WASHINGTON (AP) — The number of U.S. active-duty troops deployed to the U.S.-Mexico border has "pretty much peaked" at the current total of 5,800, the Pentagon's No. 2 official said Thursday.That is far below the 10,000 to 15,000 that President Donald Trump initially said would be needed to secure the border against what he called an "invasion" of migrants.Deputy Defense Secretary Patrick Shanahan was asked about the military mission one day after his boss, Defense Secretary Jim Mattis, visited troops near McAllen, Texas, and defended the use of the military for border security.Mattis said that within a week to 10 days, the troops currently deployed along the border in Texas, Arizona and California will have accomplished all the tasks initially requested by Customs and Border Protection, although he said additional requests were expected.Shanahan did not go into detail beyond saying substantial additional troops do not appear to be required."We've pretty much peaked in terms of the number of people that are down there," he told reporters at the Pentagon. He noted that the current mission is scheduled to end Dec. 15, adding, "That could always be amended."Mattis, while on his way to visit troops along the border in south Texas on Wednesday, declined to provide an estimate of how much the mission will cost.In his most extensive remarks about the hastily arranged mission, Mattis argued that it fits an historical pattern dating to early in the 20th century. He noted that President Woodrow Wilson deployed tens of thousands of National Guard and active duty troops to the border in 1916 in response to a Mexican military raid into the U.S. led by Gen. Francisco "Pancho" Villa.He noted that more recently, National Guard troops were used in border missions ordered by President George W. Bush and President Barack Obama, although not on the cusp of a midterm election.Mattis did not say how soon the mission might end.In addition to the 5,800 active duty troops in the border area, about 2,100 National Guard troops have been providing border support since April.Critics have questioned the wisdom of using the military on the border where there is no discernible security threat. Since the Nov. 6 election, Trump has said little about the matter, and no border threat has yet materialized.Asked whether he believes there is a security threat at the border that justifies the use of the active duty military, Mattis said he defers to the judgment of Homeland Security Secretary Kirstjen Nielsen, who joined him at the border Wednesday.Mattis said the short-term objective is to get sufficient numbers of wire and other barriers in place along the border as requested by Customs and Border Protection. The longer-term objective, he said, is "somewhat to be determined."Mattis said the mission, which does not include performing law enforcement tasks, was reviewed by Department of Justice lawyers and deemed a legal undertaking. WASHINGTON (AP) — The Trump administration says people would drive more and be exposed to increased risk if their cars get better gas mileage, an argument intended to justify freezing Obama-era toughening of fuel standards.Transportation experts dispute the arguments, contained in a draft of the administration's proposals prepared this summer, excerpts of which were obtained by The Associated Press.The excerpts also show the administration plans to challenge California's long-standing authority to enact its own, tougher pollution and fuel standards.Revisions to the mileage requirements for 2021 through 2026 are still being worked on, the administration says, and changes could be made before the proposal is released as soon as this week.RELATED: California sues over plan to scrap car emission standardsThe Trump administration gave notice earlier this year that it would roll back tough new fuel standards put into place in the waning days of the Obama administration. Anticipating the new regulation, California and 16 other states sued the Trump administration in May.Overall, "improvements over time have better longer-term effects simply by not alienating consumers, as compared to great leaps forward" in fuel efficiency and other technology, the administration argues. It contends that freezing the mileage requirements at 2020 levels would save up to 1,000 lives per year.New vehicles would be cheaper — and heavier — if they don't have to meet more stringent fuel requirements and more people would buy them, the draft says, and that would put more drivers in safer, newer vehicles that pollute less.RELATED: EPA moves to weaken Obama-era fuel efficiency standardsAt the same time, the draft says that people will drive less if their vehicles get fewer miles per gallon, lowering the risk of crashes.David Zuby, chief research officer at the Insurance Institute for Highway Safety, said he's doubtful about the administration's estimate of lives saved because other factors could affect traffic deaths, such as automakers agreeing to make automatic emergency braking standard on all models before 2022. "They're making assumptions about stuff that may or may not be the same," he said.Experts say the logic that heavier vehicles are safer doesn't hold up because lighter, newer vehicles perform as well or better than older, heavier versions in crash tests, and because the weight difference between the Obama and Trump requirements would be minimal.RELATED: President Trump, California clash over key issues"Allow me to be skeptical," said Giorgio Rizzoni, an engineering professor and director of the Center for Automotive Research at Ohio State University. "To say that safety is a direct result of somehow freezing the fuel economy mandate for a few years, I think that's a stretch."Experts say that a heavier, bigger vehicle would incur less damage in a crash with a smaller, lighter one and that fatality rates also are higher for smaller vehicles. But they also say that lighter vehicles with metals such as aluminum, magnesium, titanium and lighter, high-strength steel alloys perform as well or better than their predecessors in crash tests.Alan Taub, professor of materials science and engineering at the University of Michigan, said he would choose a 2017 Malibu over a heavier one from 20 years earlier. It's engineered better, has more features to avoid crashes and additional air bags, among other things. "You want to be in the newer vehicle," he said.RELATED: Nearly every governor with ocean coastline opposes Trump's drilling proposalAn April draft from the Trump administration said freezing the requirements at 2020 levels would save people ,900 per new vehicle. But the later draft raises that to ,100 and even as high as ,700 by 2025.Environmental groups questioned the justification for freezing the standards. Luke Tonachel, director of the clean-vehicle program at the Natural Resources Defense Council, said the risk from people driving more due to higher mileage is "tiny and maybe even negligible."Under the Trump administration proposal, the fleet of new vehicles would have to average roughly 30 mpg in real-world driving, and that wouldn't change through 2026.California has had the authority under the half-century-old Clean Air Act to set its own mileage under a special rule allowing the state to curb its chronic smog problem. More than a dozen states follow California's standards, amounting to about 40 percent of the country's new-vehicle market.Asked if he thinks a freeze in U.S. mileage standards is warranted, EPA acting administrator Andrew Wheeler told a small group of reporters at EPA headquarters last week, "I think we need to go where the technology takes us" on fuel standards.Wheeler did not elaborate. Agency spokespeople did not respond when asked specifically if the EPA acting chief was making the case that modern cars could be both fuel efficient and safe.Wheeler also spoke out for what he called "a 50-state solution" that would keep the U.S car and truck market from splitting between two different mileage standards.The Department of Transportation said in a statement that the final fuel economy standards would be based on sound science. The department cautioned that a draft doesn't capture the whole picture of the proposed regulation.The draft said a 2012 analysis of fuel economy standards under the Obama administration deliberately limited the amount of mass reduction necessary under the standards. WEST CHESTER TWP., Ohio — West Chester Police are investigating a racist letter one family said was mailed to them earlier in the week. The letter, laden with racial slurs and derogatory language, demands the family take down their yard signs supporting President-elect Joe Biden and the Black Lives Matter movement.Mia Harlan said when her husband Brian opened a letter from the mail late last week, his reaction told her it wasn't a typical piece of mail."The way he responded, the way he acted, told me something wasn't right," Harlan said.The Harlans have a Black Lives Matter flag and a Biden campaign sign in their yard; the letter the couple received threatens vandalism if the signs aren't taken down.It states, in part, "if you don't take that s*** down in a hurry, we'll be aiming at your house, your cars and you."Racial slurs and expletives in the letter have been censored.Harlan said she was disgusted and angry, and the couple reported the letter to West Chester Police."Stay away from my family," she said. "Stay away from my property...what else would they do? Will they actually come to our home and try to harm us? Or try to harm our children? Our grandchildren?"The Harlans said they're taking extra precautions to stay safe, but refuse to take down the signs in their yard."My message for them is, if you don't understand what you see when this sign here saying 'Black Lives Matter,' if you don't understand the message here, then this is absolutely the thing that needs to be here," Brian Harland said.Barbara Wilson, spokeswoman for West Chester Township, released the following statement on Monday:"The matter is being taken very seriously by the West Chester Police Department. The letter is very disturbing and is being actively investigated," the statement read. WASHINGTON (AP) — The Department of Homeland Security is moving 1 million from FEMA, the Coast Guard and other agencies to fund immigration detention beds and support its policy forcing asylum seekers to wait in Mexico.Homeland Security officials say they will transfer 5 million for temporary hearing spaces along the U.S.-Mexico border to help hear asylum cases faster. They will also transfer 6 million to fund Immigration and Customs Enforcement detention bed space, though Congress specifically did not authorize additional ICE funding.Democratic House lawmakers are objecting. The chair of the Homeland Security Appropriations subcommittee says the change would support "inhumane" programs and take away necessary funding for other agencies.The news comes as hurricane season is ramping up and Tropical Storm Dorian is barreling toward South Florida. 873
