The Trump administration told Congress it intends to dramatically cut the number of refugees it will admit in the next fiscal year, only up to 18,000 refugees, according to the State Department -- marking a historic low and threatening to further erode the nation's refugee resettlement program.Under President Donald Trump, the administration has slowly chipped away at the refugee cap, which dictates how many refugees may be admitted to the United States. The ceiling for fiscal year 2019 stands at 30,000, which, at the time, was the lowest level since 1980.The State Department announced the proposed refugee ceiling as part of a larger number of combined refugee and asylum claims expected for the next fiscal year.In a call with reporters, senior administration officials said the report submitted to Congress allocates admissions by "group of special humanitarian interests to the United States," instead of by region -- including Iraqis who assisted the United States, those who have suffered or feared religious persecution, and nationals of Guatemala, Honduras and El Salvador. The White House also released an executive order Thursday that requires state and local governments to consent to receiving refugees, with some exceptions. Refugee resettlement agencies are charged with placing refugees around the country, but the new executive order could allow states and local jurisdictions to deny refugees entry. The move continues the administration's push to limit the number of people admitted to the US and comes after discussion that some in the White House wanted to let 1597

The Senate is set to vote Monday on two competing disaster relief bills, neither of which is expected to pass, according to aides in both parties. The first vote, scheduled for 5:30 p.m. ET, is on whether to advance GOP legislation authored by Senate Appropriations Chairman Richard Shelby. It would allocate roughly .5 billion for rebuilding and recovery from natural disasters such as tornadoes, earthquakes, hurricanes and wildfires. The legislation includes 0 million to pay for nutrition assistance for Puerto Rico. If it fails to advance, senators will vote on a disaster relief package passed by the Democratic-controlled House months ago.Democrats oppose the Republican Senate proposal in part, because they argue it does not include enough aid for hurricane-ravaged Puerto Rico. Republicans, meanwhile, have criticized Democrats for their opposition by pointing to the fact that the House-passed legislation does not include relief for recent flooding that has devastated the Midwest. The votes will put both Democrats and Republicans in a position of political peril as opposition to either measure opens up lawmakers to attacks from the opposing party accusing them of putting American citizens at risk by failing to green-light needed disaster relief.Senate Republican leader Mitch McConnell called the House bill a "non-starter" in remarks on the Senate floor on Monday because, he said, it provides "nothing for Midwest flooding."Senate Democratic leader Chuck Schumer attacked the GOP position in advance of the vote Monday."Republican senators are attempting to strip away recovery funds from Puerto Rico and other territories from the disaster package that passed the House," Schumer said on the Senate floor on Monday. The top Senate Democrat described the administration's response to the devastating impact hurricanes have had on Puerto Rico as "cruel" and "nasty," and said, "President Trump tweets while Puerto Rico suffers."President Donald Trump worked to put pressure on Democrats, saying on Twitter that "Democrats should stop fighting" the Republican legislation and claiming that they are "blocking funding and relief for our great farmers and rural America.Democrats, however, have argued that the GOP relief effort provides insufficient funding for Puerto Rico because it fails to include a variety of measures that were part of the roughly .2 billion relief package passed by Democrats who control the House in January. Those measures include state revolving funds that could be used by Puerto Rico to rebuild water systems that have sustained damage as well as a 100% cost share for the Federal Emergency Management Agency that Democrats say would unlock federal aid for Puerto Rico.Senate Democrats must now decide to whether to block the billion-dollar package over their concerns.Partisan tensions over the issue of funding for Puerto Rico became further inflamed last week after the President again 2954

The Trump administration is moving forward with plans to implement collection of DNA from migrants who've been arrested, according the Department of Homeland Security. The move, being done in coordination with the Department of Justice, comes on the heels of months of historic high apprehension numbers on the southern border and is likely to receive pushback from immigrant advocacy groups.DHS is currently working under exceptions put in place nearly a decade ago. The World Anti-Doping Agency (WADA) has unanimously agreed to ban Russia from major international sporting competitions -- notably the Olympics and the World Cup -- for four years over doping non-compliance.WADA's compliance review committee (CRC) had suggested several sanctions because of the Russian Anti-Doping Agency's (RUSADA) failure to cooperate fully during probes into Russian sport.WADA's executive committee decided to uphold the recommendations at a meeting in Lausanne, Switzerland on Monday.RUSADA now has 21 days to accept the decision or send the matter to the Court of Arbitration for Sport (CAS).If upheld, the decision means Russia will be unable to compete in next year's Olympic Games in Tokyo nor the 2022 FIFA World Cup in Qatar. Why the ban?WADA's punishment relates to inconsistencies in data retrieved by WADA in January 2019 from the Moscow lab at the center of the 2016 McLaren report, which uncovered a widespread and sophisticated state-sponsored sports doping network.RUSADA was initially deemed non-compliant after the publication of the McLaren report in 2016.Commissioned by WADA, the report found the Russian state conspired with athletes and sporting officials to undertake a doping program that was unprecedented in its scale and ambition. The findings led to sanctions, including no Russian team being present at the 2018 Winter Olympic Games in Pyeongchang, with certain eligible athletes being forced to compete under a neutral flag. The latest ban leaves the door open for Russian athletes, who can prove they are not tainted by the scandal, to compete as neutral athletes. 1624
