NEW YORK (AP) -- The nation's largest beauty chain has a deal to place shops in more than 100 Target stores by mid-2021.Ulta Beauty and Target said Tuesday that the shops will be located next to Target's existing beauty sections. Financial terms of the deal weren't disclosed.The partnership comes as the coronavirus pandemic has upended shopping habits. Customers are increasingly focused on one-stop shopping experiences as a way to minimize exposure to COVID-19.But the deal could hurt department stores like Macy's, which had already seen their share of their beauty business eroded even before the pandemic. 620

No Crime Stoppers reward will be given to the woman who alerted police of the Waffle House shooter's whereabouts after he killed multiple people in Antioch. That's because the woman did not submit a tip through Crime Stoppers, instead, calling 911 with the suspect's location. "I get goosebumps talking about it," Lydia French said as she recalled the day that the suspect was caught. French spotted the man coming out of the woods near her worksite, next to where the suspect lived, when she called police. She then spotted the suspect a second time and called 911 again. "When he came out of the woods the second time and I got a good look at him, oh, I knew. I knew for sure. I called 911 back the second time and said, 'Your guy is right here. It's him,'" French said.She said police responded immediately."It was crazy. I've never seen so many vehicles just storm an area like they did," she said. While French called in the tip to 911, she was surprised that she wasn't given a reward from Crime Stoppers, and many others were confused about the situation as well."Unfortunately, we cannot pay the reward on this as Crime Stoppers was contacted after they advised the police department," an email from Crime Stoppers read.Crime Stoppers is a separate entity from the police department. "I actually thought they were hand-in-hand," French said. According to Liz Parrott, the chair of Nashville Crime Stoppers, to get a reward from Crime Stoppers, tipsters have to call the tip line, (615) 74-CRIME, or submit the tip through their mobile app. In the case of the Waffle House manhunt, French called 911. She never called Crime Stoppers, not until a month later to inquire about the reward. Crime Stoppers is designed to get tips in cold cases or in cases where someone with information wants to remain anonymous, and it generally isn't used in active crimes like the Waffle House manhunt."Anytime there's an active crime in progress, 911 is always best," Parrot said. While French said it isn't about the money, she wanted to get her story out so the public would know in the future: If you want the Crime Stoppers reward, you need to reach out to Crime Stoppers before the police. "I'm glad I could do what I could do to make the community and everybody feel safer, I just hope the families get justice," French said.French was given a ,000 reward from the TBI for her assistance in the case.  2478

NEW YORK (AP) — Health experts are hoping Joe Biden’s administration will put in place something Donald Trump has not — a comprehensive national testing strategy. They say such a strategy could systematically check more people for infections and spot surges before they take off. The health experts say it would be an improvement from the current practice. Some experts say the lack of such a system is one reason for the current national explosion in cases, hospitalizations and deaths. There are differing opinions on what a national testing strategy should look like. NEWMAN, Calif. (KGTV and AP) - Newman Police Chief Randy Richardson had tears in his eyes Thursday as he talked about the grief in his department over the loss of Corporal Ronil Singh. Singh, 33, was shot early Wednesday morning, a few minutes after radioing that he was pulling over a gray pickup truck that had no license plate in Newman, a town of about 10,000 people some 100 miles southeast of San Francisco. He died at a hospital. Singh was one of 12 Newman Police officers. “My department is hurting,” said Richardson at a morning news conference. “We’re not an agency; we’re a family.” Watch the news conference:The Stanislaus County Sheriff’s Department took over the investigation from Newman Police, releasing surveillance photos of a man seen at a convenience store just before Singh’s murder. Officials pleaded for information about the attacker's identity from the public, and the California Highway Patrol sent an alert to smartphones Wednesday asking drivers to keep an eye out for the pickup truck. A truck believed to have been the one stopped by Singh was later found in a garage in a mobile home park about 4 miles from the shooting, where law enforcement officers were serving a search warrant, The Modesto Bee reported. Investigators were examining the vehicle, police said. Earlier in his career, Ronil Singh worked as a deputy with the Merced County Sheriff's Department. "He was living the American dream," said Stanislaus County sheriff's Deputy Royjinder Singh, who is not related to the slain officer but knew him. "He loved camping, loved hunting, loved fishing, loved his family." On his Facebook page, Ronil Singh posted pictures on Christmas Eve from a deep-sea fishing trip that produced a big haul of crabs and fish. His profile picture shows him smiling as he stands at a patrol car with his K9 partner, Sam — the same photograph of the officer released by the Sheriff's Department. “He will never see his son walk,” Chief Richardson said. Outgoing California Gov. Jerry Brown offered condolences to Singh's family and said flags at the Capitol would fly at half-staff in his honor. "Our hearts are with the entire community of Newman and law enforcement officers across the state who risk their lives every day to protect and serve the people of California," Brown said.
