CHENGDU, July 18 (Xinhua) -- At least 23 people have been killed and 30 are still missing as of Sunday evening after the worst rainstorm of the year lashed southwest China's Sichuan Province late Friday, the provincial civil affairs department said.More than 586,000 people were forced to evacuate their homes as torrential rains pounded 62 counties and cities in the province and triggered mountain torrents, landslides and house collapses, cutting off roads, electricity and communications in some regions.Half of the worst-hit Quxian County remains flooded, with water levels of up to 10 meters deep. The county is cut off from the outside world, with roads and railways flooded by waters, according to a spokesman with the department."We can only see the roofs of most riverside houses in Qujiang Town and Jubei Town," said Deng Yuhua, secretary of the county's Party committee.Further, rains are still pelting eastern parts of the province, which will probably aggravate the situation, said the spokesman.Flooding is forecasted to peak in Guang'an City, at the lower reaches of Qujiang River, on Monday.The provincial government has dispatched work teams and allocated emergency funds of 5 million yuan (about 730,000 U.S. dollars) to support flood relief operations.Parts of China experience heavy rains every summer, but this year's rains have been particularly devastating.Since the beginning of July, torrential rains and severe flooding has left 146 people dead and 40 missing and forced the evacuation of more than 1.3 million people as of 4 p.m. Friday in 10 provinces, mostly along the Yangtze River, according to the Ministry of Civil Affairs.

MOSCOW, Aug 20 (Xinhua) -- Trade between China and Russia has returned to the fast track in 2010, as bilateral trade volume reached 30.7 billion U.S. dollars from January to July, Russian and Chinese officials said here Friday.That represented a 49.6-percent increase year-on-year, the officials said at the 13th meeting of the Russia-China inter-governmental trade commission, which was co-chaired by Russia's Economic Development Minister Elvira Nabiullina and her Chinese counterpart Chen Deming.Mutual investments also surged this year, as Chinese direct investment to Russia jumped 58.5 percent during the first half of 2010 and the Russian investment to China up 18.3 percent, they said.Russia is interested in continuing cooperation in such areas as electric power, nuclear energy, logistic infrastructure, Nabiullina said.Chen said Chinese companies are willing to increase investment in Russian enterprises and to take part in their infrastructure construction.He noted that China would take active measures to promote the import of Russian mechanical and electrical products, and also hopes that in return Russia will open its market to more Chinese cars.During the meeting, chambers of commerce and companies from the two countries inked several cooperation agreements.

BEIJING, Aug. 1 (Xinhua) -- Police authorities in Beijing launched a microblog, blogs and a podcast on Sunday in the latest move in its public relations campaign.This came about half a month after police in the Chinese capital set up a public relations office to enhance transparency and interaction with residents.The Beijing Municipal Public Security Bureau officially launched its new media services at the news portals sina.com, sohu.com and 163.com and video-sharing site ku6.com after a three-day trial.The services, branded as "Safe Beijing", offer a new communication channel between police and the general public. Microblogs, for example, have become a quick and popular source of news and information for increasingly more Chinese citizens.Fu Zhenghua, head of the bureau, said last month that law enforcement activities could easily be hot topics in the media and among the public in this highly open and transparent Internet era."With the aid of modern technology, we hope to communicate with residents and vulnerable groups with frankness and sincerity, as well as promote social justice," said Fu.In the first microblog post, the bureau pledged to offer the latest police affairs news, anti-fraud tips and stories of model community police.The bureau has posted dozens of practical anti-fraud and anti-theft tips and police affairs news, including training programs for special police and stories about model police officers serving their first day on the police force.More than 17,600 people logged onto the microblog service on Sunday and some posts received hundreds of comments.Most welcomed the services, saying it can bridge the gap between police and average citizens and change the traditionally mysterious and superior image of police officers."This is really a good thing. URUMQI, Aug. 3 (Xinhua)-- Six people were dead and two were missing in a flood that hit northwest China's Xinjiang Uygur Autonomous Region on July 26, said local authorities Monday.Torrential rains pounded Akto County from July 26 to 27, triggered flooding, damaged houses and mines, according to the committee of the Communist Party of China of Kizilsu Kirgiz Autonomous Prefecture which administers the county.
