SAN DIEGO (KGTV) — More than two dozen Little Italy restaurants are likely to become San Diego's first to install "parklets," which will allow expanded outdoor dining each day of the week. The work is expected to start Friday. A parklet is a sealed off portion of curbside parking spaces that would instead be reserved for restaurants to set up tables and serve people outside. On Friday, at least eight Little Italy restaurants will start installing the parklets, but that number could grow to more than 25 if the city approves the permits in time. The city is currently streamlining these kinds of permits for retailers and restaurants and waving fees. The idea is to give businesses more room to make money amid new social distancing restrictions that disallow indoor dining in restaurants. "It is vital, absolutely," said Paolo Tagliani, general manager of Salunto, a bakery restaurant on India Street. "We need fresh air, too."More than 100 restaurants in San Diego have applied for parklet permits. The city approved 48 of them on the first day it began processing the applications. Restaurants in the Gaslamp and North Park have also applied. Little Italy had already instituted an Al Fresco program, which closed India Street to the public on Fridays, Saturdays and Sundays to allow outside dining. The parklets would allow outdoor dining daily. The Gaslamp Quarter Association has a similar program on Fifth Avenue from L Street to F Street. SAN DIEGO (KGTV) - Newly-released records detail several officer involved shootings involving a San Diego Police officer.The City of San Diego released several written reports along with body worn camera video and audio of police and witness interviews. The shootings took place in 2016 and 2017 and involved San Diego Police Officer Richard Butera.In December 2017, San Diego Police received several 911 calls regarding a man trying to break into homes in the Sunset Cliffs neighborhood. Police say that when they arrived, 24-year-old Kyle Zahacefski was in the front yard of a home in the 1200 block of Trieste Drive.Zahacefski began throwing bricks at the police officers, they said. Next, he took off running and the officers lost sight of him. Officers then heard sounds of glass breaking and they discovered a shattered glass door on a home in the neighborhood. Believing the residents may have been in danger, officers entered the house immediately and located the suspect in the kitchen.Zahacefski grabbed a knife and pointed it at his throat. The officers ordered him to drop the knife repeatedly but he refused. Instead, Zahacefski pointed it at the officers and began walking quickly towards them.One of the officers, later identified as Officer Richard Butera, fired several rounds from his AR-15 rifle and another officer fired one round from his bean bag shotgun.In June 2018, District Attorney Summer Stephan said the shooting was justified. Along with body-worn camera video, police released a more than 500-page report detailing their investigation.Police also released an investigative report and audio interviews regarding a 2016 Hillcrest area shooting.Officer Richard Butera fatally shot Joshua Sisson , 30, while responding to a domestic violence incident on Lewis Street. Police say Sisson turned and pointed a large kitchen knife at Butera and was shot in the chest when he advanced towards the officer."The knife-wielding suspect refused to comply. The suspect aggressively advanced towards the officer with the knife," said San Diego police Lt. Manny Del Toro.After Sisson's death, police discovered he had been wanted on a warrant for alleged felony parole violations.A criminal records check showed Sisson had served prison time for setting a family's home on fire in 2009. He pleaded guilty in that case to 13 counts of attempted murder, one count of arson and one count of carrying a concealed weapon.In audio recordings released by the department you can hear Butera describe where he was standing when the shooting took place. An audio interview with a witness also gives insight into what police encountered.“The officer yelled 'stop' again, both times it was very clear, 'stop',” an unidentified male witness said. “The suspect this time turned to his left and his hand went into his waistband.”According to 10News records, Butera has been involved in three other officer involved shootings.In a statement to 10News a spokesperson for the San Diego Police Department wrote, “Officer Butera has been a sworn member of the San Diego Police Department for the past 17 years. In addition to his patrol duties, he has been a member of the SWAT team for over 10 years. Officer Butera has been involved in incidents in which he has discharged a firearm to stop a deadly threat to himself and the public. Each of these incidents were investigated by the Homicide Unit and the investigations were ultimately presented to the San Diego County District Attorney’s Office for review. SAN DIEGO (KGTV) - More than 830 pounds of narcotics, over .5 million and 20 fugitives were captured over the weekend in San Diego and Imperial Valley counties.Border officials said the seizures occurred from Friday, March 9 to Sunday, March 11. SAN DIEGO (KGTV) — Police released a sketch Thursday depicting the suspect of a sexual assault at Black's Beach near La Jolla Shores this week.San Diego Police say the female victim was jogging on the beach Wednesday when she was sexually assaulted. The suspect slapped the woman's buttocks twice and grabbed her in the genital area before she broke free and called for help.Officers responded by did not find the man. The suspect is described as a Black man between 30 and 40 years old, with short to no hair and an earring in one ear. SAN DIEGO (KGTV) -- People on social media are outraged after video shows a security guard questioning a mother's immigration status in a Target parking lot. The woman who recorded and posted the video, Sonia Serrano Zavala, says the guard was asking the mother if she is here legally when she started recording. The unidentified security guard can be heard in the video saying, "You’re illegally here and you’re having babies and you’re probably on welfare."The woman, seen holding a baby in the parking lot, was reportedly asking for money. Midway through the video, the security guard says "it's a scam" and claims the woman has a car and a condo.The incident took place at a Target located in the Marketplace at the Grove Shopping Center. The guard does not work specifically for Target, but provides security for the entire shopping center. The company who hires the security guards for the mall said, "The behavior of this employee is not reflective of the standards we have set for our security professionals, and we will address it."WARNING: The video below contains graphic language.  1136
