21-year-old Daniel Reyes Ortega was charged with setting fire to forest land. Ortega reportedly set fire to a dry plot of land located on the 11000 block of SR-67.That fire burned only half an acre, but isn’t the only recent example of just how dangerous arson can be. In early August, Forrest Gordon Clark, 51, was arrested for reportedly starting the Holy Fire in Orange County.RELATED: Man arrested, accused of starting fire off SR-67 in Lakeside  In video captured by 10News, Clark can be seen walking up to firefighters and asking if they stole his money.Following his second arraignment filled with outbursts, Clark was ordered to undergo psychiatric evaluations.During the second arraignment, Clark disrupted proceedings, saying he was innocent and questioning Orange County Superior Court Judge Kimberly Menninger.RELATED: Judge orders psychiatric evaluations for Holy Fire suspect  According to WebMD, psychologists and the FBI have over the years profiled arsonists to try and figure out what causes them to start fires. Though the most common reason for arson is insurance, psychologist Joel Dvoskin says anger also plays a role in a number of other cases.WebMD reports that, according to FBI reports, the majority of profiled arsonists have a below-normal IQ, typically between 70 and 90. Dvoskin told the site, "Honestly, I can't think of a single arsonist I've dealt with for whom anger wasn't the primary motivator."The FBI report further states that half of all arsons are committed by those younger than 18, the other half are typically in their late 20s. Fires started by older people are usually motivated by money. Roughly 90 percent of all arsonists are men who are typically white, the FBI says.  1920

SAN DIEGO (KGTV) - Ralphs grocery stores are extending their hours to help seniors and provide greater flexibility for the general public, according to Director of Corporate Affairs John Votava.All stores will open at 6 a.m. - 7:30 a.m. for shoppers 60 years and older. "They're the most vulnerable population out there today, so we want to make sure they have time to come into our stores and shop uninhibited," Votava said.Locations will remain open to the public until at least 10 p.m., some will stay open later.Ralphs is also offering free pharmacy delivery for most locations and free pickup service for most grocery orders. Families took advantage of the pickup service Sunday at the Ralphs in Mission Valley. "I think it's going to make people feel comfortable shopping in a different way. If you can order online or call it in for sure," Tim Earp said through a mask.Votava said they're working on other safety features to protect customers and their employees. Plexiglass will be installed next week at checkout counters, and decals are already on the floor to encourage social distancing at checkout.Votava also said employees are allowed to wear masks and gloves while they work.He does have one request for anyone in the store, "if you see a senior who is shopping throughout the day, please let them cut to the front of the line so they can get in and out of the store safely."Votava said this is the new normal for now, and the store hours will reflect that indefinitely. SAN DIEGO (KGTV) - San Diego police are looking for a man accused of committing a lewd act in the Morena neighborhood.The incident happened on Aug. 12, shortly before 4:30 p.m. A home security camera caught the man stopping on the sidewalk and engaging in the lewd act as he crept near a woman that was gardening outside her home.Police say the woman had her back turned to the man, and she never knew he was there."He was within maybe four or five feet at the time," the woman's husband, Jeremy Pritchett, said. "That's frightening about the situation, someone can creep up to you within 4 feet, and you have no idea."A car drove by, and Pritchett said it scared the man away. Pritchett was home at the time but didn't know what had happened until a few minutes after the man took off. He found out after looking through his security camera footage.San Diego police officers say they have identified the man in the video, and they are going to issue a warrant for his arrest. SAN DIEGO (KGTV) -- San Diego Police have released video footage after officers shot and killed a murder suspect following a standoff on May 29.The 32-year-old suspect who was shot and killed was accused of shooting and killing another man at a City Heights apartment complex.The video shows officer stationed outside the apartment complex. Watch the full video below:According to police, gunfire was reported at the complex on the 3800 block of Euclid Avenue around 3:30 p.m.Officers later found a 62-year-old Hispanic man with at least one gunshot wound. Three officers fired their weapons at the suspect, striking him several times," a San Diego Police Department statement said. "Specially trained STAR medics deployed with the SWAT team to provide aid, but the suspect was pronounced deceased at the scene. A firearm and a knife were recovered."Earlier in the week, the suspect’s mother reportedly contacted police after he threatened her with a firearm.Police say the women told investigators her son wanted to be involved in a shooting with police and to commit “suicide by cop.” 1700

SAN DIEGO (KGTV) — San Diego Police Friday arrested a fugitive sex offender from New York who was reportedly spotted in the area this week.Dale Dulac, 57, was arrested just after 1:40 p.m. Friday in the 1500 block of Imperial Ave. peacefully. Dulac was reported in the area after fleeing New York and violating his parole.He was charged with felony vehicle theft and receiving stolen property by San Diego Police. According to the United States Marshals Service, Dulac was also being held on a fugitive warrant for violating his parole when he left Niagara Falls, New York, on Sept. 20. 596
