WASHINGTON, Nov. 8 (Xinhua) -- NASA plans to add an unmanned flight test of the Orion spacecraft in early 2014 to its contract with Lockheed Martin Space Systems for the multipurpose crew vehicle's design, development, test and evaluation, the U.S. space agency announced Tuesday. This test supports the new Space Launch System (SLS) that will take astronauts farther into space than ever before, and provide the cornerstone for America's future human spaceflight efforts."President Obama and Congress have laid out an ambitious space exploration plan, and NASA is moving out quickly to implement it," NASA Associate Administrator for Communications David Weaver said in a statement. "This flight test will provide invaluable data to support the deep space exploration missions this nation is embarking upon."Orion is part of the now defunct Constellation program canceled under President Barack Obama's 2011 budget proposal. Instead Obama urged NASA to work toward sending humans to an asteroid and then on to Mars -- and NASA says it wants to go ahead with that as quickly as possible. This Exploration Flight Test, or EFT-1, will fly two orbits to a high-apogee, with a high-energy re-entry through Earth's atmosphere. Orion will make a water landing and be recovered using operations planned for future human exploration missions. The test mission will be launched from Cape Canaveral to acquire critical re-entry flight performance data and demonstrate early integration capabilities that benefit the Orion, SLS."The entry part of the test will produce data needed to develop a spacecraft capable of surviving speeds greater than 20,000 mph and safely return astronauts from beyond Earth orbit," Associate Administrator for Human Exploration and Operations William Gerstenmaier said. "This test is very important to the detailed design process in terms of the data we expect to receive."

BEIJING, Oct. 1 (Xinhua) -- China plans to decrease leprosy rates by 50 percent over the next 10 years, according to a joint plan to fight the infectious disease issued by the Ministry of Health and ten other ministerial-level institutions. The prevalence rate is targeted to be brought down to one case per 10,000 people by 2015. The rate will further shrink to one in every 100,000 people by 2020 in at least 98 percent of the country's counties, according to the plan.A total of 500,000 cases of leprosy have been reported and treated for free throughout the country since the founding of the People's Republic of China on Oct. 1, 1949.The number of leprosy cases has plummeted over the past 62 years, but the country still faces challenges in fighting the disease, the plan said.Leprosy, an infectious disease that has affected humanity for over 4,000 years, is primarily characterized by skin lesions and progressive physical debility, and can cause permanent nerve damage.Despite sustained efforts -- and considerable success -- in bringing the disease under control, leprosy is still a serious disease in some parts of China and people who have been cured of the disease continue to face discrimination.More than 1,700 new cases have been reported annually in the past five years. The provinces of Sichuan, Yunnan, Guizhou and Hunan and the Tibet Autonomous Region are most affected by the disease, according to the plan.

BEIJING, Dec. 25 (Xinhuanet) --  China is likely to test a new Internet protocol in the next few years in an attempt to further develop the country's Internet, senior officials from the State Council said on Friday. The country will put the Internet Protocol version 6 (IPv6)-based network into small-scale commercial pilot use by the end of 2013, and deploy and commercialize the IPv6-based network on a large scale between 2014 and 2015, according to a statement released after an executive meeting of the State Council that was presided over by Premier Wen Jiabao."The development of IPv6 is one of the most important tasks for China's Internet industry during the 12th Five-Year Plan period, from 2011 to 2015," said Hu Qiheng, director-general of the Internet Society of China.Analysts believe the transition from the latest Internet protocol, IPv4, to IPv6 is irreversible. This year, the pool of Internet addresses in IPv4 has come close to being tapped out, and the supply of domain names has run short.Compared with IPv4, IPv6 will offer more IP addresses and, for that reason, more devices will be able to connect directly to the Internet, said Microsoft Corp, one of the main technical supporters of IPv6.By 2010, China had about 278 million IPv4 addresses, according to data from the China Internet Network Information Center. That was far fewer than the 450 million Internet users who live in the country."This is the first time the government has issued a schedule for IPv6 development, and it will benefit the entire industry," said Chen Qi, deputy general manager of BII Group Holding Ltd, an IPv6 service provider based in Beijing.IPv6 will enable telecommunication operators to allocate more IP addresses to their clients and will probably bring more users to those operators, Chen said.Five Chinese telecommunications carriers, including China Telecom Corp and China Mobile Ltd, had established IPv6 networks as early as 2006, the New York Times reported.China will need "far too many" IPv6 addresses in the coming years, according to Paul Wilson, director general of Asia Pacific Network Information Center, an organization responsible for allocating IP addresses. The profits made by Chinese manufacturers of telecommunications equipment, such as Huawei Technologies Co Ltd and ZTE Corporation, will also increase, a result partly of a rise in the demand for routers and Internet switches, Chen said.China launched the construction of the next-generation Internet in 2003, featuring the IPv6 network as a key technology. Even though IPv6 has not been put into commercial use, Chinese universities are among the first institutions to connect to IPv6.

BEIJING, Oct. 29 (Xinhua) -- Chinese Premier Wen Jiabao and Chairman of the Central Military Commission Hu Jintao Saturday issued an order to publicize the Regulations on Resettlement of Ex-Servicemen, which will take effect from Nov. 1.Formulated with an aim to protect the legitimate rights and interests of ex-servicemen, the 53-article document highlights a series of initiatives designed for the appropriate placement of veterans.State organs, social groups, enterprises and public institutions should give preferential treatment to ex-servicemen while recruiting staff members or contract workers, according to the regulations. The regulations provide that demobilized soldiers who register for a civil servant examination or apply for a position in government institutions will be given preference. Those companies or organizations which recruit retired soldiers will enjoy favorable policies prescribed by current laws and regulations.

BEIJING, Jan. 7 (Xinhua) -- The two-day National Financial Work Conference concluded Saturday, laying out development plans for the financial sector in the coming five years, according to a statement released after the meeting.Chinese Premier Wen Jiabao was present at the conference and delivered a keynote speech.Such a conference is held every five years. Similar meetings were held in 1997, 2002 and 2007.
