SAN DIEGO (KGTV): Wall Street set a record last week for the longest "Bull" run in US Stock Market history, topping 3,400 days of growth. Now, financial experts are saying it won't last forever and advising clients to prepare for a downturn."You have to expect at some point, we're due," says Dennis Brewster of SagePoint Financial. "I think everybody's almost forgotten, look at earlier in the year, how sharp the markets broke back in February. So it wouldn't be unusual to see any of those declines coming up later this year or early next year."Brewster says he doesn't expect anything as drastic as 2008, but he still says investors should take a few steps to safeguard their earnings and even make the downturn work in your favor.A lot of it, he says, depends on how close you are to retirement."When you look at the year to year returns, they're all over the board. When you look at the 20-30 year returns they're very close," says Brewster. "If you're younger and have 20-30 year horizons, the day to day gyrations are almost noise to you. But if you're getting closer to retirement or in retirement, then you have to be more careful."'Brewster looked up numbers from the S&P 500 for the last 20 years. He says someone who invested ,000 in 1998 would have lost about ,300 after the crash in 2008. But if they kept their money in until 2018, that same ,000 investment would now be worth more than ,000.He says older investors should be more conservative with their portfolios. Younger investors should increase how much they invest if the market falls, to take advantage of lower prices.As for when the correction could come, Brewster says it's too tough to predict. But he says to watch out for "triggering" events that could rattle the market, some of which may already be happening. Things like trade wars or the Federal Reserve spiking interest rates could be the kind of thing to end the Bull Run."It always goes higher than you think and lower than you think," he says. "You can't ignore it, and you try not to get swallowed by it." 2072

SAN FRANCISCO (AP) — Chesa Boudin, the son of anti-war radicals sent to prison for murder when he was a baby, has won San Francisco's tightly contested race for district attorney after campaigning to reform the criminal justice system.The former deputy public defender declared victory Saturday night after four days of ballot counting determined he was ahead of interim District Attorney Suzy Loftus. The latest results from the San Francisco Department of Elections gave Boudin a lead of 8,465 votes.Loftus conceded and said she will work to ensure a smooth and immediate transition.Boudin, 39, became the latest candidate across the nation to win district attorney elections by pushing for sweeping reform over incarceration. He said he wants to tackle racial bias in the criminal justice system, overhaul the bail system, protect immigrants from deportation and pursue accountability in police misconduct cases."The people of San Francisco have sent a powerful and clear message: It's time for radical change to how we envision justice," Boudin said in a statement. "I'm humbled to be a part of this movement that is unwavering in its demand for transformation."Boudin entered the race as an underdog and captured voters' attention with his extraordinary life story: He was 14 months old when his parents, who were members of the far-left Weather Underground, were imprisoned for their role in an armored car robbery in upstate New York that left two police officers and a security guard dead.His mother, Kathy Boudin, served 22 years and his father, David Gilbert, may spend the rest of his life in prison."Growing up, I had to go through a metal detector and steel gates just to give my parents a hug," Boudin said in his campaign video.He said that as one of the dozens of people whose lives were shattered by the deadly robbery in 1981, he experienced first-hand the destructive effects of mass incarceration and it motivated him to reform the nation's broken criminal justice system.He was raised in Chicago by Weather Underground leaders Bill Ayers and Bernardine Dohrn before studying law at Yale University. He later won a Rhodes Scholarship and worked as a translator for Venezuela's late President Hugo Chavez before coming to San Francisco.Loftus was appointed the interim district attorney by Mayor London Breed last month after George Gascon announced he was resigning and moving to Los Angeles to explore a run for DA there.The American Civil Liberties Union of Northern California accused Breed of undermining the democratic process.Loftus was endorsed by the city's Democratic establishment, including Gov. Gavin Newsom and Sens. Dianne Feinstein and Kamala Harris."San Francisco has always been supportive of a progressive approach to criminal justice ... It's the nature of that town and I congratulate the winner," Harris said Sunday while campaigning in Iowa for the Democratic presidential nomination. Loftus worked for Harris when she was the city's district attorney.Boudin received high-profile support from Vermont Sen. SAN DIEGO (KGTV): A vacant lot next to the College-Rolando area library has become a dumping ground for homeless people and their trash. Now neighbors are fed up and want the owners to do something about it."My house is not even this trashy," says Erin Webster, who visits the library every day. "I keep my house clean. I think we should keep this whole community clean."The lot, at 6650 Montezuma Road, is owned by 52 Blue Falcon LLC, an investment group. They've filed paperwork with the city to build a 4-story Holiday Inn Express on the property. They're still waiting for final city approval."Everybody's trying to get through this process as quickly as possible," says Jeannette Temple with the Atlantis Group, who is a consultant on the project.In the meantime, homeless people have broken through the fence blocking off the lot. There are piles of mattresses, food, tents, electronics and other garbage piled up on every side.Temple told 10News the owners hired a cleaning company to come this week and remove the trash. She also says they have contracted with a security company to come twice a day and kick out anyone who doesn't belong.She says they welcome the complaints from the community and the owners want to know when things aren't right."We appreciate their eyes and ears because we don't want anything bad to happen at the property either," says Temple.Temple says the owners hope to start construction on the hotel at the start of 2019 and it should take about 18 months to finish.City of San Diego representatives say there are ways people can report problem properties in their neighborhood. San Diego (KGTV)- Family members of a man shot and killed by police in El Cerrito are demanding answers. Witnesses told police they saw the man swinging a shovel at officers before shots were fired. The family says the man had a mental illness. The aunt who called police Saturday night tells 10News she called 911 so officers could help get her nephew to a mental health facility. “We all call police for help,” says Grace Carolino. She says she’s still in disbelief that her cousin was shot and killed over the weekend. “It’s really bothering our family what happened because he’s not a threat.”Police said when they arrived at the home on Adelaide Avenue the man resisted arrest. Officers used a taser on the man. Witnesses say the man was swinging a shovel at police. Then another officer fired shots. “I can not imagine how the police officer used deadly force,” says brother Anthony Carolino. According to the District Attorney’s office, between 1993 and 2017, 79 percent of officer-involved shootings had some evidence of drug use or mental health concerns. Just last week, Governor Newsom signed a new law requiring officers to use every non-lethal option. But the Carolino family says that wasn’t the case over the weekend. “We have the taser; we have the pepper spray, we have the canine unit, we have a police negotiation team. Those things are not here.”The family says they are hoping this doesn’t happen to another family. 10News reached out to the San Diego Police Department to ask if they were aware of the man’s mental illness, the time frame of when the taser and gun were fired and how long officers were there before the shooting.
