SAN DIEGO (KGTV) - San Diego Police are investigating the discovery of a man's body in the water off Mission Beach.Lifeguards discovered the body about two and a half miles off the shoreline about 11 a.m., officials said. They had been drawn to the area by a fisherman who saw a flock of seagulls in the water and went to investigate.When they found the body, the man was only wearing only board shorts and was found with a chain around his waist.San Diego Police Homicide Lt. Anthony Dupree described the chain as a "half-inch linked chain. It almost looks like someone may wear it as a belt."Lt. Dupree also said there were no obvious signs of trauma or evidence that the body had been weighed down with anything, but the chain was concerning.The man's identity was not immediately released. SAN DIEGO (KGTV) -- San Diego District Attorney Summer Stephan made a push Monday to remind residents that there are still resources for domestic violence victims during the stay-at-home order.Stephan did not have any data to show whether domestic violence cases have started to rise yet. However, she pointed to a case on Sunday where police say a husband killed his wife while their three children were home as an ominous example."The Chula Vista case is a tragic example. SAN DIEGO (KGTV) – Record-breaking Santa Ana winds are impacting communities throughout the county. Shutoffs forced closures in seven districts including Alpine, Dehesa, Lakeside, Poway, and Cajon Valley.In Mira Mesa, winds toppled a tent that one restaurant had set up for outdoor dining. The owner of Golden Island Dim Sum and Asian Cuisine was left cleaning up the mangled mess Thursday morning in hopes of welcoming customers back later that day.In Julian, employees at the Villa Chardonnay Horses with Wings sent out a plea for help after their power was shut off.They have about 350 animals on their property including horses and dogs. Without a generator, they say they can’t give their animals any water.“We need electricity to pump the wells,” said Cindy Montgomery. “I've got a generator in the back of this car right now but it's a small one that will suffice for now, but we need an industrial size generator.”Montgomery says they have a solar-powered unit as a backup but it isn’t working.“There are no generators anywhere,” said colleague Billie Feldman. “We need an industrial size generator. Any help that we can get please let us know please contact us as soon as possible.”SDG&E says these are some of the strongest winds they’ve seen since they began installing their network of weather stations nearly a decade ago. SAN DIEGO (KGTV) — San Diegans could soon be using just their faces to board a plane, a cruise ship or get into a rock concert.It's because more companies are testing, or rolling out, the controversial facial recognition technology. "Facial recognition is great if it works. If it doesn't, it produces problems," said Stephen Cobb, senior security researcher at ESET. A Ticketmaster-owned company will soon test facial recognition to get people into events faster. In other words, a person could theoretically upload an image of their face onto an app, and then go right into the event without stopping for a ticket scan or, potentially, a security check.Jet Blue rolled out the facial recognition technology last year, and Royal Caribbean cruises is starting to do the same. "It sounds alright but it also sounds kind of weird to have your face in there," said Kathy Nagy, who used a mobile ticket to get into Wednesday's Padres game. "I think that having a ticket on your phone is just as fast as showing your face."Cobb said there are many concerns over how companies will maintain and protect people's data, including even whether they have the capabilities to avoid breaches."I don't see any commercial roll out of facial recognition which is purely around efficiency," he said. "Frankly, I have doubts around efficiency of the technology at this point."U.S. Customs and Border Protection is already using facial recognition technology at Lindbergh Field to scan international arrivals. The San Diego Police Department uses a mobile facial recognition device to confirm identities during certain arrests, such as when suspects won't provide their identity, or provide a false one. Earlier this month, San Francisco banned government agencies, including the police, from using facial recognition. 1808
