(KGTV) -- A smartphone tool aimed at alerting Californians on potential exposure to the coronavirus was launched on Thursday.According to Gov. Newsom’s office, the free CA Notify system “will help reduce the transmission of COVID-19.” Californians can opt into the digital tool “to receive COVID-19 notifications informing them if they have been exposed to someone who has tested positive for the virus,” Newsom’s office said.Officials confirmed CA Notify is “a completely private, anonymous and secure tool that does not collect location data from any device and never shares user identities.”iPhone users can enable CA Notify by going to Settings, and then to Exposure Notifications. From there, users will have the option to Turn On Exposure Notifications. Users will then choose United States, followed by California.Android device users who want to be notified will have to download the CA Notify app from the Google Play store.How CA Notify functions, according to state officials:“When individuals voluntarily activate CA Notify, the tool uses Bluetooth technology to exchange random codes between phones without revealing the user’s identity or location.If a CA Notify user tests positive for COVID-19, they will receive a verification code to plug into the app, if they choose. Any other CA Notify users who have been within 6 feet for 15 minutes or more of the COVID-19 positive individual will get an anonymous notification of possible exposure.CA Notify will accelerate how quickly people get notified of a possible COVID-19 exposure, giving people the information they need to make responsible decisions around quarantine and testing.Users who have tested positive for COVID-19 will get a text from the California Department of Public Health at 855-976-8462 with a code which they can enter into CA Notify triggering an alert to phones of people who may have been exposed in the previous 14 days.”The CA Notify system began this fall as a pilot program at UC San Diego and UC San Francisco. 2011

Gavin Newsom signed landmark legislation allowing student athletes to get paid for their name, image and likeness.In approving the legislation, the governor noted multi-million dollar television deals and highly paid administrators, but no payment for athletes."Colleges reap billions from these student athletes' sacrifices and success but, in the same breath, block them from earning a single dollar," Newsom said in a statement. "That’s a bankrupt model – one that puts institutions ahead of the students they are supposed to serve. It needs to be disrupted.”NCAA rules render student athletes ineligible if they sign with an agent or take endorsement money. The organization said in a statement that changes are needed, but it should not be a state-by-state approach. "As more states consider their own specific legislation related to this topic, it is clear that a patchwork of different laws from different states will make unattainable the goal of providing a fair and level playing field for 1,100 campuses and nearly half a million student-athletes nationwide," the NCAA said. John David Wicker, San Diego State's athletic director, said the legislation could put future Aztecs at a disadvantage. The law takes effect in 2023. 1258

Proposition 21 would have allowed counties to apply rent control to housing more than 15 years old, with the exception of some single-family homes.Single-family homes owned by people with no more than two properties would have been exempt under proposition 21.Those in support say it’s the change needed to combat homelessness and keep people in their homes. (KGTV) — Disneyland and California Adventure have announced that both theme parks will close starting Saturday through the end of March amid the coronavirus outbreak.While there have been no reported cases at either theme park, both locations were being closed "in the best interest of our guests and employees," following Gov. Gavin Newsom's executive order surrounding large events throughout California.Disney hotels will remain open through Monday to allow guests the ability to make travel arrangements.RELATED: What's been canceled, postponed in San Diego, nationally due to coronavirus"We will monitor the ongoing situation and follow the advice and guidance of federal and state officials and health agencies. Disney will continue to pay cast members during this time," Disney said in a statement. "Disneyland Resort will work with guests who wish to change or cancel their visits, and will provide refunds to those who have hotel bookings during this closure period."Those Disney employees who are able to work from home are being asked to do so, according to the company.Later, Disney said all its US cruise lines and theme parks worldwide would be closed through the end of the month.RELATED: Fact Check: President Trump's coronavirus address"In an abundance of caution and in the best interest of our guests and employees, we are proceeding with the closure of our theme parks at Walt Disney World Resort in Florida and Disneyland Paris Resort, beginning at the close of business on Sunday, March 15, through the end of the month. Newsom issued an executive order recommending against large events with gatherings of 250 people or more across the state. He added that the mandate excluded casinos, card rooms, theaters and large theme parks, such as Disneyland, Magic Mountain and Universal Studios Hollywood, due to "complexity of their "unique circumstances." Initially, Disneyland said they had taken steps to protect guests and cast members, including "additional hand sanitizers throughout the park, increased the frequency of cleaning and disinfection in high guest-contact areas and are providing information about good hygiene practices and illness prevention to our guests and cast members."RELATED: Coronavirus concerns leave consumers unclear about ticket sale refundsDisneyland is the latest location to cancel events amid the global coronavirus outbreak.
