BEIJING, Jan. 12 (Xinhua) -- Traffic congestion has eased "obviously" in Beijing since authorities launched a string of new, stricter traffic rules and opened five new subway lines last month, a local transport official said Wednesday."On average, the duration of traffic jams has been reduced by more than two hours per day, from 3 hours and 55 minutes before the new year to the current 1 hour 45 minutes since Jan. 1," said Li Xiaosong, deputy director of the Beijing Municipal Committee of Communications.Li's committee has unveiled an index system of Beijing's traffic congestion, the first for the city.According to the system, 0-2 signified traffic was "smooth," 2-4 "generally smooth," 4-6 signalled "slight congestion," 6-8 "moderate congestion," and 8-10 "heavy congestion," Li said."Before the New Year, Beijing's congestion index usually stood above 8.2, but it has been 6 since Jan. 1," she said.Li attributed the improvement to the new traffic rules and subway lines.Massive traffic jams have long been a headache for Beijing, a city of 20 million people and 4.8 million vehicles. Last year, an average 2,000 new cars hit the city's streets every day.On Dec. 23, authorities in Beijing announced they will slash new car registrations to ease traffic gridlock. This year, the city will allow only 240,000 vehicles to be registered, about a third of the number of last year.Moreover, Beijing municipal government agencies and public institutions were prohibited from increasing the size of their vehicle fleets over the next five years.Other measures include higher parking fees in the city's central areas, and stricter traffic rules for cars registered outside Beijing.An odd-even license plate number system was introduced to allow cars to be driven every other day in peak hours in some congested areas.Beijing opened five new suburban subway lines on Dec. 30 with a combined length of 108 km, bringing the city's total number of subway lines to 14 and the total length to 336 km.Beijing was building more subway lines, Li said.The number of lines in the city would reach 19 by 2015. Then, their combined length would total 561 km. By 2020, the total subway length would increase to 1,000 km, she said."Developing public transport, especially rapid rail transit, is an important move for Beijing to ease traffic congestion and improve urban functionality," she said.Li Feng, who lives in Daxing, a suburban district in southern Beijing, told Xinhua Wednesday that he had felt the positive changes in Beijing's traffic."I used to drive at a speed of only 20 km per hour when I entered and left the city in the morning and evening rush hours, but now I can drive at 40 km per hour," he said.Yet many people are waiting to see the long-term effect of the measures as Beijing still faces pressure from the huge demand for private cars.The Beijing transport authority on Sunday revealed it had received 215,425 new car license applications, after this month's application period closed late Saturday night.But only a tenth of the applicants will get license plates this month, after a lottery is held on Jan. 26.

BEIJING, Dec. 6 (Xinhua) -- A senior official of China's National Energy Administration (NEA) encouraged Chinese firms to invest in the renewable energy market of the United States to boost their competitiveness in the international market.The statement was made by Wang Jun, head of the department of new energy and renewable energy at the NEA, during the wind power section at the China-US Renewable Energy Investment Forum, also attended by officials from the U.S. Department of Energy and the Department of Commerce."While a number of U.S. companies are establishing firms manufacturing wind turbines, bearings and current converters, thus making China an important part of their global business, the U.S. wind power market remains relatively unknown to Chinese firms," said Wang.He noted that the U.S. wind power market has great potential but is short of funding in the wake of the international financial crisis. BEIJING, Dec. 3 (Xinhua) -- China's Ministry of Commerce (MOC) Friday welcomed ruling from the World Trade Organization (WTO) that the European Union (EU) anti-dumping duties on Chinese screws and bolts were discriminatory and are in violation of global commerce rules.For a long time, the EU has been requiring Chinese exporters to prove they meet with the "single duty" requirements when they are responding to anti-dumping cases, bringing a heavy burden and unfair treatment to Chinese companies, said an official with the MOC.In particular the WTO ruled the EU's single duty requirements and practices are discriminatory and violated WTO rules.China urged the EU to respect the WTO ruling and rid itself of codes or practices that go against WTO rules and treat Chinese exporters fairly to ensure normal trade between China and the EU, the official said.At the beginning of 2009, the EU decided to impose anti-dumping duties of up to 87 percent for the next five years on fasteners imported from China.The WTO set up an expert panel on Oct. 23, 2009 after China initiated the WTO case on July 31, 2009, saying anti-dumping measures taken by the EU against the import of Chinese steel fasteners violated WTO trade rules.

KUNMING, Nov. 21 (Xinhua) -- Ten people were detained following a dispute between coal mine contractors which led to a deliberate explosion, killing nine people and injuring 48 others in southwestern Yunnan Province, local police said Sunday.The explosion occurred at around 9 a.m. Thursday at a temporary shed built by the Xiaosongdi coal mine in Luxi county of Honghe Hani and Yi Autonomous Prefecture, according to local officials.Most of the casualties, however, were said to be with Yuejin coal mine, which is at dispute with Xiaosongdi coal mine.Local police concluded based on preliminary investigations the explosion was created by people.According to local authorities, the contractors for Xiaosongdi mine and Yuejin coal mine, which are close to each other, reportedly had a dispute after the underground shaft of one mine broke through into the other.Further, a spokesman with the provincial land and resources bureau said Sunday that the bureau had been investigating the dispute between the two mines and had been helping with the negotiations prior to the explosion.Pan Mingzhou, manager of the Yuejin coal mine, said, "the two mines had no dispute at all before October, and the negotiations were going well under the supervision of the provincial land and resources bureau.""I have no idea of why the explosion happened," Pan noted.The detainees included Wang Jianfu, contractor of the Xiaosongdi coal mine, and Zheng Chunyun, owner of the Yuejin coal mine, said the local police.Both of the mines have an annual production capacity of 90,000 tonnes.

BEIJING, Nov. 21 (Xinhua) -- Two Chinese Internet giants -- Tencent and Qihoo 360, apologized to Internet users after being ordered to stop their spat and officials vowed to investigate the dispute to determine whether actions by either company had broken the law.Both of the companies posted an apology letter on the company websites Sunday night.Qihoo 360 said the companies' software had resumed operation and the two sides would stop mutual accusations.This was after China's Ministry of Industry and Information Technology (MIIT) Sunday ordered the two companies to publicly apologize within five working days.The business war between the two Internet giants had triggered a public outcry.Tencent, China's largest Internet company, said on Nov. 3 that it would shut down the QQ instant-messaging service on computers installed with security software made by Qihoo 360 following a dispute between the companies.Tencent's move marked an escalation in its dispute with Qihoo 360 that began more than one month ago. The two sides have accused the other of improper business practices.On Sept. 27, Qihoo 360 accused QQ of invading the privacy of its users through scanning, monitoring and loading information with QQ doctor, a security software developed by Tencent.Following this, Qihoo 360 released a safety software called "Koukou Guard" on Oct. 29, claiming it could speed up QQ and offer more privacy to its users. However, Tencent responded by warning its users that the "Koukou Guard" caused QQ to malfunction.Tencent has 600 million registered QQ users, while Qihoo 360, China's largest free anti-virus software provider, has 300 million clients.The unfair competition between the companies, especially the move to unilaterally shut the instant-messaging service, had affected users and caused "bad social consequences", the MIIT statement said.Further, the ministry announced it would take effective measures to ensure the fair, just and orderly competition within the Internet market to protect the interests of Internet users.An on-line survey conducted by Sina.com showed about 80 percent of Internet users regarded the two giants' actions to be selfish and had harmed the interests of their clients.
