SAN DIEGO (CNS) - SANDAG and Caltrans opened a southbound Interstate 5 auxiliary lane in the University City area.The new exit-only lane allows motorists to enter the freeway from Genesee Avenue and continue directly to the La Jolla Village Drive off-ramp without having to merge with freeway traffic.The approximately half-mile auxiliary lane is intended to improve traffic flow, reduce travel delays and increase overall safety in the area. Prior to its completion, the heavily trafficked southbound I-5 off-ramp to La Jolla Village Drive often caused congestion on the freeway, posing a safety risk to motorists.Construction for the I-5/Genesee Avenue Auxiliary Lane project began in July 2019 and required careful work alongside freeway traffic. The million project was made possible by the Road Repair and Accountability Act of 2017, which increased the state gas tax to fund state transportation projects.The auxiliary lane was constructed concurrently with the Mid-Coast Trolley project, which will extend Blue Line Trolley service from Downtown San Diego north to the University community when it opens for service in late 2021.The auxiliary lane runs beneath the Voigt Drive Trolley bridge, one of two locations where the future trolley will travel over I-5. 1278

Under direction from county health, the city on Monday began washing down streets and sidewalks in the East Village with a bleach formula.Also, around 40 hand-washing stations were set up around the city -- concentrated in areas where the homeless congregate -- around the beginning of the Labor Day weekend.RELATED: City and County of San Diego provide handwashing, vaccines to stop Hepatitis A outbreakOn Wednesday, a proposal to declare an emergency in San Diego over the outbreak and a lack of shelter space is scheduled to go before the City Council's Select Committee on Homelessness.Councilman David Alvarez suggested the declaration nearly two weeks ago, calling for immediate action because of the fatalities. In response, the office of Mayor Kevin Faulconer said the declaration was unnecessary, since the city was taking steps to combat the illness.County officials, meanwhile, are continuing a program of vaccinations, which are considered to be the best way to prevent hepatitis A. SAN DIEGO (CNS) -- San Diego lifeguards and firefighters Sunday rescued a surfer who suffered a medical emergency while in the water in the Bird Rock area, authorities said.At 12:36 p.m., lifeguards and firefighters from the San Diego Fire- Rescue Department responded to the cliffs near Calumet Park about a surfer experiencing an unknown medical emergency, Lt. Andy Lerum of Lifeguard Services said.The man in his 60s experienced a possible heart-related ailment or seizure, but rescuers were not sure of the exact nature of his medical emergency, Lerum said.The man swam to the beach, where he collapsed and lifeguards began tending to him, the lieutenant said. He was taken by stretcher about 30 yards to the bottom of the cliff.Firefighters used the department's Rescue 44 truck, equipped with a crane, to lift the surfer from the beach to the top of the cliff, Lerum said. An ambulance then took the man to a La Jolla hospital for evaluation. He was reportedly in stable condition. 995

  

SAN DIEGO (CNS) - Testimony wrapped up Friday in the trial of a North Carolina man accused of raping and murdering a 79-year-old woman in her Normal Heights home more than three decades ago.Kevin Thomas Ford, 63, is charged with murder and a special- circumstance allegation of murder during a rape in connection with the May 20, 1987, death of Grace Hayden.Ford is accused of strangling the victim. Last year, investigators with the District Attorney's Office's identified Ford as a suspect through DNA evidence, prosecutors say, as well as a single fingerprint he allegedly left on Hayden's stovetop.RELATED: April trial date set for man accused in 1987 rape, murder of San Diego womanTrial testimony indicated that Ford's fingerprint did not yield results on a San Diego County database, but when submitted to a national database, a match was found in connection with Ford's 2015 arrest in North Carolina for making criminal threats.He was subsequently arrested in the summer of 2018.His murder trial began earlier this week at the downtown San Diego courthouse. Closing arguments are slated to be delivered Tuesday morning. He remains held in custody without bail. 1176

  

SAN DIEGO (CNS) - The average price of a gallon of self-serve regular gasoline in San Diego County dropped two-tenths of a cent today to .840.The average price is 1.3 cents more than one week ago, 20 cents higher than one month ago and 80.4 cents greater than one year ago, according to figures from the AAA and Oil Price Information Service. It has risen 71.8 cents since the start of the year."The latest California Energy Commission fuels report showed an increase in gasoline inventories and refinery production during the first week in October, which should help prices at the pump," said Jeffrey Spring, the Automobile Club of Southern California's corporate communications manager. 698
