SAN DIEGO (KGTV) - A woman's trip to Mission Bay ended with her, and her car, soaked.The woman, who identified herself as Candy, said she was next to her car on a boat ramp preparing to unload her kayak for a day of fishing and roaming around Mission Bay. Suddenly, her 2002 Audi convertible started rolling as she was unloading gear.Candy jumped into the car and road it into the bay as she tried to get her emergency brake to engage."It just wouldn't. It just kept on going," Candy told 10News. "I was standing straight up in it as it was going down ... quite a scene, I'm sure."The car started sinking into the bay with Candy still inside, before she jumped out to swim back to shore. Her lunch and kayak floated to the other side of the bay as her car became completely submerged, she told 10News."I'm going to have plenty of fish now," she joked. "It's not a big deal, things happen."Two tow trucks were able to fish Candy's vehicle out of the bay and San Diego Lifeguards retrieved her car and kayak, in which she had left her purse and lunch.Candy said she had just purchased the car in November.San Diego Lifeguards reminded locals to exercise caution while using boat ramps. 1216

SAN DIEGO (KGTV) - An abandoned building on the edge of Hillcrest could become a game changer when it comes to mental health services.The County Board of Supervisors voted unanimously Wednesday to explore turning the 7-acre site into a behavioral health services center. The facility would be in an area where many of the most vulnerable have no other place to go. The county had initially shopped the site for redevelopment into high-end housing, but County Supervisor Nathan Fletcher pushed his colleagues to make the change. "The old and lingering problem in many ways requires us to think differently," Fletcher said. Fletcher said he recently saw a man walking in the area in a hospital gown with his emergency room bracelet still on, carrying a clear plastic bag. RELATED: San Diego city, county working together in new program to battle homelessness in HillcrestFletcher said it's a common situation."(The man) had been experiencing homelessness, got the highest level most expensive care, nowhere for him to go, he's back on the streets," Fletcher said. Patty Maysent, CEO of UC San Diego Health, says there's a cycle when it comes to mental health needs. "We're placing them," she said. "It's really difficult, there's not enough places to place them, and they churn out pretty quickly, and can end up back in our emergency room."Maysent said homeless people with mental health issues enter the emergency room multiple times a night. UCSD Medical Center, however, has only 18 beds in its closed inpatient unit. "If we can move those patients that are in the inpatient unit into other settings, then we can create capacity for the patients coming into the emergency room."Maysent said it's an issue that's become more widespread over the past few years as cost-of-living increased and hospital facilities aged. The proposed site is within a mile of both UC San Diego Medical Center and Scripps Mercy Hospital. In a statement, Scripps Health said it supports to bring this much-needed care to patients. 2151

SAN DIEGO (KGTV) — A University of San Diego professor has been suspended from campus over alleged misconduct, the university confirmed to 10News.The professor's behavior reportedly violated the university's policy and "is antithetical to our mission and values," the university said in part. The professor was not named.USD officials are currently investigating the incident. The school said in a statement:"We are in the process of investigating the complaint. Our commitment to protecting employee privacy restricts our ability to share names or details of the incident. The professor has been suspended and removed from campus and is not permitted to return to campus or participate in any USD-related off-campus events while we conduct our investigation and initiate next steps."The nature of the professor's alleged misconduct was not detailed. 858

  

SAN DIEGO (KGTV) - After 20 months of Immigration and Customs Enforcement (ICE) detainment, a Congolese father fighting for political asylum has reunited with his family. The newly paroled father went to a church service in San Diego with his family for the first time since 2017."Constantin has been reunited with his family," Pastor Colin Mathewson of St. Luke's Episcopal Church said. Sunday was Constantin Bakala's first time at church with his family since his parole. In 2017, the former computer engineer took his family and escaped from the Republic of Congo after he said they received multiple death threats by the new government. They somehow made it to San Ysidro to seek political asylum. But there, the family was separated and Bakala was held alone at four different ICE detention facilities on the East Coast. Meanwhile, while his wife Annie and seven children were released in San Diego. Through a French translator, Bakala spoke to 10News."Because of the distance between my detention and family, communication was very difficult," Bakala said. The family's only form of communication was the phone. For months, the Bakalas and their friends fought for reunification. 10News was there as they rallied at an ICE office in downtown San Diego and at church events. Earlier this year, Bakala's first parole request was denied. Five lawyers, 30 volunteers, and 20 months later, Bakala was granted parole. On Aug. 19, 2019, Bakala arrived at San Diego International Airport with a single duffel bag."[It was] pure joy when I hugged and kissed them," Bakala said. His eldest daughter, Marie Louise, could not contain her joy."I am really grateful to God and to all those people who are helping me and my family to be together," Marie Louise Bakala said. She previously told 10News that all she wanted was for her father to be there when she celebrated her 18th birthday. Her wish came true."I'm just really happy because my birthday will be next month, and my dad is here!"The Bakalas' journey, however, is not over. As Bakala adjusts to his new life as a parolee, the family awaits their trial. But now, they have each other.Constantin, Annie, Marie Louise, Emmanuel, Daniel, David, Augustine, Moises, and Joseph are together at last.In his broken English, Bakala told 10News: "I thank everybody who are before me to understand the condition from where I am coming."Constantin Bakala's case has been moved to California. SAN DIEGO (KGTV) -- After shutting down six months ago amid the deadly coronavirus pandemic, the city of Anaheim is calling on California Gov. Gavin Newsom to reopen Disneyland Resort theme parks.According to the Voice of Orange County website, Anaheim Mayor Harry Sidhu said the city is looking at a 0 million budget deficit. Sidhu added that half of the city's general fund budget comes from Disneyland's revenue and the Anaheim Convention Center.The city is now asking Newsom to issue COVID-related health guidelines for theme parks.USA Today reported park officials believe theme parks have been left waiting on the sidelines while other parts of the state economy have reopened. Anaheim is currently in Stage 2 of its reopening plan, which excludes theme parks.Both Disneyland and Universal Studios in Southern California shut their doors to the public in mid-March after Newsom's order to suspend large gatherings.California theme park officials say they've had time to work on reopening plans that would allow them to safely welcome guests. To help prevent overcrowding, the theme parks will limit attendance using a reservation system, require face masks, and social distancing.Disneyland officials say they want the same opportunity as other businesses to follow protocols and safely reopen. 1311
