HEFEI, Sep. 4 (Xinhua) -- Innovation in Chinese enterprises is steadily increasing with more patents filed and more funds invested in research and development (R&D), the China Enterprise Confederation (CEC) said Saturday.The top 500 Chinese enterprises possessed 169,000 patents in 2010, up 13.3 percent from last year, according to a report released by the CEC.Among the top 500 companies, 41 had more than 1,000 patents, while 36 companies owned more than 200 patents for innovations, the report said.Chinese enterprises were also investing a larger share of their revenues into R&D.Each of the top 500 firms allocated, on average, 775 million yuan (113.93 million U.S. dollars) into R&D, an increase of 14.4 percent from 2009 and accounting for 1.4 percent of their total revenues, the CEC said.Of the 500 firms, 17 spent more than five percent of their revenues on R&D, while another 60 enterprises invested from five to 10 percent of their revenues into R&D, according to the report.In 2009, China filed 7,946 international patents, up 29.7 percent from 2008 and ranking fifth in the world, according to the World Intellectual Property Organization (WIPO).

BEIJING, Nov. 5 (Xinhua) -- China's Vice Premier, Li Keqiang, said Friday that the population count, the first in 10 years, should be "authentic, accurate and complete", to provide a basis for economic and social development.In a visit to local communities in Beijing, Li said all-out efforts should be enlisted to conduct the census with quality and efficiency.Li noted that some progress has been made, but new problems also emerged as some migrant residents have not been found in their homes.Chinese Vice Premier Li Keqiang (4th R) talks with a resident in the Dongcheng District of Beijing, capital of China, Nov. 5, 2010. Along with census takers, Li visited Beijing residents on Friday to inspect China's ongoing sixth population census.He also said the census has entered a critical phase, and hoped the 6 million census takers could overcome difficulties and carefully carry out the counting."Only by getting a clear picture of the population could we better plan and provide people with equal public services in education, health-care, housing and pension," Li said.On Monday China began the once-in-a-decade population count, with 6 million census takers going door-to-door during the next 10 days to document demographic changes in the world's most populous country.Statistics from this census will be calculated in December and the main results will be released by the end of April 2011.

XINING, Sept. 29 (Xinhua) -- Northwest China' s Qinghai on Wednesday became the first province to establish a regulation that holds local governments and state-owned enterprises responsible in coping with climate change.Called Qinghai' s Regulations of Coping with Climate Change, issued by the provincial government Wednesday and scheduled to take effect on Oct. 1, the regulations will cover the Qinghai-Tibet Plateau, which has one of the most fragile ecological systems in the world.Energy savings, emissions reductions, water resource conservation and other works related to climate change will be considered when evaluating senior officials of governments and state-owned enterprises administered by Qinghai, the new regulation stipulates."The regulation is a landmark in China' s creation of a legal framework in curbing climate change as it stresses and specifies local government' s responsibility on climate change," said Wang Zhiqiang, head of the policy and law department of the China Meteorological Administration.Governments administrated by Qinghai should build policies in line with the regulation and support green development, said Li Xiaoyu, deputy head of Qinghai' s legislative office."If officials fail to meet their duties in combating climate change, they are subject to punishments stipulated by the regulation," Li added."The regulation, based on China' s laws, regulations and policies, provides a basis for law enforcement and government agencies to implement climate change policies and punish offenders," Wang said."Qinghai' s temperature has been on the rise, reaching record highs this summer, and the trend is still going up," said Wang Shen, deputy head of Qinghai' s Meteorological Bureau.Statistics show Qinghai' s temperature has been rising by 0.35 centigrade every ten years, compared to the world average of 0.13 centigrade.Some mountain ice caps and frozen soil atop the Qinghai-Tibet Plateau are melting, triggering floods, expanding deserts and degrading the ecology.Qinghai is the source of the Yangtze River and the Yellow River, China' s two major rivers. The Mekong, an international river that runs through southern Asia, also begins in the province. Its ecology has attracted extensive concern from home and abroad.China' s state council issued a plan to cope with climate change in 2007.

  

XIAMEN, Sept. 7 (Xinhua) -- The 2nd World Investment Forum (WIF), seeking to offer insights on the balance between investment and sustainable development, kicked off Tuesday in the coastal city of Xiamen of southeastern Fujian Province.With the theme of "Investment for Sustainable Development", the current forum, organized by the United Nations Conference on Trade and Development (UNCTAD), have attracted more than 1,500 oversease investors, policymakers and international organization representatives.Among the attendants to the forum are World Trade Organization Director-General Pascal Lamy, prime ministers from Greece, Zimbabwe and Mongolia, and presidents from Bulgaria, Peru, Ghana and Jamaica.The high-profile attendance "demonstrates the importance that international investment has gained as an engine of growth and development," UNCTAD Secretary-General Supachai Panitchpakdi said at the opening ceremony of the forum.According to Supachai, the three-day forum will examine the challenges and opportunities for global investment in a post-crisis economy.Supachai urged "a new generation of investment policies" to promote the transformation towards a low carbon economy.The forum will include a series of conferences on topics such as the impact of investment on sustainable development, how stock exchanges can promote sustainable business practices and the need for a recognised set of principles for borrowers and lenders that promotes sustainable debt and credit conditions.Also included are a ministerial round table meeting that will address investment policy coherence in the post-crisis environment and presentations from several countries showcasing climate change-related investment projects.Chinese Vice President Xi Jinping delivered a keynote speech at the ongoing opening ceremony of the 2nd World Investment Forum, which is sponsored by the United Nations Conference on Trade and Development (UNCTAD).

  

TOKYO, Sept. 12 (Xinhua) -- Officials from the Chinese Embassy in Japan have visited the Chinese fishermen illegally detained by the Japanese authorities last week in the East China Sea.The Chinese government and people care very much about their living and security conditions in captivity, officials from the embassy in Tokyo and the consulate general in Fukuoka told the crew members.Foreign Minister Yang Jiechi and other senior diplomats have for several times lodged solemn representations with the Japanese side and protested the detention of the Chinese fishermen, they said.Chinese State Councilor Dai Bingguo summoned Japanese ambassador Uichiro Niwa early Sunday morning and demanded the immediate release of the Chinese fishermen and their boat. Dai urged Japan to avoid any misjudgment of the situation and to make a "wise political resolution."Dai was the highest-ranking Chinese official to make a public response after the fishing boat and its crew were seized.The Chinese embassy officials learned in detail the crew members' physical and mental conditions, bought food, fresh water and medicines for them, and contacted their families.The officials told the crew members that the Chinese government was sparing no effort in urging the Japanese side to release them, and asked them to keep good health and calmness, support the Chinese government's work and have confidence that the government can properly handle the issue as quickly as possible.The Chinese Embassy in Tokyo is continuing to make representations with the Japanese authorities, demanding the immediate and unconditional release of the crew members and their boat.
