BEIJING, July 15 (Xinhua) -- At least 135 people had been confirmed dead and 41 are missing, as some of the worst flooding in years continues in south China.By 4 p.m. Thursday, close to 35.5 million people in 10 southern provinces and Chongqing Municipality had been affected by continuous rainstorms and floods since July 1, the Civil Affairs Ministry said in a notice on its website.About 113,000 homes were destroyed and more than 1.2 million people had been relocated, it said.Direct economic losses were estimated at about 26 billion yuan (3.8 billion U.S. dollars), up from Wednesday's 22.2 billion yuan.In Jiangxi Province alone, at least eight people have died since July 8, and direct economic losses have amounted to more than 2.9 billion yuan.The ministry had dispatched work groups to Jiangxi to direct relief work.The Office of State Flood Control and Drought Relief Headquarters announced earlier Thursday that floods had killed 594 people in 26 provinces since the beginning of the year. Another 212 people were missing.Direct economic losses cause by the floods totaled 120.2 billion yuan, the office said, adding that 97.5 million people and 6.16 million hectares of farmland were affected.In Hubei Province, continuous downpours and rain-triggered floods since July 3 have left 32 people dead and two missing.Heavy rainfall has raised water levels in many rivers in the middle and lower reaches of Yangtze River, China's longest, and a new round of rainstorm is expected to pelt the river course soon, bringing possibility of serious floods.The river's Three Gorges Dam raised the speed of water discharge Thursday afternoon to save space for the upcoming gushing flooding waters.

BEIJING, July 29 (Xinhua) -- China's work safety authorities will investigate and crack down on manufacturers operating illegally in the coming three months, the Work Safety Committee Office under the State Council, China's Cabinet, said Wednesday.Accidents in manufacturing plants have dropped this year, but illegal operations still pose a grave threat to workplace safety, accounting for about 55 percent of the accidents above "relatively major" level, said a statement from the office.An accident above "relatively major" level referred to a case in which three or more deaths are involved, ten or more are seriously injured or an economic loss above 10 million yuan (1.48 million U.S. dollars) is caused.The crackdown beginning from Aug. 1 will focus sectors including mines, transportation, construction sites, manufacturers of dangerous chemicals, fireworks plants and smelting sector, said the statement.Illegal operations mainly refer to manufacturers that run without permits or run with insufficient or overdue permits and against safety production laws and codes.

BEIJING, Aug. 16 (Xinhua) -- China's top legislature will discuss the constitutional reform package of Hong Kong, which refers to the amendments to the methods of selecting the city's Chief Executive and forming the Legislative Council in 2012, during a bimonthly session scheduled from Aug. 23 to 28.The draft amendments to Annexes I to the Basic Law of the Hong Kong Special Administrative Region concerning the methods for the selection of the Chief Executive was submitted to the National People's Congress (NPC) Standing Committee for approval by Hong Kong Chief Executive Donald Tsang.The draft amendments to Annexes II concerning the formation of the city's Legislative Council was submitted to the NPC Standing Committee for the record.The Legislative Council of Hong Kong passed the draft amendments in June, before Donald Tsang gave his consent to draft amendments later in the month.According to Monday's Chairmen's Council of the NPC Standing Committee, presided over by NPC Standing Committee Chairman Wu Bangguo, lawmakers will also continue to deliberate draft amendments to the law on officers in reserve service, the draft law on mediation, as well as the draft law on the application of laws to civil relationships involving foreign interests.Lawmakers will also deliberate for the first time draft amendments to the law of deputies to the NPC and local People's Congresses, draft amendments to the Criminal Law, the draft law on intangible cultural heritages, and the draft revision of the soil and water conservation law.Also on the agenda of the upcoming session are discussions of the reports on implementation of the national economic and social development plan and budgets, among others.

HANOI, July 23 (Xinhua) -- Chinese Foreign Minister Yang Jiechi made five proposals to the 17th ASEAN Regional Forum (ARF) here on Friday to enhance regional security.Firstly, Yang said countries should bear in mind the overall situation and interests when dealing with sensitive regional issues, and always safeguard the regional peace and stability.Secondly, Yang said countries should adopt a new security concept by seeking cooperation instead confrontation, and respecting and taking care of each other's core interest and security.Thirdly, countries should respect each other, strengthen political mutual trust, improve and develop long-term, healthy and stable relations.Fourthly, countries should exercise restraint when disputes arise and settle disputes through peaceful means.Fifthly, countries should make use of multilateral mechanism like Shanghai Cooperation Organization, ASEAN Regional Forum and Six-Party Talks to promote common interest and common security.Yang said on one hand, the situation in Asia-Pacific region is generally stable. On the other hand, the unstable and uncertain factors are increasing.Yang said ARF could serve as a security dialogue platform to push for mutual trust among members.
