SAN DIEGO (KGTV) - Local groups including the Local Initiatives Support Corporation, are pushing for the City of San Diego to draft up and pass an ordinance that excludes certain zoning policies. "We're not asking to spend billions of dollars and build something, we're saying change the zoning. They have the prerogative, it's under their jurisdiction, we're reminding them there are issues at stake and those issues are communities to this day that are segregated," said Ricardo Flores, executive director of LISC.Flores says the same areas that were identified back in 1930 by San Diego banks as low-income areas are still falling under that category today. Additionally, areas outside of those remain zoned for single-family homes, keeping the lower income families from moving in. "So, what we’re effectively saying is, if you can't buy a single-family home in Kensington, then you can't live in Kensington. But, that’s not the truth; the truth is Kensington is zoned one thing, single family, and we need to expand that zoning." A representative at the rally from Chicano Federation says, "We are tired of the continuation of policies masked as zoning when in reality they are policies of segregation." Meantime, Borre Winkle, CEO and president of the Building Industry Association of San Diego told 10News, "The American dream is not to live in an apartment, the American dream is still to live in a single-family dwelling unit no matter how big it is".Winkle says getting rid of single family zoning isn't the solution. SAN DIEGO (KGTV) -- Mayor Kevin Faulconer Saturday detailed plans to redevelop the Sports Arena site, officially announcing what developers will tackle the project.According to Faulconer, the plan incorporates a mix of entertainment, housing, and parks."The vision for this property is for a world-class arena, park space and amenities," Faulconer said. "A new arena has always been a priority of mine, and it's the right time."Brookfield Housing and ASM Global were chosen to construct the new arena and thousands of housing units, beating out the other finalist, Toll Brothers Housing.The redevelopment area encompasses roughly 48 acres in the Midway-Pacific Highway Community area. At the press conference, representatives from the Gulls and the Seals spoke, saying they're excited for their teams to play in the new space. Faulconer said the city's goal is to include a new arena to replace Pechanga Arena."The vision for this property is for a world-class arena, park space and amenities," Faulconer said. "A new arena has always been a priority of mine, and it's the right time."The city also released several renderings of the planned development. Leaders said they are now looking toward November when Measure E will be on the ballot. This will determine if the 30-foot maximum height for buildings will remain, or if it will be raised. This will impact how tall the new facilities will be.San Diego Loyal SC, which had plans to build a modular soccer stadium at the site, commented on the announcement following the news conference. "Though the news from the city today felt like a punch in the gut, years being married to the sport of soccer has taught me that sometimes you can win on the field and not get the result that matters. SAN DIEGO (KGTV) — Local activists are accusing the city of San Diego of slow-playing their proposal to create an independent commission on police practices - to the point that it died.The measure would have created a board with subpoena power. And the ability to launch its own investigations.The board, which would have been called the Independent Commission Police Practices, would have addressed several of the concerns raised by the County Grand Jury about the city's Community Review Board.Those concerns include a lack of subpoena power, access to only some complaints, and an appearance some find too closely linked to the San Diego Police Department. Women Occupy San Diego's proposed an independent board that would have subpoena power."We would have independent investigators who would talk to the witnesses, who would look at all the documents, who would do the same things that (Internal Affairs) does," said Kate Yavenditti, a local attorney and one of the group's members.Women Occupy San Diego filed the measure in March, but earlier this month the City Attorney's said the San Diego Police Officers Association and the Municipal Employees Association needed to be consulted before it could go to the November ballot, due to a law called the Meyers Milias Brown Act.A city attorney memo said the the organizations needed to be conferred with because the measure could impact their working conditions.Yavenditti said she learned of this at a rules committee meeting on July 11, and the City Council didn't docket the issue until Monday, just less than two weeks before the Registrar of Voters deadline for the November ballot.It was too close, so the council voted not to move it forward."At this point, there's nothing we can do about it except talk about what we believe was a deliberate delay," Yavenditti said. A city spokeswoman said this measure was treated the same as all the others that were vying for the November ballot. Jack Schaeffer, president of the San Diego Police Officers Association, said he stood by the current Community Review Board. He noted it has trained experts doing investigations, they pick apart all the evidence and come to appropriate conclusions."It's almost like a big audit of what we’ve done as investigators," he said. "If you look nationwide, a few different ways to do police oversight and not one of them is really any better the other."Yavenditti said her group is now eyeing the proposal for the 2020 ballot. 2489
