SAN DIEGO (KGTV) - On Tuesday, San Diego beach parking lots, piers, and boardwalks reopened following their closures amid the pandemic. The reopening came in time for the heat wave.10News witnessed beachgoers from Pacific Beach to South Mission Beach who took advantage of the lifted restrictions.A heat advisory was in effect until 7 p.m. on Tuesday. Coastal highs were in the 80s and 90s."It was a lot of fun since we can’t get out that much," said Ashyton Malan who visited the beach on Tuesday with his family. Mother Jennifer Malan added, "People are far apart and not a lot of masks but there was nobody encroaching on anybody’s space so it was nice."The City reports that visitors are still required to practice social distancing with anyone outside of their household and they cannot congregate or participate in active sporting activities on the beaches. 871

SAN DIEGO (KGTV) -- Police have arrested a man they say tried to sexually assault a woman in Little Italy before stealing her car. Police say the man, identified as Christopher Merron, 28, was arrested Monday on several charges, including assault with intent to commit a sex crime, brandishing a deadly weapon and auto theft. According to police, the incident happened on the 1700 block of India Street at 4:33 a.m. Sunday.RELATED: Man tries to sexually assault woman before stealing her car in Little Italy, police sayPolice say the man walked into Cafe Italia while the victim was cleaning. SAN DIEGO (KGTV) - Mortgage brokers spent the past week calling and emailing clients around San Diego, telling people it's time to buy."Whenever I see a rate dip like that, my first reaction is to call everyone as fast as I can," says Broker Scott Davenport. "I try to get a hold of as many people that have been on that fence to jump on it as quickly as they can."The frenzy started when mortgage rates dropped .22% on March 27, to 4.06% on a 30-year fixed rate mortgage.It was the biggest single-week rate drop in more than a decade.RELATED: San Diego among top hot housing markets for 2019, Zillow reports"That could mean a savings of hundreds of dollars per month," says Davenport. "Or even hundreds of thousands of dollars over the course of a 30 year mortgage."Analysts say the drop came after the Federal Reserve said it was worried about the economy slowing down. It caused concern among investors, which led to good news for buyers."It's not gonna last," says Davenport. "You never know where the market's going to go. I expect rates to stay low through the summer, but at the same time, I don't expect them to stay low for long."Rates hit historic lows in 2012, around 3%, after the recession and housing bubble burst. Davenport says he doesn't see conditions that would create rates that low any time soon. That's why he's telling people to take advantage of the current rate near 4% now.He says anyone thinking of buying, or of refinancing a mortgage should get in touch with their broker now."Have the numbers run. It's something we do all the time," he says. "We can see if there's a benefit for a refinance with it, with the rate drop for you right now. SAN DIEGO (KGTV) - Police said Tuesday they have arrested a student for threatening to "shoot up" Westview High School.The threat was reported by school staff Tuesday, wherein a student reportedly told other students not to come to school Wednesday "because the student was going to shoot up the school," according to a press release from school officials.Officials said several students reported the threats to Westview High officials. School staff started investigating the threats before contacting police.RELATED: Police investigate threatening messages at Rancho Bernardo High SchoolThe student who reportedly made the threats was taken into custody and brought to Juvenile Hall. Voters must be registered at least 15 days before an election. If they fail to meet this requirement, they can conditionally register and vote provisionally, according to the San Diego Registrar of Voters. Voting materials, including sample ballots, are mailed starting 29 days before an election. If you changed your name, moved, or want to switch political parties, you must re-register to vote with a new application. In order to register to vote in California, you must be a U.S. citizen, a state resident, at least 18 years old before the next election, not in prison or on parole for a felony, and not declared mentally incompetent by the court.
