SAN YSIDRO, Calif. (KGTV) - An abandoned church in San Ysidro will become the site of 10 new affordable housing units, as well as a cultural center.The non-profit group Casa Familiar is spearheading the project, called "Living Rooms at the Border.""What we want to do is build a culture corridor from SY Blvd through the alley, all the way to the Beyer Trolley Station," says Community Development Director David Flores.The church was built in 1927 and is known in the neighborhood as "El Salon." Casa Familiar bought the property in 2000 and has worked to develop it since then.The proposed 14,000 square foot development will turn it into a cultural arts center. Around it, Casa Familiar will build 10 units of affordable housing, a community garden and patio, office space for support services and programs, and walkways connecting the alleys to main streets.Flores says it will connect the community to its past and future."There's history. There's richness. There are stories that families love sharing about San Ysidro and growing up here. It's going to be a space that will bring back a lot of those memories."As part of the plan, the exterior of the church will stay in place. So will much of the filaments inside."People would tell us stories about coming here for Sunday services, or doing their first communion, even weddings, people get married here," says Flores. "It's a really special, cool place, where we thought, why demolish everything. This is a really important community icon that we can restore."The project is the latest effort to revitalize the neighborhood. A new park and playground are just a half block away from the church, and plans are underway to build a new San Ysidro library two blocks away.The new homes will vary in size. There will be three one-bedroom units, three two-bedroom units and four three-bedroom units."This is not a lot of units, it's 10 units," says Flores. "But the whole idea behind this project is to build in the service, support programs that families need.""Living Rooms at the Border" will cost around 8.25 million dollars and includes improvements to the surrounding infrastructure.Casa Familiar says they got a 0,000 seed grant from Art Place America. They were able to pair that with a 2-for-1 matching grant from the PARC Foundation. That gave Casa Familiar more than a million dollars to begin the project. SAN JOSE, Calif. – A woman was caught on video intentionally coughing on a baby at a California yogurt shop after getting into an argument with the child’s mother.The San Jose Police Department is asking for the public’s help in identifying the woman, who they call an “assault suspect.”Police say the adult female suspect was standing in line inside a Yogurtland in front of the mother and her 1-year-old child, who was in a stroller.A preliminary investigation revealed the suspect was upset the mother was not maintaining proper social distancing, so she removed her face mask, got close to the baby’s face, and coughed two to three times, according to police.Video then shows the suspect leaving the business. SAN YSIDRO (KGTV) - Dozens of migrants filled out paperwork in Tijuana, getting ready to file for asylum ahead of the caravan.The Mexican city already flooded with migrants waiting for their turn to be processed at the San Ysidro Port of Entry.Lilia Velasquez, an Immigration Specialist and Lawyer, said the process could take months or even years. First, she said a group of about 10 migrants get a number. When they're called, they are processed and detained.It could take months to get to that step, which is why a group is given the same number. Velasquez explained many decide not to go through the process, or to find another way over the border.Next an agent is assigned to their case and conducts a credible fear interview, determining whether the migrant falls under 5 classifications; facing persecution for religion, ethnicity, nationality, political opinion, or being a member of a special group.READ RELATED:?First group of migrants from caravan arrive in TijuanaThen, the migrants face a judge. Whether or not they are granted asylum, the migrants then face another judge on charges for entering the country as a foreign citizen. Other groups, like churches, help the migrants once they enter San Diego.One migrant mother who filled out the paperwork Friday morning said she is not afraid, she is filled with hope that they're almost across the border and she thinks it will be easy to get asylum with her son. Two thousand to 3,000 more migrants involved in the caravan are expected to arrive by the end of the weekend.The migrants who filled out paperwork consist of the LGBTQ group who split from the caravan due to discrimination, Central Americans and Mexicans seeking asylum. 1845

SAN MARCOS, Calif. (KGTV) - Several people in a San Marcos gated community have reported being targets of package thieves, according to one victim who spoke with 10News. The Sheriff's Department is looking at surveillance video, which appears to provide several leads.Mikayla Manos says a package was sent to her home on Almond Drive Friday.  Manos is a mentor for foster children. The package contained the personal items of one of those children, which she was asked to deliver to him.  When Manos arrived home, she did not see the package.Manos checked with her next-door neighbor, who has a surveillance camera. Video from Friday afternoon shows a girl walking past Manos' home. She turns and points toward Manos' porch and can be heard saying "get it".The video shows what appears to be a boy picking something up from Manos' porch, although the package cannot be clearly seen from the camera angle. At least two voices can be heard off camera. One is heard saying "I can't wait to wear these to school tomorrow." Manos says clothes are among the items stolen.Manos says she knows of at least three other neighbors who were victims.  10News spotted an empty Nordstrom bag ripped open on one neighbor's porch, while another neighbor tells 10News someone stole items from his garage when he briefly left it open around the same time.Several package boxes were found dumped nearby, including Manos'. SAN FRANCISCO (CNN) - James Schwab, a spokesman for the San Francisco Division of Immigration and Customs Enforcement, has resigned, citing what he says are falsehoods being spread by members of the Trump administration including Attorney General Jeff Sessions."I just couldn't bear the burden -- continuing on as a representative of the agency and charged with upholding integrity, knowing that information was false," he told CNN on Monday.Schwab cited Acting Director Tom Homan and Attorney General Jeff Sessions as being the purveyors of misleading and inaccurate information, following Oakland Mayor Libby Schaaf's controversial decision to warn the community of an upcoming ICE raid.ICE released a press release on February 27 about the operations in Northern California in which Homan stated that "864 criminal aliens and public safety threats remain at large in the community, and I have to believe that some of them were able to elude us thanks to the mayor's irresponsible decision."Sessions also repeated a similar estimate in his remarks while visiting Sacramento last week."Those are 800 wanted criminals that are now at large in that community -- 800 wanted criminals that ICE will now have to pursue with more difficulty in more dangerous situations, all because of one mayor's irresponsible action," Sessions had said.Schwab said he took issue with their characterization."Director Homan and the Attorney General said there were 800 people at large and free to roam because of the actions of the Oakland Mayor," he told CNN. "Personally I think her actions were misguided and not responsible. I think she could have had other options. But to blame her for 800 dangerous people out there is just false.""It's a false statement because we never pick up 100% of our targets. And to say they're a type of dangerous criminal is also misleading."Schwab said he brought up his concerns to ICE leadership and was told to "deflect to previous statements. Even though those previous statements did not clarify the wrong information.""I've never been in this situation in 16 almost 17 years in government where someone asked me to deflect when we absolutely knew something was awry -- when the data was not correct" he said.The Oakland mayor said in response to the former spokesman speaking out, "I commend Mr. Schwab for speaking the truth while under intense pressure to lie.
