(KGTV) - Neighbors in the 700 block of Lemon Avenue in Vista say they were stunned as they watched a landlord pull out a pistol and start shooting at his tenant.Neighbors tell 10News there have been screaming matches at the home in the past. They say the landlord had been trying to evict a tenant who was living in the garage. The neighbors did not wish to share their names out of fear for their family's safety.The watch commander said they received a 9-1-1 call around 6 p.m. when the first shot was fired. Deputies arrived and investigated, then left when they couldn't find the landlord.Around 7:50 p.m. the landlord returned and, according to the watch commander, fired several shots at the tenant.Neighbors said it sounded like fireworks. They said they saw the landlord cocking his pistol, they believed it jammed.A video provided to 10News by neighbors shows deputies with rifles drawn approaching the home.They arrested the landlord and his associate.Details on the man, the associate, the tenant and the charges are not currently known. 1070

WASHINGTON (AP) — Defense Secretary Mark Esper on Sunday fired the Navy’s top official over his handling of a disciplinary case involving a Navy SEAL.Esper asked for the resignation of Navy Secretary Richard Spencer and Spencer submitted it Sunday, said the chief spokesman for the Pentagon, Jonathan Hoffman.The firing was a dramatic turn in a long-running controversy involving Navy Chief Petty Officer Edward Gallagher, whose case has been championed by President Donald Trump.Esper also directed that Gallagher be allowed to retire at the end of this month, and that a Navy disciplinary board that was scheduled to hear his case starting Dec. 2 be cancelled, Hoffman said. Video shows a woman being severely injured after she pursued a man who snatched her purse at a McDonald's restaurant in Okeechobee.The incident happened Thursday at about 8:30 p.m.Police say the suspect entered the restaurant, approached the booth in which the elderly woman was sitting, reached over the backrest and grabbed her tan Coach purse. Surveillance video shows the woman chasing the man to his car. He backed out, knocking the woman to the ground and leaving the scene.The woman was injured and is currently hospitalized. Viral news website Upworthy has laid off a significant chunk of its staff.More than 30 people were let go from the whole company, a spokesperson for Good Media Group confirmed to CNN. The company cited "an increasingly challenging media environment.""Today, we had to make the hard decision to say goodbye to esteemed colleagues," the company said in a statement. "An incredible team remains, and our mission is as relevant now as ever."Editor-in-chief Liz Heron wrote on Twitter that her "entire team" was laid off and she resigned. Senior staff writer Parker Molloy also confirmed her exit on Twitter. Eli Pariser, Upworthy's cofounder and co-CEO, stepped down last week. "I remain very grateful to all the smart, good-hearted people that helped to build something we all believed in," he wrote on Twitter.Upworthy skyrockted to viral fame in 2013 because of its catchy headlines and innovative mastery of Facebook's algorithm. The website is famous for headlines using the "curiosity gap," sentences that end in "You Won't Believe Why."At one point Upworthy attracted 85 million visitors.The website pivoted in 2015, writing original content and hired big names from the Wall Street Journal and New York Times. WASHINGTON — After months of on-again, and off-again negotiations, a bipartisan economic stimulus deal appears to be on the horizon. While nothing is official, optimism swept Capitol Hill Wednesday that something could be passed by the end of the week. The bill would not only provide economic relief but also keep the government open through 2021. Funding for the federal government officially runs out Friday night at midnight. STIMULUS CHECKS INCLUDED The biggest news is that stimulus checks appear to be included in the bill. While nothing is confirmed, Republican Senator John Thune of South Dakota told reporters that the checks would be around 0-0 per person, which is about half as much as last time. Whether or not you are eligible for a stimulus check will likely depend on your income, just like last time. WHEN COULD YOU GET IT? If Congress is able to pass a bill by Friday night, checks could theoretically be deposited into millions of accounts by New Year's Eve. That's because unlike last time, the IRS has already built the computer program to distribute checks and staffers have experience. This is what Treasury Secretary Steven Mnuchin said back in August about how quickly he could send out the checks. "I can have them out immediately," Mnuchin said. "If I could get that passed tomorrow. I could start printing them the following week," Mnuchin told reporters at the White House in August. "I can get out 50 million payments immediately," Mnuchin added. Just like last time, if the federal government does not have your bank information on file, debit cards and paper checks would likely take several more weeks. 1651
