SAN FRANCISCO (AP) — The Saudi government recruited two Twitter employees to get personal account information of their critics, prosecutors said Wednesday.A complaint unsealed in U.S. District Court in San Francisco detailed a coordinated effort by Saudi government officials to recruit employees at the social media giant to look up the private data of thousands of Twitter accounts.The accounts included those of a popular critic of the government with more than 1 million followers and a news personality.It also alleged that the employees — whose jobs did not require access to Twitter users' private information — were rewarded with a designer watch and tens of thousands of dollars funneled into secret bank accounts. They were charged with acting as agents of Saudi Arabia without registering with the U.S. government.The Saudi government had no immediate comment through its embassy in Washington.Twitter acknowledged that it cooperated in the investigation and said in a statement that it restricts access to sensitive account information "to a limited group of trained and vetted employees.""We understand the incredible risks faced by many who use Twitter to share their perspectives with the world and to hold those in power accountable," the statement said. "We have tools in place to protect their privacy and their ability to do their vital work."Ahmad Abouammo, who left his job as the media partnership manager for Twitter's Middle East region in 2015, was also charged with falsifying documents and making false statements to obstruct FBI investigators — offenses that carry a maximum penalty of 30 years in prison if convicted.At his appearance in Seattle federal court Wednesday, Abouammo was ordered to remain in custody pending a detention hearing set for Friday.His lawyer, Christopher Black, declined to comment, as did Abouammo's wife, who did not give her name.Investigators alleged that a Saudi citizen working as a social media adviser for the Saudi royal family recruited Twitter engineer Ali Alzabarah. The two met in Washington. D.C., around the same time the adviser, Ahmed Almutairi, met with someone named in the complaint as Royal Family Member 1."Within one week of returning to San Francisco, Alzabarah began to access without authorization private data of Twitter users en masse," the complaint said.The effort included the user data of over 6,000 Twitter users, including at least 33 usernames for which Saudi Arabian law enforcement had submitted emergency disclosure requests to Twitter, investigators said.After being confronted by his supervisors at Twitter, Alzabarah acknowledged accessing user data and said he did it out of curiosity, authorities said.Alzabarah was placed on administrative leave, his work-owned laptop was seized, and he was escorted out of the office. The next day, he flew to Saudi Arabia with his wife and daughter and has not returned to the United States, investigators said.A warrant for his and Almutairi's arrests were issued as part of the complaint. 3032

SAN FRANCISCO (AP) — The University of California's governing board approved a tuition increase Thursday for out-of-state undergraduate students of 3.5 percent, or 8 a year, starting in the 2018-19 school year.The increase will bring tuition and fees for out-of-state undergraduates to nearly ,000 next year, more than triple what California residents pay.The Board of Regents voted 12-3 in favor of the increase but also agreed to rescind it if they can lobby the Legislature for more money.UC President Janet Napolitano urged the regents to approve the increase, calling it necessary for the fiscal health of UC schools, and unlikely that the state would allot more funding for out-of-state students."Reality needs to intrude here," Napolitano said at the board's meeting in Los Angeles. "The notion that the Legislature will provide any relief on non-resident tuition... is illusory."UC officials say the increase will generate nearly million and help compensate for lower than expected state funding at a time of record-high enrollment. The money will help fund more faculty and course offerings and help reduce class sizes.Napolitano has said the UC had no choice but to propose tuition increases after Gov. Jerry Brown allotted less funding for California's public universities than expected in his 2018-19 budget proposal earlier this year.The state budget will go through numerous revisions before a final vote is held in June but Brown has said the UC will not get additional funds and urged university officials to "live within their means."The regents had initially planned to vote on tuition increases at their last meeting in January but opted to delay the vote in hopes of securing more state money. In May, regents will take up the more contentious issue of whether to raise tuition for California residents by 2.7 percent, or 2.California residents currently pay ,630 in "system-wide tuition and fees" annually, as do out-of-state students who also pay a "supplemental tuition" of ,014.Thursday's vote increased the supplemental tuition for out-of-state students to ,992, bringing the new total for out-of-state students' tuition and fees to ,622. The UC estimates that room and board, books and other costs add about ,000.California residents make up about 82 percent of the 217,000 undergraduates at UC schools, while about 6 percent of students come from out-of-state. International students account for 11 percent of UC students.Students have vocally opposed any increases and urged regents to push harder for state funding.Lt. Gov. Gavin Newsom, who is a UC regent and also running for governor, voted against the increase on Thursday, saying there was still time to put pressure on the Legislature."I feel once again we're letting them off the hook by making a decision prematurely," Newsom said. SANTA ANA, Calif. (AP) -- A surfer was found dead face down in the water at Upper Trestles at San Onofre State Beach in San Diego County.The Orange County Register reports South Sector Superintendent for State Parks Rich Haydon says the man, described as middle age, was seen struggling Saturday as he paddled out into the surf at the break just south of San Clemente's border.It's unclear if the man was struggling because of the surf conditions or because of health issues.Nearby surfers then noticed the man face down in the water.Camp Pendleton Fire Department responded and continued attempting CPR before declaring the man dead at the scene.The San Diego County Medical Examiner had not released the man's name as of Monday morning. 746
