SAN DIEGO (KGTV) — The Confederate monument at the center of an emotional debate has been removed from inside a city-owned cemetery in San Diego."It's a relief. I'm glad," said Amanda Bergara.Amid the recent protests aimed at racial injustice, Bergara was one of nearly 2,800 people to sign an online petition calling on San Diego's mayor to take down a confederate monument from inside Mount Hope Cemetery."It's a symbol of hate and disrespect for those who fought with their lives to end slavery," said Bergara.RELATED: Online petition seeks removal of Confederate memorial in San Diego cemeteryBuried in the cemetery are both Union and Confederate soldiers, who later lived in San Diego. The memorial, erected in 1948, names General Stonewall Jackson. In June, ABC 10News discovered the stone on the monument heavily damaged, with vandalism an ongoing issue. Unlike other Confederate markers removed in San Diego, the plot on which the monument sits is privately owned, and the city has maintained its hands are tied. The owner, United Daughters of the Confederacy, and supporters have said such markers are monuments to history.In the end, a city spokesperson says it was removed weeks ago at the request of the Confederate group, presumably to protect it from vandals. The monument is being stored by the city."Hopefully ending the hurt and pain for those who would have seen it and felt that hurt and pain. I hope it never sees the light of day," said Bergara.Not all the hurt is gone. A flagpole remains, along with a marker that includes the name, Stonewall Jackson. SAN DIEGO (KGTV) — The County Board of Supervisors voted Tuesday to send a letter to Gov. Gavin Newsom requesting they be allowed to reopen the local economy.The board voted 4-1, with Supervisor Nathan Fletcher voting "no," to take further steps into reopening amid the coronavirus pandemic. The letter requests San Diego County be permitted to reopen gyms, hotels, nail salons, wineries and breweries, churches at full capacity, theme parks, youth sports, charter and fishing boats, community pools, and museums, Supervisor Jim Desmond tweeted.Following the vote, Desmond said in a statement that it will be up to Newsom, but that most of the board believes the county is ready.RELATED: Passive recreation activities now allowed at San Diego County beaches"Just now, the Board approved a plan telling the Governor we are ready to open for business. SAN DIEGO (KGTV) -- The majority of residents at Reo Vista Healthcare Center in Paradise Hills have COVID-19, according to officials with the facility.A total of 112 residents have tested positive, according to the facility’s administrator Curtis White. 40 staff members also tested positive for COVID-19. White confirmed 14 residents have passed away. Of that number, five died in local hospitals.The facility holds 135 residents.Juanita Gomez was one of the residents who tested positive. Her son told Team 10 she passed away July 1st.The state strike team assisted in expediting testing for residents and staff, White said. They have visited the facility three times.Cesar Noriega’s 90-year-old mother also tested positive. She is currently in the hospital dealing with COVID-19 and other health related issues. “She’s not doing well. She’s in a lot of pain,” Noriega said. Noriega said he urged early testing at the facility, but his pleas for help went ignored. He is now trying to figure out where his mother can get care after she is released from the hospital.“I’ve gone through elation, through depression, to anger… this is almost on a daily basis,” Noriega said.White said “most of the individuals with COVID are experiencing mild or no symptoms.” 13 residents and 23 staff members have recovered.“Our top priority remains the health and well-being of everyone in our facility,” White said. 1409

SAN DIEGO (KGTV) — The City of San Diego will consider making a significant change to the way voting is done, best known as "ranked choice voting."It would allow voters to list up to four candidates in order of preference, rather than just cast a traditional ballot for one candidate."It's a very interesting system that hopefully decreases some of the negative campaigning that we ordinarily see," Councilmember Mark Kersey, who supports ranked choice, told 10News Friday.In the proposed version of ranked choice that San Diego is considering, the top four candidates in each primary race would advance to the general election, rather than the top two. In November, voters would then rank the candidates by preference. If one candidate has more than 50 percent of the vote on first count, that candidate would win. If no candidate reaches 50 percent, the last place finisher would be thrown out. That person's votes would then be reallocated according to the voters' second choice. The field would continue winnowing until a candidate tops 50 percent.UC San Diego political science professor Thad Kousser says ranked choice allows voters to feel like they are not wasting their vote on a long shot, and helps avoid the idea of voting for the lesser of two evils. "It allows voters to take a sincere vote without throwing away the weight that their vote would have," Kousser said.Kousser also says ranked choice helps keep races from getting as negative. "It could give candidates incentive to play nice with each other, to be less negative in their advertising beceause they would love to be second place on every voter's dance card," he added.Kersey says the City Council will consider placing ranked choice on the November ballot, with the goal of making the change in 2022. If the council elects not to put ranked choice on the ballot, supporters say they will launch a signature drive to get the measure on the ballot that way.Other cities in California have already adopted ranked choice, including San Francisco, Oakland, and Palm Desert. The concept is also gaining steam elsewhere in the country, with Maine moving to ranked choice for statewide elections."There's a reason why people are looking at doing it this way," Kersey said. Anyone who believes they have symptoms resembling the novel coronavirus (which are fever, coughing, and shortness of breath) is asked to contact their medical provider, who will help determine if they need to be tested."We have already identified and issued warning letters to companies found selling and promoting fraudulent items, and we expect additional such actions will be forthcoming," the FDA said.Anyone who believes they have found a vendor selling fake testing kits can report them to the FDA. 1570
