BEIJING, Sept. 12 (Xinhua) -- Chinese State Councilor Dai Bingguo told Japan early Sunday morning to make a "wise political resolution" and immediately release the Chinese fishermen and fishing boat its coast guard seized earlier this week.Dai made the remarks when he summoned the Japanese Ambassador to China Uichiro Niwa in the wee hours. He was the highest-ranking Chinese official to make a response after the fishing boat and its crew were seized Tuesday in waters off the Diaoyu Islands and its captain was detained on Friday."Dai expressed solemnly (to the Japanese ambassador) the Chinese government's grave concerns and its serious and just position," said the Foreign Ministry in a statement.Dai warned Japan not to make a wrong judgement on the situation and urged it to make a "wise political resolution" and immediately release the fishermen and return the boat.The Japanese ambassador expressed that he would promptly report the Chinese position to his government, according to the statement.China decided Friday night to postpone a negotiation with Japan on the East China Sea issue, which had been scheduled for mid September, after a Japanese court ruled a 10-day detention through Sept.19 against the captain despite protests from China.Previously, Foreign Minister Yang Jiechi on Friday summoned the Japanese ambassador and demanded Japan immediately and unconditionally release the boat and all the crew, saying China's determination to defend its sovereignty over the Diaoyu Islands and the interests of the Chinese people was unswerving.Foreign Ministry spokeswoman Jiang Yu said Friday night when announcing the postponement of the talks that the Japanese side has "ignored China's repeated solemn representations and firm opposition, and obstinately decided to put the Chinese captain under the so-called judiciary procedures."She said Japan's acts have violated the law of nations and basic international common sense, and are "ridiculous, illegal and invalid.""Japan will reap as it has sown, if it continues to act recklessly," Jiang warned.On Tuesday, two Japanese Coast Guard patrol ships and the Chinese fishing boat collided in waters off the Diaoyu Islands in the East China Sea. BEIJING, Oct. 8 (Xinhua) -- China launched a large-scale tree-planting program against soil-erosion along the Three-Gorge Dam section of the country's largest Yangtze River Friday, with two launching ceremonies held in Beijing and Chongqing, simultaneously.The program is aimed to raise funds from individual and institutional donors for planting trees on 3.8 million mu (253,333 hectares) on the banks of the Yangtze River in Chongqing.Jia Qinglin, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), is the honorary chairman of the organizational committee of the program.Vice Premier Hui Liangyu and Chongqing Party chief Bo Xilai attended and addressed the ceremony in Beijing.Hui spoke highly of the tree-planting program, saying that it would be new probe for the bio-environmental protection of major rivers in the country as well as a new, great contribution to the afforestation and protection of the Yangtze River.The vice premier recognized that the Yangtze River is still facing severe bio-environmental deterioration and soil erosion, though notable achievements have been made in the afforestation efforts along the river in the past decades.In his speech, Bo pledged that Chongqing will take three to five years to increase the forest coverage in the dam area to 65 percent, from the present 22.2 percent. Currently, soil-erosion has covered over 20,000 square kilometers, about 50 percent of the total area, he noted.According to previous reports, Chongqing plans to raise over 10 billion yuan (1.5 billion U.S. dollars) from institutional and individual donors for the tree-planting program.

TAIPEI, Sept. 11 (Xinhua) -- Financial organizations from the Chinese mainland and Taiwan have stepped up cooperation to take advantage of business opportunities brought by a landmark cross-Strait economic pact, the Economic Cooperation Framework Agreement (ECFA).The board of directors of Taiwan-based Taishin Financial Holdings decided on Sept. 9 to sign a cooperation agreement with mainland-based Nanjing Zijin Investment Co., a move hailed by the company as "the first step to enter the mainland."The agreement aims to promote exchanges and cooperation between the two companies and their subsidiaries, while Nanjing Zijin will ease the way for Taishin's new operations on the mainland, Taishin said.The company's Taishin Bank is also planning to set up an office in Nanjing, capital of east China's Jiangsu Province.Prior to this, China Huarong Asset Management Corporation (CHAMC) and Taiwan-based SinoPac Holdings signed an agreement in Beijing on Sept. 3 to begin a new strategic cooperation. According to the agreement, the two sides will cooperate in personnel training, exchange of management experiences and information, as well as in research, development of new products and new business models.Huarong President Lai Xiaomin said the ECFA would promote a quickening flow of economic resources across the Taiwan Strait, including the movement of personnel, materials, capital and information."The ECFA will bring great business opportunities for cross-Strait economic development and boost cooperation between financial institutions on both sides, thus bringing new development opportunities for financial industries across the Strait," he said.The ECFA, which is to take effect on Sunday, was signed by negotiators from the mainland and Taiwan in June, and aims to establish a systematic mechanism for enhancing cross-Strait economic cooperation.Wang Jianmin, a researcher of the Institute of Taiwan Studies of the Chinese Academy of Social Sciences, said substantial financial cooperation between the two sides has lagged behind trade cooperation for a long time."The ECFA, however, will have a positive impact," he said.The banking service sectors might be among the first to make breakthroughs in cross-Strait financial cooperation.The mainland-based Bank of China and Bank of Communications applied to the Taiwan economic department on Sept. 7 to set up representative offices in Taiwan.According to the ECFA, mainland banks can set up representative offices in Taiwan upon approval by the Taiwan authority and can then apply to set up a branch bank one year after the establishment of representative offices on the island.
