This weekend, most Americans will set their clocks back one hour Saturday night as everyone reverts back to standard time.Every state except Hawaii and Arizona observe Daylight Saving Time in the summer months. The idea of Daylight Saving Time has been around for more than a century for a variety of reasons, including more evening daylight and saving energy.Germany was the first country to experiment with it, and it wasn't fully adopted in the United States until 1918 when "An Act to save daylight and to provide standard time, for the United States" was passed.Once this law was passed, it established the time zones we use today — Eastern, Central, Mountain and Pacific — and specified when Daylight Saving Time would begin and end.Two years later, however, the Daylight Saving Time option was repealed and left up to localities to decide whether or not they'd change their clocks.Nationwide Daylight Saving Time returned for almost three years during World War II when President Franklin Roosevelt instituted "War Time," or year-round Daylight Saving Time.It wasn't until 1966 when President Lyndon Johnson signed the Uniform Time Act, which ended a lot of confusion by setting standards for when Daylight Saving Time would begin and end. It also required every state to participate unless a state voted to keep the entire state on standard time.Daylight Saving Time was extended with the Energy Policy Act of 2005, so now most of the United States change clocks on the second Sunday in March and again on the first Sunday in November.Follow Storm Shield Meteorologist Jason Meyers via the Storm Shield app on Twitter, Facebook, and YouTube. They have been in business since 1818, so you would think they would have weather prognostication down to a science. The folks at the Farmers' Almanac have issued their forecast for the upcoming winter, and for many, purchasing a snowblower might not be a bad investment. The Farmers Almanac predicts that the Central US, Midwest and Northeast will see a cold, brutal winter. For those who live in Montana, Wyoming and Colorado and to the east, the almanac calls for "teeth-chattering cold" and "plentiful snow." For those in the Midwest, expect "biting cold" and snow this winter. And those in the Northeast should expect a "cold and white" winter. The West Coast should see a more average winter, with greater than average rain in the Pacific Northwest. While it will remain cold in Texas, the Southeast should be closer to average, with above-average rainfall. If you are hoping for a more modest winter, you will like the forecast from the Old Farmers' Almanac. Old Farmers' Almanac is suggesting a mild winter for most of the United States, with the exception being in the Southwest. The Rockies, while still mild, should expect a snowy winter. How these publications come up with said forecasts are a bit of a mystery, much like KFC's secret recipe. "we derive our weather forecasts from a secret formula that was devised by the founder of this Almanac, Robert B. Thomas, in 1792. Thomas believed that weather on Earth was influenced by sunspots, which are magnetic storms on the surface of the Sun," the Old Farmers' Almanac says on its website.  1616

Thursday is the last full day to respond to the 2020 census. The U.S. Census Bureau says self-response and field data collection operations for the census will conclude on Oct. 15.Today is your last chance to respond to the #2020Census. Don’t miss this opportunity to shape your community’s future for the next 10 years. Respond now at https://t.co/nzqhoc1xHM. pic.twitter.com/13mFmP2x6P— U.S. Census Bureau (@uscensusbureau) October 15, 2020 However, American residents can still respond online until 5:59 a.m. ET on Friday. If you haven’t responded yet, click here to make sure you’re counted.Supreme Court halts the censusData collection for the census is ending sooner than planned thanks to a Supreme Court ruling this week that sided with the Trump administration.Officials say “well over” 99.9% of housing units have been accounted for in the 2020 census, but some are still concerned that the count won’t be accurate, because some communities are harder to reach this year because of the COVID-19 pandemic and recent natural disasters. Why the census is importantAn accurate census is important because the count is only taken every 10 years and it's used to determine how billions of dollars in federal funding flow into communities every year over the next decade. The census affects several areas of everyday life, like transportation. Results influence highway planning and construction, as well as grants for buses, subways and other public transport systems. The education system also relies on the results to help determine how money is allocated for the Head Start program and for grans that support teachers and special education. The census data is also used to divide seats in Congress among the states.“The list goes on, including programs to support rural areas, to restore wildlife, to prevent child abuse, to prepare for wildfires, and to provide housing assistance for older adults,” officials write. 1926

TOKYO (AP) -- The decades-old dream of zipping around in the sky as simply as driving on highways may be becoming less illusory.Japan's SkyDrive Inc., among the myriads of "flying car" projects around the world, has carried out a successful though modest test flight with one person aboard. In a video shown to reporters on Friday, a contraption that looked like a slick motorcycle with propellers lifted several feet (1-2 meters) off the ground and hovered in a netted area for four minutes.Tomohiro Fukuzawa, who heads the effort, said he hopes to turn it into a real-life product by 2023, but acknowledged that making the vehicle safe was critical. 658
