SAN DIEGO (CNS) - A 28-year-old man who appeared to suffer some type of medical emergency and passed out after fighting with deputies arresting him at a North County convenience store last week died at a hospital, authorities reported Wednesday.Marco Napoles Rosales of El Monte was pronounced brain-dead Tuesday, six days after his violent encounter with law enforcement personnel, according to sheriff's officials. SAN DIEGO — A San Diego police officer is blowing the whistle on a newly unveiled program that reports to reward officers for making more narcotics arrests.“It’s completely everything that we are against as law enforcement officers. It’s unethical,” he said. He spoke with Scripps station KGTV in San Diego on the condition of anonymity for fear of losing his badge.“It’s a reward system. A bounty system for officers seeking rewards for their arrests,” he tells us.KGTV was provided a copy of an internal email that was sent last week from a sergeant to more than 90 officers. SAN DIEGO — Democratic Congressman Mike Levin appears poised to keep his seat in the House of Representatives, according a scientific poll released Tuesday.The ABC-10News Union-Tribune poll showed Levin ahead of Republican Brian Maryott 49 to 37 in the 49th Congressional District, which stretches from Del Mar into southern Orange County. Levin, a first-term Congressman, defeated Republican Diane Harkey in 2018, flipping the seat longheld by Republican Darrell Issa, who decided not to seek re-election amid changing voter demographics. "We're going to do everything we can to leave no stone unturned for the next 50 days or so to make sure that we keep the 49th this coming November," Levin said. Democrats now outnumber Republicans in the district by about 3 percent. The SurveyUSA poll shows, however, that 13 percent of Republicans surveyed said they planned to vote for Levin. Meanwhile, just 2 percent of Democrats said they'd support Maryott. "If it was 25 percent or higher I would say something's going on," said political analyst John Dadian. Schwartz Federal Office Building in downtown San Diego will result in a 21-month closure of a portion of Front Street, beginning Saturday.According to the U.S. General Services Administration, a two-block stretch of Front Street, between Broadway and West F Street, will be affected by the construction project, which is expected to last until June 2021. Pedestrian and vehicle traffic will be detoured around the project area.The project will reinforce and enhance the Front Street underpass beneath the Schwartz Federal Building. The project is designed to increase safety for the building's occupants as well as pedestrians and motorists, according to the GSA.The Federal Building's existing framing at the underpass will be reinforced with new steel beams, concrete paneling and column support structures, federal officials said.Signs will be in place on Interstate 5 to alert motorists to the closure as they enter downtown. The easternmost lane of Front Street between Broadway and E Street will provide access to the underground parking garage at 101 West Broadway and for turning city buses.Construction work hours will be from 7 a.m. to 5:30 p.m. except on weekends and holidays.The roadwork will be completed first, followed by pedestrian walkways with full-height walls to separate the road from walkways, according to the GSA."One of our strategic goals is better management of federal real estate and this GSA construction project allows for that while also being a catalyst for downtown revitalization," said GSA Regional Administrator Tom Scott.
