SAN DIEGO (KGTV) — The city of San Diego may turn to homeowners to help chip away at the housing crisis.On Wednesday, the San Diego Housing Commission floated the idea of offering loans to homeowners in the city to build backyard granny flats to be rented out as affordable housing. The plan could help homeowners pay their mortgage while also providing more low-income units to those who qualify. "They present an opportunity to increase production at potential lower costs in a faster time frame and with a smaller environmental footprint," said Jeff Davis, the housing commission's chief of staff.RELATED: Making It in San Diego: San Diego's housing market cooling down, new report showsThe commission pitched the idea to the city's Land Use and Smart Growth committee Wednesday. Councilmembers on the committee appeared to be in support of the idea. Commission staffers said it was too early to know details about the loan, but if all goes as planned, they could be offered by next year. The idea comes about a month after Poway Mayor Steve Vaus floated a plan for his city to pay to build granny flats in backyards to be rented as affordable homes. The city would take a cut of the rent for about ten years before the homeowner gets it outright. SAN DIEGO (KGTV) - Surveillance video caught on team of thieves targeting a home in Point Loma. The home sits on a street just off Catalina boulevard. Last Thursday, just before 8 p.m., an SUV is seen driving up and then driving away. 12 minutes later, it's back. This time, it parks. As the camera switches to night vision, three figures emerge. On the side of the home, they are seen hunting for a way in. The dual-pane sliding door in the kitchen is later found shattered. The next time they are seen, the three burglars wearing hoodies are scrambling out of the home, two of them carrying safes. Once they reach the SUV, they toss the safes into the back and take off. Inside the safes: a partial coin collection and dozens of pieces of jewelry, many of them family heirlooms. "I'm angry amd there is a feeling of being empty," said David, who asked 10news not to identify him. One of the stolen pieces is an opal-and-diamond necklace belonging to David's 90-year-old mother, who is living with dementia. She helped design the piece to celebrate her journey from file clerk to business owner at the same business. "Something missing you can't replace ... My mother became a success in a man's world. SAN DIEGO (KGTV) - Surveillance video shows burglars ransacking a Pacific Beach brewpub hit hard by the pandemic.Just past 6 p.m Thursday, while food and craft beer were being served up at the second-story Amplified Ale Works restaurant, a masked man was recorded while inside the first-floor office and shuttered music venue.A mangled door revealed the intruder's entry point."Looks like he used a crowbar on the back door," said owner Alex Pierson.Inside, he's seen rummaging through drawers, grabbing headphones and some other items before leaving. Pierson says the burglar returned hours later, and he wasn't alone."When they came back at 10:30 p.m., they ransacked everything," said Pierson.For some 40 minutes, three men are seen helping themselves to whatever they wanted, filling up box after box.In one clip, one of the thieves is seen sorting through paperwork. Several blank checks were found missing."It's that feeling of violation. It hurt. Also took several employees' bikes, several guitars, amps, eight cases of beer, merchandise and some other electronics," said Pierson.For Pierson, the burglary is beyond disheartening."We're doing everything we can to keep our employees employed ... a 'being kicked while you're down' feeling," said Pierson.Pierson says the impact of the pandemic has cut revenues for the eight-year-old brewpub in half. SAN DIEGO (KGTV) - The man responsible for a fatal drunk driving crash nearly two years ago was sentenced to more than three decades in prison Friday. San Diego Superior Court Judge Joan Weber handed Jeffrey Levi a sentence of 30 years to life in prison, plus an additional four years for the crash that killed 19-year-old Isaac Felix and 33-year-old Jesus Dominguez. “I do want to remind you Mr. Levi, because I know that you’re going to be living with that for the rest of your life, that you killed these two young people and burned them to death, you permanently maimed another young woman, and injured an officer,” said Weber. “By my count, you made four fatal decisions on that night."In January 2018, Levi got behind the wheel of his Mustang while drunk and drove more than 100 miles per hour on Interstate 15. The Corolla was disabled in the freeway lanes, then hit by an SUV driven by an off-duty San Diego Police sergeant. The sedan burst into flames, killing Felix and Jesus Dominguez. Giovanna was severely injured but rescued by Good Samaritans. Sgt. Raymond Rowe was also injured. Levi fled the scene, completely uninjured. He was later found and arrested. “I made very serious mistakes with detrimental consequences; I relapsed,” said Levi after explaining his attempt at rehab for his alcoholism. “I think of Jesus, Isaac, Giovanna and their friends and families every day. I wish that I could do or say something to change what happened, but I can’t and I have to live with that forever.” In August, a jury found Levi guilty of second-degree murder, hit and run, drunk driving, and gross vehicular manslaughter while intoxicated. He also has a prior DUI conviction from 2007. The victims’ families have also filed a civil lawsuit against Levi, the City of San Diego and Sgt. Rowe. That case is pending. 1977

SAN DIEGO (KGTV) - The International Olympic Committee and Japanese government made an historic announcement Tuesday to postpone the 2020 summer Olympic games in Tokyo due to the coronavirus.Tuesday, Japanese Prime Minister Shinzo Abe confirmed on Twitter that the Tokyo Olympic and Paralympic games have been delayed until no later than summer 2021.The announcement left several San Diegan Olympic hopefuls dashed of any immediate Olympic dreams."It's kind of hard to wrap your head around it because you have been training so long for this one moment," Allison Halverson said back in Februaray.Her tone changed Tuesday."I was kind of like, 'Ok. That's good to know.' Now I can kind of refocus and figure out how to train for that," Halverson said.Swimmer Michael Chadwick says the lack of open pools is sidelining any training, making competition right now even less of a possibility."Too much has happened too quickly for us to really understand what the ramifications of it all are," Chadwick said.
