SAN DIEGO (KGTV) - San Diego Police are looking for a man described as mentally ill or under the influence of drugs.Sunday night at 8:58 p.m. someone called 9-1-1 describing a man acting irrationally. Police responded and found the Honda Accord matching the description of the call and tried to pull the car over.The driver flipped a u-turn and sped up to about 80 miles per hour, running three red lights down Governor Drive.Police slowed down to a safer speed and as they caught up to the driver they found the car crashed into the dead end fence.They say the man, described as Hispanic, in his late 20s, 5' 8" tall, wit ha shaved head, wearing a short sleeved shirt, a hoodie, and gray shorts took off. They believe he ran from the car.They searched the area, known as Rose Canyon Natural Park, and could not find the man.If you see him, police ask that you please not approach him and call 9-1-1. 918

SAN DIEGO (KGTV) — Researchers at UC San Diego Health are now looking for volunteers to participate in a COVID-19 clinical trial, starting locally next week.Oxford-AstraZeneca’s vaccine clinical trials will take place in 36 states across the country.“This is the second vaccine trial for the prevention of COVID-19, and like the first, it is a trial of 30,000 individuals nationally,” said Dr. Susan Little, a professor of Medicine and UCSD and the lead on this trial.Little said UCSD researchers hope to enroll about 1,600 people in eight weeks to participate in the trial.“Eighteen or older, in generally good health, but with underlying conditions that put them at greater risk for COVID-19,” she said. “Or people with increased risk of acquiring COVID-19 because of their professions or where they live.”Little said a bus would act as a mobile vaccine clinic. The bus will stop in parking lots in communities that have been historically underrepresented in medical research or disproportionately affected by COVID-19.“We’re going to focus on communities most impacted, the South Bay, East County, underserved communities and communities that have been hardest hit by COVID-19 those with the highest rate of infection in the community,” she said. “It’s a series of two vaccines, a month apart, people will be prescreened over the phone, and then they’ll be vaccinated on day one and day 29. Then they’ll be followed for two years thereafter.”In Phase 1 and Phase 2 clinical trials, Little said the vaccine proved to be safe.“We know that it’s safe in the sense that it causes local tenderness, some mild fatigue headache. Side effects went away in about one week,” she said. “This will be placebo-controlled, so I won’t know, and the participants won’t know whether they got a vaccine or placebo.”She said for every one person who gets the placebo, two people will get the vaccine.If people develop COVID-19 symptoms during the trial, two other mobile wellness clinics will be available for treatment.“Anybody who develops symptoms that are worrisome to COVID, we will come see them in our wellness vehicles and test them for COVID. SAN DIEGO (KGTV) - San Diego is playing a pivotal role as a testing ground for the future border wall while the region prepares for President Trump’s visit Tuesday.WHY SAN DIEGO?The region, specifically Otay Mesa, was selected as a location for the eight prototypes because of site accessibility to construct and the ability to evaluate the wall as part of a larger, existing border infrastructure system, according to U.S. Customs and Border Protection spokesman Ralph DeSio.San Diego County’s value as a construction site was detailed in a presentation made by the Department of Homeland Security and obtained by NPR.CBP officers can compare the performance of the prototypes to underperforming existing materials in the same location, according to the document. The prototypes can also be evaluated for the impact on operations in an existing enforcement zone.The land where the prototypes are constructed is federally owned, making the project more affordable.As far as the CBP is concerned, the proof of the border wall’s success is in the pudding. A video made by the agency showed an 87 percent reduction in arrests at the border after the creation of a physical barrier.FINANCIAL IMPACT OF THE BORDER WALLSan Diego had funds earmarked for border wall construction ahead of the prototype construction. The CBP allocated 9,000 to replace the primary fence and replace the secondary fence with a wall in the 2017 fiscal year.Despite the federal green light, the San Diego City Council formally opposed the project.The group voted to support Councilmember Georgette Gómez’s proposal to oppose the Border Wall Funding Act of 2017.In her resolution, Gómez cited a San Diego Association of Governments and Caltrans study on the economic impacts of border delays on the cross-border economy. The study found the effects of border crossing delays cost .2 billion in foregone gross output and more than 62,000 jobs in both the U.S. and Mexico economies in 2007."As a city that is invested in the binational economic development of our region, it is important to oppose the building of a wall and focus our resources in enhancing our border infrastructure to ease access of goods and people," Gómez wrote.“The border wall is a huge mistake for our region economically and environmentally. I am happy the City Council voted to pass my resolution. SAN DIEGO (KGTV) — San Diego Police have released a sketch of an attempted homicide suspect they say tried to rob a man at Emerald Hills Park last month.On July 11 at about 2 p.m., a 23-year-old man was at Emerald Hills Park when an unknown suspect tried to grab his cell phone from a park table. A fight started between the man and suspect before the suspect displayed a box cutter and told the man, "I am going to kill you," police said.The suspect stabbed the man in the left arm with the box cutter and strangled the man, before fleeing the scene. The suspect was last seen walking into a canyon near KeltonRoad and State Route 94.The victim was taken to a nearby hospital and was treated for the cut to his left arm requiring 18 staples.The suspect was described as a Black male, about 40 years old, standing about 6-feet tall, and weighing 170 pounds. He has a thin mustache and goatee, and had "Jaundice" or yellowing to the white portion of his eyes, police said. SAN DIEGO (KGTV) -- San Diego police are asking the public to be on the lookout for a door-to-door solicitor who has prompted a string of complaints about threatening outbursts and who was seen on video taking swings at a woman in Pacific Beach.Corey Lamont Terry, 45, is wanted on felony charges of making criminal threats and attempted burglary, according to the San Diego County District Attorney’s Office. A warrant for his arrest was issued earlier this month, according to the Sheriff’s Department website.Police have been investigating Terry since at least early November, after “several” people complained about Terry’s aggressive language while soliciting money door-to-door, according to SDPD Lt. Shawn Takeuchi.Takeuchi urged the public to call their local police agency if they spot Terry, who is about 6 feet tall and weighs roughly 220 pounds. He said residents should not approach him based on his past behavior.Terry has canvassed neighborhoods in Pacific Beach and Ocean Beach in recent weeks, claiming he is raising money for charity.
