SAN DIEGO (KGTV) — Restaurant workers across San Diego County returned to work Friday, after a Superior Court judge ruled restaurants could serve on-site.Martin Cardenas was right back on the job Friday morning, prepping Chula Vista's El Cruce 241 for what he hoped was a sizable lunch crowd.“You have to understand, it is around the holidays, we're social distancing, we're sanitizing everything, we're doing everything in our capacity to stay safe,” he said.But the governor's office says those precautions are still not enough, with ICU capacity at 0% in Southern California due to the coronavirus spread.In early December, the state reduced county restaurants to takeout only, eliminating thousands of jobs. The state reported Friday that nearly 110,000 San Diegans worked in restaurants in November before the latest shutdown order took effect.But this week, a San Diego Superior Court judge gave restaurants the green light to serve on-site.El Cruce 241 is still outdoor only, but other restaurants are now serving inside, which had been disallowed even before this latest shutdown.Little Italy's Nolita Hall will reopen for dinner Friday, outdoors and inside with its Plexiglas-separated tables.“Just being back to a full indoor/outdoor dining allows us to get to our full schedule that we had prior to the shutdown, which obviously is going to help everybody pay their bills and have some type of Merry Christmas,” said Dean Trombino, the restaurant’s prep lead.But the opportunity to stay open could be short-lived, with the state already appealing the ruling.“It could happen and hopefully it won't because it's very mentally draining when you have to consider not working again and where your next paycheck is coming from,” Trombino said.For now, however, the doors are open and the tables are waiting. 1821

SAN DIEGO (KGTV) -- San Diego Police have identified the man shot and killed by a Border Patrol agent following a confrontation Friday.According to police, David Angel Villalobos-Baldovinos, 30, was shot by an agent after entering the US illegally.Police say Villalobos-Baldovinos, a Mexican National, tried to enter the US illegally and was confronted by an agent just before 6 p.m. October 23 in San Ysidro.Villalobos-Baldovinos reportedly fought with the agent, who police say received minor injuries during the scuffle. The agent then fired his weapon, hitting the suspect one time in the torso, police say. The man was pronounced dead at the scene. SAN DIEGO (KGTV) — San Diego Lifeguards and firefighters responded to Blacks Beach on Sunday to rescue an injured paraglider from a ravine.The 27-year-old woman, who is a pilot, was teaching an advanced training course for paragliding when she lost lift and her parachute collapse, according to lifeguards.Witnesses told lifeguards that the woman tried to brace her impact with her legs as she landed into a ravine next to a popular trail called "Citizens Trail."Lifeguards say the woman was far from the trail when she landed and San Diego Fire-Rescue was called to perform a technical rescue to lift her up the trail.The pilot was taken to a nearby hospital, though the extent of her injuries was not clear, lifeguards said. 734

SAN DIEGO (KGTV) — San Diego City Council leaders will consider several measures aimed at lessening the impacts of the coronavirus pandemic in San Diego.Among the legislation are measures that place a moratorium on evictions due to non-payment from loss of wages due to COVID-19, prevent immigration enforcement operations at hospitals and other healthcare facilities, and provide relief from utility shutoffs or late fees because of non-payment due to coronavirus.“The COVID-19 pandemic is already causing harm throughout our communities and across our regional economy, impacting vulnerable families, individuals, and businesses,” City Council President Georgette Gómez said. “We must act immediately to protect those who most are at risk of devastating financial hardship.”The council will also request Gov. Gavin Newsom implement a temporary moratorium on residential evictions due to loss of wages caused by the outbreak.Council leaders also plan to request Mayor Kevin Faulconer enforce earned sick leave and minimum wage ordinances, place a temporary ban on vehicle habitation fees and impounds, and work with hotels to offer rooms to unsheltered individuals and families. 1187

SAN DIEGO (KGTV) -- San Diegans spend years saving up enough cash for a down payment on a home, but now the FBI says fraudsters are getting much better at stealing it.Hackers are getting into the emails of private real estate agents and escrow companies - duping would-be buyers into wiring their down payment cash to false accounts. They're also getting tipped off by celebratory Facebook photos about accepted offers, using clues like listing agent signs to get in touch with the buyers and pretend to be escrow companies - asking for payment. In all, the FBI says Americans lost nearly billion in real estate wire fraud in fiscal 2017, up 50 fold from fiscal 2016. San Diego special agent Chris Christopherson says the FBI can reverse wire transfers if contacted quickly after they happen. He said internationally they have a day or two, and domestic about a week. He said San Diegans can protect themselves by verifying payment information they get by email either in person or by phone with a trusted source. "Make sure you're not using a phone number you got from the email, be skeptical, verify it separately," he said. The FBI said another way to help protect yourself is to never to reply to emails that ask for financial information. Instead, forward them to the recipient you know, typing in their address. San Diego realtor Gary Kent was selling a duplex last year when hackers got the buyer to wire a ,000 down payment to a fraudulent account. They mimicked an email pretending to be from the escrow company."The buyer went down to the bank, said 'I need to wire the money,' and they said, this wasn't the same account number you did before," Kent said. Kent noted that the bank was able to reverse the transfer. 1804
