Someone broke into Queen Califia’s Magical Circle located in Kit Carson Park.The sculpture garden features many works of art, including a mosaic maze, totem sculptures, a fountain, and a wall in the form of playful serpents.  The vandals cut the lock to the gate leading into the property. Then they smashed more than 20 custom shaped mirrors in the mosaic maze.  They also damaged two of the totems. The damage was discovered this week.Lech Juretko, of Art Mosaic Inc, helped the artist, Niki de Saint Phalle, create the sculpture garden for the community. He is also the one charged with repairing it.“I cannot really explain it,” Juretko said about the damage, “It’s sad. It’s never happened.”Juretko estimates it will cost ,000 to ,000 to repair the damage. He did not have a timeline for the repairs.The City of Escondido released the following statement to 10News.“The City plans to keep Queen Califia’s Magical Circle open during the regularly scheduled hours, weather permitting. Signage will be posted, and areas that could possibly be sharp from the glass and tile breakage will be blocked off. In addition, we always have a volunteer docent on site at all times while the sculpture garden is open to the public. We are deeply saddened this beautiful space has been vandalized and will restore it to its original condition as safely and quickly as possible.”De Saint Phalle is also known as the creator of the famous Sun God sculpture on the UC San Diego campus. 1529

Special Counsel Robert Mueller spoke publicly for the first after his office's two-year investigation into Russian meddling in the 2016 election.Mueller, who did not conclude the Trump campaign colluded with the Russian government, also declined to clear President Trump of obstruction of justice. "If we had had confidence that the president did not commit a crime, we would have said so," Mueller said. Mueller cited a longstanding justice department policy that a sitting president cannot be charged with a crime. It's based on an interpretation of the U.S. Constitution. In other words, Mueller laid out the evidence, but it's up to Congress to act through impeachment. Meanwhile, Trump has continued to fight congressional subpoenas in the wake of the investigation. "If he continues with this behavior, I think it puts us in a position where we're headed down that road," said Rep. Scott Peters, a Democrat who represents that 52nd district. "I'm concerned about the impression we leave if we don't do anything in the face of this behavior."Peters stopped short of calling for impeachment Wednesday, as did Democratic Congressman Mike Levin. SOLANA BEACH, Calif. (KGTV) -- A city of Solana Beach plan to redevelop part of the City Hall parking lot into affordable housing didn't generate any interest from developers. The city says not one builder responded to the request for proposals it issued last spring to build 19 affordable units on the City Hall property, which is across the street from its exclusive coastal bluffs. Solana Beach Mayor David Zito said it's hard to pinpoint why no developers were interested since none applied. "Projects that include affordable units can be more challenging to deal with due to potential local resistance," Zito said. "This provides an initial barrier that simply needs to be overcome. Developers would typically want the possibility of a greater return in order to take on additional risk and these types of projects typically provide less return."Zito added another issue was the requirement to keep the public parking at City Hall, which raised costs. Solana Beach, with a rent that averages more than ,000 a month, currently has zero affordable housing units. The coastal city approved a 10-unit complex down the block from City Hall in 2014. It survived a lengthy legal challenge but still has not broken ground largely due to funding. Several United States government agencies issued an alert on Friday to financial institutions about a North Korea-backed hacking group known as the BeagleBoyz.In a joint statement, the Federal Bureau of Investigation, Cybersecurity and Infrastructure Security Agency (CISA), Department of the Treasury, and the U.S. Cyber Command (USCYBERCOM) said the hackers steal money through fraudulent bank transfers and ATM cashouts throughout several countries, including the United States."Since February 2020, North Korea has resumed targeting banks in multiple countries to initiate fraudulent international money transfers and ATM cashouts," the agencies said in the release. "The recent resurgence follows a lull in bank targeting since late 2019. This advisory provides an overview of North Korea’s extensive, global cyber-enabled bank robbery scheme, a short profile of the group responsible for this activity, in-depth technical analysis, and detection and mitigation recommendations to counter this ongoing threat to the Financial Services sector."Active since 2014, the group stole million from the Bank of Bangladesh in 2016, and were responsible for the FastCash ATM attacks in 2018, the agencies said.The group has attempted to steal nearly billion since at least 2015, the alert said."Any BeagleBoyz robbery directed at one bank implicates many other financial services firms in both the theft and the flow of illicit funds back to North Korea," the alert stated.According to the warning, the hackers have also targeted financial institutions in Argentina, Chile, India, Japan, Mexico, South Korea, and Spain. 1629

Some eggs and embryos at a San Francisco fertility center may no longer be viable after a storage tank malfunction.The Pacific Fertility Center said a piece of equipment in its cyro-storage laboratory "lost liquid nitrogen for a brief period of time" on March 4.It is the second clinic to report a fault that weekend.In an unrelated event, more than 2,000 frozen eggs and embryos were also left compromised at the University Hospitals Fertility Clinic in Cleveland after a malfunction caused temperatures to drop in the freezers where they were stored.Viable tissue recoveredIn a statement, the Pacific Fertility Center said "viable tissue" had been recovered from the one tank affected and that "the vast majority of the eggs and embryos in the lab were unaffected."The equipment was immediately retired and the facility is now operating securely, according to the statement."As soon as the issue was discovered, our most senior embryologists took immediate action to transfer those tissues from the affected equipment to a new piece of equipment."The center said it had brought in independent experts to conduct a full investigation and was reaching out to its patients: "We are truly sorry this happened and for the anxiety that this will surely cause."The clinic's president, Carl Herbert, told the Washington Post that staff had spent days sorting through records to establish which patients had tissue inside the affected storage tank, before clinic doctors called them."Anger is a big part of the phone call," Herbert told the Post. "Right now, our patients and families are our first priority."Many people have been sharing personal concerns on the hospital's Facebook post.
