SAN ONOFRE (CNS) - The California Coastal Commission voted 10-0 in a special meeting Thursday to approve an inspection and maintenance program allowing Southern California Edison to store spent nuclear fuel in a storage site at the San Onofre Nuclear Generating Station.The program outlines actions SCE will take to inspect the canisters that contain spent nuclear fuel, as well as how potential issues with the canisters will be remedied.Robotic devices will be used to inspect the canisters and site conditions will be simulated on a test canister, which will be observed for potential degradation. Two spent fuel storage canisters will be inspected every five years starting in 2024, and the test canister will be inspected every two to three years.Canister flaws will be repaired by applying a nickel-based metallic spray, and the presence of flaws may result in increased canister inspection frequency and an increase in the number of canisters inspected.The inspection and maintenance program was also reviewed by the engineering consulting firm LPI, which provided recommendations that included the increase in canister inspections should flaws arise.Nearly 3.6 million pounds of spent nuclear fuel are stored at the plant, which stopped producing electricity in 2012.Concerns remain over the plant's proximity to the ocean and the potential for the site to be affected by rising sea levels, tsunami inundation, seismic hazards.By 2035, the commission may look to relocate the canisters to another site, although no such location is available, according to a commission report.The report states that though the commission "has consistently voiced its concern that there is no permanent or long-term repository for spent nuclear fuel from SONGS or the other nuclear power plants along the California coast," no such repository has been identified by the federal government, necessitating storage on-site at SONGS and many other nuclear power plants across the country.The inspection and maintenance program is designed to ensure the canisters "will remain in a physical condition sufficient to allow both on- site transfer and off-site transport," should such a site become available. 2198

SAN YSIDRO, Calif. (KGTV) — Several migrants were saved from a flooded San Ysidro storm drain in two separate rescues.The first rescue took place just before 11 p.m. Thursday. Border Patrol agents say they found three people trying to illegally enter the U.S. near a drainage tube about two miles west of the San Ysidro Port of Entry. The three people told agents that others were still inside the drain as heavy rainfall began to flood the tube.With the help of San Diego Fire-Rescue, one woman was quickly pulled to safety from the drainage tube before crews saved 13 more people through a manhole leading into the drain.RELATED: Teen found hiding in car dashboard at Calexico West Port of EntrySeven of those 17 people were taken to a nearby hospital.Then at about 1:15 a.m. Friday, border agents reported more migrants were possibly trapped in the same drain. Scientists and medical professionals across the country are working to learn about the coronavirus’s effect on children. There's still a lot they don't know about how the virus affects children.With children often not showing as many symptoms as adults, experts say kids can help us learn more about the novel coronavirus. Dr. Beth Thielen, a pediatric infectious disease physician and professor at the University of Minnesota, says people could be looking to children, especially as they go back to school, to find out more about the coronavirus."I mean, I hope so. I think this provides a very rich opportunity to understand a lot of basic things about the immune system and why diseases manifest differently in adults and children," says Dr. Thielen.Dr. Thielen says from possible protective measures of the MMR vaccine in children to t-cells, there's so much people can learn from how children's bodies combat viruses."It is thought that t-cells play a substantial role in helping to clear viral infections from the lungs. There are people looking at t-cell responses but they've lagged a bit behind with the data coming out on t-cell responses hasn’t been as prominent as the antibody studies," says Dr. Thielen. She adds, the reason people are looking at t-cells and children is because t-cells decline with age."I think they are critical. We all have them, they work to protect us from infection and potentially they are more efficacious in younger people potentially. Although, I think that really hasn’t been clearly worked out for SARS COV2," says Dr. Thielen.Dr. Jay Varkey, an epidemiologist at Emory Hospital in Atlanta, Georgia, agrees. Dr. Varkey says scientists are also looking into why children older than 10 years old, are more likely to have more serious symptoms with COVID-19."I think the reasons for that are complex. I think part of that might be related to some sort of existing t-cell immunity, and to what that is whether that’s to memory cells that are acting against a previous seasonal coronavirus that would just cause cold like symptoms, or whether its related to something more complex -- I don't think we’re there in terms of understanding," says Dr. Varkey.Dr. Varkey says, while children can help us understand COVID-19 better, it's also up to the adults to make sure they're growing up in a healthy, safe environment."We will learn much from kids but one of the messages we’ve been emphasizing in the hospital is that if we, again- and I answer this both not just as an infectious disease physician but also as a parent to two school age kids--we as adults have a responsibility to try and make our community safe to actually allow in-person learning," says Dr. Varkey."I think that we often think of children as getting a lot of these infections and the fact of the matter is most adults are getting exposed, as well, but our immune systems are sort of experienced at seeing them and we don't get sick," says Dr. Thielen.Dr. Thielen is a member of the Pediatric Infectious Disease Society and says she and other doctors in their scientific groups are advocating for more pediatric research to truly understand how certain diseases, including COVID-19, behave in children. 3217

SEATTLE — Add marine wildlife to the growing list of life affected by America’s opioid crisis.For the first time, scientists have detected traces of oxycodone in mussels near Seattle, KIRO7 reported. Biologist Jennifer Lanksbury explained whatever people eat and excrete — including opioids — end up in waterways.“It’s telling me there's a lot of people taking oxycodone in the Puget Sound area,” Lanksbury said. Washington Department of Fish and Wildlife officials extracted mussels from clean water and put them in urban areas they wanted to test for contamination. There was enough oxycodone in a Seattle-area bay for the mussels to test positive.The system that filters water catches a lot of contaminants, but it can’t specifically filter out drugs, Kings County Wastewater Management said.“Those are definitely chemicals that are out there in the nearshore waters and they may be having an impact on the fish and shellfish that live there,” Lanksbury said.The data was from a one-time study for prescription drugs in Washington’s waterways, but officials say they will try to get more funding to continue research. 1163
