SAN DIEGO (KGTV) -- A South Bay auto parts store owner is trying to weather the economic storm during the Coronavirus pandemic.Rafael Cotero is the proud owner of two Napa Auto Parts stores, one in Otay Mesa and the other in San Ysidro. Auto parts stores and repair shops are considered essential business during this shut down.Cotero worked his way up to become a small business owner.“I started delivering auto parts out of the Napa in National City. [I was] a driver at 19,” Cotero said.He opened the first store in 2018. Several months ago, he opened the San Ysidro location. He was supposed to have his grand opening celebration on March 21st, but then everything changed as the COVID-19 pandemic started to become a reality in San Diego County. The family made the decision to postpone the celebration—a decision that was made before the official stay at home order was issued.“It was tough because you order in this product in preparation. We were going to do hamburgers, hot dogs, [have a] radio station. And all that just halts. It’s not cheap,” Cotero said.On top of that, they have had to cut hours at the stores to make up for lost income. Cotero estimates business to be down at least 50 percent. “I think a lot of people probably don’t know there are Napa franchises… we’re not some big corporation,” he said. His daughter Bianca has seen her parents struggle over the years, but they never gave up.“I saw them still get stronger in their faith and work harder. A bunch of doors closed, but that didn’t stop them,” Bianca Cotero said. The Cotero family is hoping to keep customers and attract new ones. They’re offering free home delivery if you are near the San Ysidro store, as well as a discount.“I know that we’ll get through this.” Jeanette Cotero said. SAN DIEGO (KGTV) – An atmospheric river is set to bring widespread showers -- which could lead to flooding -- to San Diego County the next week.Rain is expected to come down Monday afternoon and finally taper off Thursday, with the most widespread and heavy rainfall coming Tuesday.Initial forecasts show rain totaling 1 to 3 inches for most areas of San Diego, with up to 5 inches of snow in some mountain locations, according to 10News weather anchor Vanessa Paz.WEATHER: 10News' updated forecast for San Diego CountyAccording to the National Weather Service, localized flooding will be possible Tuesday and typically dry desert areas will see significant flow. Thunderstorms will also be possible in some areas.Heavy showers are expected to continue Wednesday morning, with more roadway and local flooding possible, NWS reported.Thursday, if showers continue, flooding could continue to be an issue. Though, currently showers are expected to ease. Showers are expected to move out of the county by Friday.The showers are expected to help San Diego's reservoirs for the rest of the year. Currently, much of California is either "abnormally dry" or in a "moderate drought." San Diego is currently not experiencing any drought conditions, according to the state's drought monitor.As of Feb. 11, San Diego's reservoirs are between 23 to as much as 88 percent full, according to the city.LIVE RADAR: Weather conditions in your neighborhoodAn atmospheric river is a column of condensed water vapor in the atmosphere that are capable of producing high levels of rain and snow, the NWS says. About 30 - 50 percent of California's annual rainfall occurs in just a few atmospheric rivers, according to NWS. 1917

SAN DIEGO (KGTV) - Almost 2,000 people gathered in San Diego to honor Dr. Martin Luther King Jr. Friday at the 38th annual Human Dignity Award breakfast in Mission Valley. “He fought and gave his life not just for African Americans but for everyone,” said Dee Sanford, this year’s honoree. Sanford stared a telecommunications business in 1994, was an adjunct professor at colleges, and created public access television and radio stations. “You don't do it for honor but when someone remembers and acknowledges your work, it’s really a humbling experience,” she said. My father was part of the civil rights movement. He was our king,” said Sanford. SAN DIEGO (KGTV) — An autopsy report for a San Diego State student who died after falling from his bed after a night of partying revealed elevated alcohol levels.The report from the county Medical Examiner found that Dylan Hernandez, 19, died of blunt force injuries of head and ruled his death an accident. At the time of the autopsy, a toxicology report said elevated alcohol levels of 0.06 percent and cannabinoids were found in his system. However, earlier reports from campus police said he had a 0.23 percent blood-alcohol level the morning he fell.Hernandez fell from his bunk bed in the early morning hours of Nov. 7, 2019, after a fraternity party that night. The family said they believed campus police were not pursuing certain angles, including a possible cover-up."The Hernandez family is concerned because witnesses they provided to SDSU and UPD still have not been questioned," George Kindley, the Hernandez family's lawyer, said.Hernandez's family claims SDSU Police never sought out warrants for Snapchat videos or phone records from members of Phi Gamma Delta fraternity, the fraternity Hernandez was pledging to join. They said police were aware that some fraternity brothers may have instructed others to delete videos and messages that were incriminating.University police said they are aware of the autopsy results released Thursday and "will be evaluating the findings as part of the ongoing investigation." 1916

SAN DIEGO (KGTV) — Ahead of the Halloween weekend, San Diego State University is issuing a stay-at-home advisory for all students.The college said following the CDC's discouragement from participating in Halloween or social events where physical distancing cannot be done, as well as San Diego County's recommendation to avoid similar gatherings, a temporary advisory for students will go into effect from Friday, Oct. 23, at 6 p.m. through Monday, Nov. 2, at 6 a.m.Under the advisory, students are encouraged to stay home unless for an essential need.The university says it will continue to enforce the campus' COVID-19 policies against large gatherings off-campus, including recent reports of social events in the College Area that have drawn dozens of students together without physical distancing or mask wearing. Since Aug. 24, nearly 900 notices of alleged violations of the campus' COVID-19 policy have been issued."It takes only one person, even one who is asymptomatic, to create a public health risk.
