SAN DIEGO (CNS) - Again citing rising coronavirus hospitalizations and deaths over the past month, Gov. Gavin Newsom Thursday announced plans for a "regional stay-at-home order" that will be implemented in areas running low on intensive-care unit beds and force the closures of some businesses.The order would be triggered when ICU bed availability in a select region falls below 15%. Although no region met that criteria as of Thursday, Newsom said the Southern California region could meet it in a matter of days.Unlike the state's four-tiered coronavirus monitoring system, which grades every county individually, the new stay-at-home order will apply more broadly to five "regions" in the state: Southern California, the Bay Area, the greater Sacramento area, Northern California and the San Joaquin Valley."The five regions that we have highlighted, most of these, four out of the five, we anticipate as early as the next day or two ... that the greater Sacramento, Northern California regions, as well as San Joaquin Valley and Southern California region will have reached that 15% or less ICU capacity," Newsom said. "The Bay Area may have a few extra days -- our current projections suggest mid-, maybe late-December."The Southern California region includes Los Angeles, Orange, Riverside, San Diego, Imperial, Inyo, Mono, San Bernardino, San Luis Obispo, Santa Barbara and Ventura counties.Newsom stressed that ICU admissions due to COVID-19 have spiked by 67% statewide in recent weeks, in conjunction with a surge in cases that has also seen a disturbing rise in fatalities. He said the state reported just 14 deaths on Nov. 2, but now has had back-to-back days of 113 deaths, with nearly 1,000 fatalities in last four days."The bottom line is, if we don't act now, our hospital system will be overwhelmed," he said. "If we don't act now, we'll continue to see the death rate climb, more lives lost."When triggered, the stay-at-home order will be in place for three weeks and will bar gatherings of people from different households. Under the order, the following businesses/recreational facilities will be forced to close:indoor and outdoor playgrounds;indoor recreational facilities;hair salons and barbershops;personal care services;museums, zoos, and aquariums;movie theaters;wineries;bars, breweries, and distilleries;family entertainment centers;cardrooms and satellite wagering;limited services;live audience sports; andamusement parks.Schools with waivers will be allowed to remain open, along with "critical infrastructure" and retail stores, which will be limited to 20% of capacity. Restaurants will be restricted to takeout and delivery service only. Hotels would be allowed to open "for critical infrastructure support only," while churches would be restricted to outdoor-only services. Entertainment production -- including professional sports -- would be allowed to continue without live audiences.Some of those restrictions are already in effect in select counties.Newsom said the order is "fundamentally predicated on the need to stop gathering with people outside of your household, to do what you can to keep most of your activities outside and, of course, always ... wear face coverings, wear a mask."Newsom also noted that the state still has a travel advisory in place recommending against non-essential travel and urging people to quarantine when they return to the state. When the regional stay-at-home order is triggered, it will strongly urge residents to cancel any non-essential travel.Dr. Mark Ghaly, the state's Health and Human Services secretary, acknowledged there is no real mechanism for enforcing such a travel restriction, but the state will rely on public cooperation."We believe that really emphasizing this is what we hope our citizens will do because their communities are at particularly high risk, their hospitals are having difficulty keeping available ICU beds open, that people will restrict their travel statewide," he said.Newsom again said the state has 11 medical "surge" facilities on standby to open and provide hospital bed space. One of them, the ARCO/Sleep Train Arena in Sacramento, will open Dec. 9, and another is set to open in Imperial County.Included among the other nine surge centers that could be opened are the Fairview Development Center in Orange County, the Riverside County Fairgrounds, the vacant Sears building in Riverside and Palomar Medical Center in San Diego, Newsom said.The governor stressed that the pandemic emergency won't last forever."There is light at the end of the tunnel," he said. "We are a few months away from truly seeing real progress with the vaccine. ... We do not anticipate having to do this once again. But we all really need to step up. We need to meet this moment head on and we need to do everything we can to stem the tide, bend the curve and give us the time necessary by bending that curve to get those vaccines in the hands of all Californians all across the state."The governor's announcement was met with derision from some Republican lawmakers"Governor Newsom clearly doesn't understand that Californians are tired of being locked in their homes," Sen. Melissa Melendez, R-Lake Elsinore, said. "He has ignored the calls from parents with children falling behind socially and academically while his own children attend in-person private school. He is ignoring the cries from small business owners struggling to keep their dreams alive, desperately trying to avoid the over 19,000 businesses that have permanently closed."Senate Republican Leader Shannon Grove, R-Bakersfield, demanded that the governor provide scientific evidence supporting the stay-at-home order."Governor Newsom continues to disrupt life as we know it without releasing the full data behind his decisions or showing the impact his actions are having on our lives," Grove said. "With all the changing guidelines over the last nine months, evidence-based decision-making has to become the standard and not this hodgepodge approach advanced by the governor."But Sen. Dianne Feinstein, D-California, threw her support behind Newsom, saying skyrocketing case numbers make the action necessary."The last eight months have been difficult for everyone," she said. "The toll of this pandemic on families across the country has been devastating, and the mental, economic and social wellbeing of many Americans is suffering. Duncan Hunter -- to illegally spending hundreds of thousands of dollars in campaign funds for personal purposes, was sentenced Monday to eight months of home confinement, slated to begin immediately, and three years probation.The former East County congressman's wife, who also acted as his campaign manager during much of the time the pair improperly spent campaign funds on personal expenditures, pleaded guilty to a conspiracy charge more than a year ago.Duncan Hunter pleaded guilty about six months later, then resigned from Congress the following month. He was sentenced in March to 11 months in federal prison, but has yet to serve any of his term as the COVID-19 pandemic led to a postponement of his self-surrender date. He's not expected to report to prison until possibly as late as January.Margaret Hunter's attorneys argued for an out-of-custody sentence involving home confinement and prosecutors agreed, citing her agreement to cooperate with investigators and the manner in which prosecutors say her husband directed blame at her when the allegations became public.Prosecutors did seek to have her home confinement delayed until January, as they stated it would be more punitive at that time, with the COVID- 19 pandemic currently keeping the majority of the general public confined to their homes.However, U.S. District Judge Thomas Whelan opted to begin her term immediately.Margaret Hunter made a brief, tearful statement to the court prior to sentencing, saying "I continue to take full responsibility. I'm deeply sorry."Assistant U.S. Attorney Emily Allen said the defendant spent most of the funds, but her role was "far less egregious" than that of her husband, who the prosecutor said was "the driving force" behind the crime."He was the elected official. He was the person in charge of the campaign and he was the decision maker who chose to allow this to go on," Allen said.Prior to his plea, Duncan Hunter repeatedly and publicly denied wrongdoing. He attributed more than ,000 in video game purchases to his son, while later suggesting his wife may have been responsible for the misspending, as she was the campaign manager and in charge of those finances.He later accused the U.S. Attorney's Office of a politically motivated prosecution, saying some of the lead prosecutors in his case attended a fundraiser for Hillary Clinton's presidential campaign. He alleged the prosecution targeted him because he was one of the earliest supporters of Donald Trump's presidential campaign."Today we're reminded that no one is above the law," Assistant U.S. Attorney Mark Conover said following the hearing.The prosecutor said the sentence handed down was appropriate because "not only did she have to withstand being thrown under the proverbial bus by her husband, but she took responsibility."Conover also credited Margaret Hunter's cooperation, saying that without it, prosecutors would have likely had to go to trial in order to secure a conviction against Duncan Hunter. Her cooperation "led Congressman Hunter to understand that he would not escape responsibility for his crime," according to Conover.The couple were indicted in 2018, charged with unlawfully spending hundreds of thousands of dollars on family vacations, restaurant and bar tabs, clothes and other frivolous expenses over the course of several years, while falsely stating to staff that the purchases were campaign-related.Prosecutors said that despite their lavish spending, the couple were in dire financial straits, overdrawing their bank account more than 1,100 times over a seven-year period.Amid the charges and public allegations, Hunter was re-elected in November 2018 with 51.7% of the vote in the 50th Congressional District, despite being indicted three months prior. SAN DIEGO (CNS) -- A San Diego man who allegedly had Molotov cocktails in his possession at last month's La Mesa police brutality protest is facing federal charges, the U.S. Attorney's Office announced Tuesday.Zachary Alexander Karas, 28, is charged with possession of an unregistered destructive device for allegedly having two glass bottles containing gasoline and wicks while at the protest, which began May 30 and carried over into the morning of May 31.According to the charging document, officers spotted Karas and his girlfriend sitting on the pavement at the corner of Allison Avenue and Spring Street at around 2 a.m. May 31.Karas was arrested for not leaving the area after dispersal orders were given by law enforcement, following the declaration of an unlawful assembly, according to the complaint.In an interview with law enforcement, Karas allegedly said "he brought the Molotov cocktails to the protest at the police station because he intended to use the Molotov cocktails to set fires, but ultimately did not cause any fires."Fires were set at the Chase and Union Bank branches and Randall Lamb Associates building near the site of the protest, but the complaint does not allege Karas set any of the fires sparked following the protest."The Constitution strongly protects the First Amendment right of all to speak out and peacefully protest," said U.S. Attorney Robert Brewer. SAN DIEGO (CNS) - A Julian man was behind bars Tuesday on suspicion of fleeing after the car he was driving struck and fatally injured a bicyclist on a rural road east of El Cajon.Craig Wendell Nelson, 56, was heading east on Dehesa Road near Singing Hills Golf Course when his 1993 Mitsubishi Mirage veered into a bike lane east of Willow Glen Drive and hit Kevin Wilson of La Mesa from behind about 10:45 a.m. Monday, according to the California Highway Patrol.Medics took Wilson, also 56, to Sharp Memorial Hospital in San Diego, where was pronounced dead.Following the crash, Nelson allegedly kept driving to the east and south before pulling over on Sloane Canyon Road and fleeing on foot, CHP public- affairs Officer Travis Garrow said.Officers eventually found the abandoned vehicle, and a helicopter search crew spotted Nelson in a nearby brushy area. He was arrested and booked into San Diego Central Jail on suspicion of vehicular manslaughter and hit-and- run.Nelson was being held on ,000 bail pending arraignment, tentatively scheduled for Thursday afternoon. 1083

SAN DIEGO (CNS) - A UC San Diego epidemiologist was named today to Time magazine's 2018 list of the 50 most influential people in health care.Dr. Steffanie Strathdee, associate dean of global health sciences at UCSD's School of Medicine, was recognized for her successful efforts last year to keep her husband, psychiatry professor Tom Patterson, from dying due to a drug-resistant bacterial infection the World Health Organization classifies as the world's deadliest.Strathdee urged the team of scientists and doctors to use an experimental treatment for the infection using bacteriophages -- small viruses that act as parasites to bacteria by infecting and neutralizing them."It's a great honor to be recognized for my efforts to bring phage therapy into the 21st century in North America, but it all started with my single-minded desire to save my husband's life, and it truly reflects a team effort," Strathdee said.The magazine's list honors people who "have changed the state of healthcare in America this year, and bear watching for what they do next."Patterson was the first American patient with a systemic infection to receive bacteriophage treatment, according to Robert "Chip" Schooley, the lead doctor on Patterson's treatment team. UCSD Health doctors have since treated five more patients with bacteriophages. Doctors cleared a patient of a years-long, chronic infection this year using the treatment, allowing the patient to receive a life-saving heart transplant, officials said.All six treatment regimens required emergency approval from the Food and Drug Administration."The saga of Tom's remarkable recovery -- and the incredible efforts of UC San Diego Health doctors and scientists, led by Steffanie and Chip, was a real-life medical drama," said UCSD Vice Chancellor of Health Sciences Dr. David Brenner.
