EL CAJON, Calif. (KGTV) - A young trick-or-treater sorting through her candy made a stunning discovery."They were excited. Loved Halloween and candy," said Jean Bilbrey.As with so many other families, Halloween night for the Bilbrey's three children - ages 11,9 and 4 - was a blur of costumes, front doors and a steady flow of treats. Their family started around Falmouth Drive and Virgina Court and walked for several hours, stopping by 30 to 50 homes. In all, they filled about six buckets' worth. This past weekend, the kids went about the task of sorting the candy."My middle daughter, who is nine, said 'Mom, Mom, I found something in my candy' and brought me a ring," said Bilbrey.It was a woman's ring, possibly a precious one. "Looks like a wedding band similar to mine. Possibly an anniversary band ... somebody wears on a hand that means something to somebody ... my first thought was we need to get this back to the owner. As a woman, my jewelry, I don't have much but what I do have is very important to me," said Bilbrey.The piece of jewelry likely slipped off while someone was handing out candy. Like any good mystery, there are a few clues, including the candy found next to the ring. "Candy corn and the Sour Patch candies. That's what she had in her hand was the candy corn," said Bilbrey.Bilbrey spread word of the ring on social media, but so far, she's come up empty."I'll keep it safe. I've got it here. DOHA, Qatar (AP) — The United States and the Taliban have signed a peace agreement aimed at ending the 18-year war in Afghanistan, America's longest. The signing could help President Donald Trump fulfill a key campaign promise to extract America from its “endless wars.” Under the agreement, the U.S. will begin withdrawing thousands of troops in exchange for Taliban commitments to prevent Afghanistan from being a launchpad for terrorist attacks.If the Taliban meet their commitments, all U.S. troops would leave in 14 months. The U.S. invaded Afghanistan after the Sept. 11, 2001 attacks to overthrow the Taliban, who had hosted Osama bin Laden and al-Qaida as they planned and celebrated the assault.The agreements are considered the first step for talks with Afghan factions, which are likely to be complicated. Under the agreement, the Afghan government would release 5,000 Taliban fighters, but it's unclear whether the government will do that. It's also unclear whether those fighters will abide by any peace deal, the Associated Press reported.The complete withdrawal of American troops would not depend on any specific outcome in talks between Taliban and other Afghan factions, the AP reports.In Qatar, U.S. Secretary of State Mike Pompeo met with the Taliban, where the group has a political office, but did not sign the agreement. EL CENTRO, Calif. (KGTV) - Church leaders in San Diego, El Centro, and Brownsville, Texas were arrested Tuesday on suspicion of subjecting homeless people to forced labor, according to U.S. Department of Justice officials.U.S. Attorney for the Southern District of California Robert Brewer said those charged coerced the victims to give up their welfare benefits and forced them to panhandle up to 54 hours a week.Twelve people said to be leaders of Imperial Valley Ministries (IVM) are charged with conspiracy, forced labor, document servitude, and benefits fraud, said Brewer.“The indictment alleges an appalling abuse of power by church officials who preyed on vulnerable homeless people with promises of a warm bed and meals,” said Brewer. “These victims were held captive, stripped of their humble financial means, their identification, their freedom, and their dignity.” IVM is headquartered in El Centro and operates about 30 churches in the U.S. and Mexico including locations in Las Vegas, Phoenix, Los Angeles, Santa Ana, and San Jose. The church’s stated purpose is to “restore” drug addicts at faith-based rehab homes, the Department of Justice said in a news release. The church operated one group home in Chula Vista, along with others in El Centro and Calexico. Many victims were recruited in San Diego, officials said. Defendants include Jose “Chito” Morales of San Diego, Ana Robles-Ortiz, Jose Gaytan, Sonia Murillo, Arnoldo Bugarin, Azucena Torres (aka Susana Bugarin), and Sergio Partida of El Cajon, and Victor Gonzalez, Susan Leyva, Jose Diaz, Mercedes Gonzalez (aka Mercy Diaz), and Jose Flores of Brownsville, Texas. IVM leaders allegedly “inducted many to participate with offers of free food and shelter with the false promise that victims would be provided with resources to eventually return home,” according to the DOJ. The homeless people would check in to the homes and sign agreements to stick to the IVM rules such as “you are not to discuss things of the world” and “if any of the rules are broken there will be discipline”, DOJ officials said. Many victims claimed they were held against their will, officials said. The indictment claims church leaders used deadbolts to lock the victims into the homes, and confiscated identifications. Windows were also nailed shut at some group homes, according to the indictment. In one case, a 17-year-old victim broke a window to escape and run to a nearby home to call police. Prosecutors say church leaders also refused to allow a diabetic woman to obtain medicine and food in response to low blood sugar. She was able to escape and get help, officials said. In some situations, IVM members told the victims they would have to stay or they would face punishments, including having their children taken away from them, the DOJ said. Victims were also told loved ones had rejected them and they must stay because “only God” loved them, said officials. Punishments, including talking about the outside world, allegedly included the withholding of food. DOJ officials said IVM leaders also stole victims’ EBT cards and used them for improper purposes. Dominica Prime Minister Roosevelt Skerrit confirmed on his Facebook page on Monday that he was rescued as Hurricane Maria hit his small island nation.  Hurricane Maria made landfall just before 10 p.m. ET on the island of Dominica with top winds of 160 MPH. Skerrit's roof was one of many that were ripped off as Maria came on shore. "My roof is gone. I am at the complete mercy of the hurricane. House is flooding," Skerrit said just before being rescued. Hurricane Maria is the second Category 5 hurricane to strike the Caribbean in the last two weeks. Hurricane Maria is following a similar path as Hurricane Irma, which devastated parts of the Caribbean before coming on shore in Florida on Sept. 10.Local radio reports said that parts of Dominica are flooded, and there has been roof failure at a local hospital. Dominica has a total population of 73,000 residents.  934
