PHUKET, Thailand, July 22 (Xinhua) -- Chinese Foreign Minister Yang Jiechi underlined here Wednesday the importance of tapping new areas of economic growth so as to enhance cooperation between China and the Association of Southeast Asia Nations (ASEAN).     Yang noted that one area of development is to implement plans to enhance agricultural productivity by drawing on advanced technology and to accelerate the cooperation on new and renewable energies. The ASEAN-China Foreign Ministers' Meeting is held in Phuket, Thailand, on July 22, 2009."We have maintained high-level exchanges, enhanced political mutual trust, shared development experience and strengthened confidence in cooperation," Yang said at the China-ASEAN Foreign Ministers' Meeting on Wednesday afternoon.     China and ASEAN have completed negotiations on the China-ASEAN Investment Agreement, paving the way for the full establishment of the China-ASEAN Free Trade Area (CAFTA) in 2010.     The ASEAN on Monday appreciated China's active role in developing transportation infrastructure between the two sides and welcomed the establishment of the 10 billion U.S. dollar fund for bilateral investment cooperation.     In April, Chinese Premier Wen Jiabao said that China has decided to set up a 10 billion U.S. dollar "China-ASEAN Fund on Investment Cooperation" to support infrastructural development in the region. 

BEIJING, Aug. 20 (Xinhua) -- Industrial and Commercial Bank of China (ICBC), the world's biggest lender by market value, posted a profit after tax of 66.7 billion yuan (9.77 billion U.S. dollars) in the first half of this year, up 2.8 percent over the same period last year.     The increase was mainly attributed to gains on incomes from the bank's intermediate business, including investment banking business and fund dealing commission, which grew 17 percent from ayear earlier to stand at 28.3 billion yuan, according to the bank's half-year report released Thursday.     Outstanding loans amounted to 5.44 trillion yuan by the end of June, jumping 18.9 percent from the beginning of this year in response to the country's economic stimulus plan.     The non-performing rate was 1.81 percent by June, 0.48 percentage points lower than at the beginning of 2009, as outstanding bad loans decreased 5.8 billion yuan after the bank intensified risks control.     At the end of June 2009, the bank's deposits increased 1.69 trillion yuan from the beginning of the year, leaving its outstanding deposits exceeding 10 trillion yuan.     The total assets of ICBC stood at 11.4 trillion yuan by the end of June, up 17.2 percent from the end of last year.     Earnings per share for the bank amounted to 0.2 yuan and the bank's stock advanced 3.26 percent to end at 4.75 yuan in Shanghai Stock Exchange Thursday. ICBC was simultaneously listed in Shanghai and Hong Kong in October 2006.

URUMQI, Sept. 13 (Xinhua) -- Tests of victims' samples found no dangerous viruses or chemicals involved in a string of bizarre hypodermic syringe stabbings in Urumqi, capital of China's far western Xinjiang region, a military medical expert said Sunday.     Qian Jun, head of the disease control and biological security office with China's Academy of Military Medical Sciences, said the academy's Beijing lab found no needle injury samples were tainted with radioactive substances, toxic chemicals or HIV virus.     The samples were not contaminated with other dangerous viruses or substances either, such as anthrax bacillus, yersinia pestis, francisella tularensis, brucella and botulinum toxin, Qian told a press briefing.     Local and military medical experts have rechecked about 250 victims and found no clearly worsening wounds or serious illnesses, he noted.     By Sept. 4, local authorities had confirmed 531 victims of hypodermic syringe stabbings in Urumqi, 171 of whom showed obvious syringe marks. The majority of the victims were of the Han ethnic group.     Tens of thousands of angry and panic residents in Urumqi took to the streets last week, protesting against needle attacks and demanding security guarantees.     Qian suggested offering more psychological counselling to ease anxiety and depression of the victims as many are haunted with lingering fears of hidden infections.     The Urumqi General Hospital affiliated to the Lanzhou Military Area Command has arranged three psychological experts and opened four counselling hotlines to help ease victims' fears and panic.     Wang Wenxian, deputy director of the Urumqi municipal public security bureau, said the needle stabbings did not cause serious damages to the victims' health, but they caused public panic and disturbed social order.     The acts violated China's Criminal Law and should be harshly punished accordingly, Wang told reporters.     A court in Urumqi said three Uygurs were given jail terms ranging from seven to 15 years Saturday over syringe stabbings or threatening to use needle attacks for robbery.     Wang added that more police and armed police forces would patrol on the city's streets and those who offer tip-offs for needle attackers would receive rewards.     He also urged the attackers to surrender to the police, saying those who surrender or report others' crimes could receive lighter punishment.

BEIJING, Aug. 17 (Xinhua) -- China's top legislator Wu Bangguo met here Monday with Speaker Luka Bebic of the Croatian Assembly, vowing to facilitate closer parliamentary exchanges and cooperation between both countries.     "China highly values its relations with Crotia, and regards the country as a reliable good friend and partner in southeast Europe," Wu told Bebic in Beijing. He vowed joint efforts with the country to cement bilateral exchanges in all fields to build better future for both sides. Wu, chairman of the Standing Committee of the National People's Congress (NPC), hailed the progress of bilateral ties since the forging of diplomatic ties 17 years ago, citing frequent high-level visits, remarkable trade cooperation and increasing exchanges in cultural, technological and educational areas. BEIJING, Oct. 11 (Xinhua) -- Chinese State Councilor Liu Yandong Sunday stressed the importance of nurturing more first-class financial personnel for the nation.     Liu made the remarks when visiting the Beijing-based Central University of Finance and Economics (CUFE) to convey congratulations on its 60th founding anniversary.     CUFE is the first university specialized in financial and economic studies established by the People's Republic of China. It is one of the 100 universities to which the Chinese government attaches top priority in the 21st Century.     Noting that finance is an important state function, and the core of modern economy, Liu expected the university to play a better role in cultivating innovation-oriented financial talents.     She also called on the university to contribute more to the national and local development programs.
