SACRAMENTO, Calif. (AP) — California moved Friday to eliminate climate-changing fossil fuels from its fleet of 12,000 transit buses, enacting a first-in-the-nation mandate that will vastly increase the number of electric buses on the road.The California Air Resources Board voted unanimously to require that all new buses be carbon-free by 2029. Environmental advocates project that the last buses emitting greenhouse gases will be phased out by 2040.While clean buses cost more than the diesel and natural gas vehicles they will replace, say they have lower maintenance and fuel costs. Supporters hope creating demand for thousands of clean buses will bring down their price and eventually other heavy-duty vehicles like trucks.California has 153 zero-emission buses on the road now with hundreds more on order. Most of them are electric, though technology also exists for buses powered by hydrogen fuel cells."Every state could do a strategy like this," said Adrian Martinez, an attorney for Earthjustice, an environmental legal group that supports the rule. "This is something that California did first because we have major air quality and pollution problems, but this is something other states could pursue."Existing state and federal subsidies are available to help transit agencies absorb some of the higher costs of carbon-free buses, along with money from the state's settlement with Volkswagen over the German automaker's emission-cheating software.In approving the mandate, air board members cited both a reduction in greenhouse gas emissions and improved air quality along heavily trafficked transit corridors in smog-polluted cities.The transportation sector accounts for 40 percent of California's greenhouse gases, and those emissions are rising even as electrical emissions have fallen substantially.California needs to drastically reduce transportation emissions to meet its aggressive climate change goals.The California Transit Association, a lobbying group, does not oppose electrifying the fleet but is concerned that zero-emission buses can't match the performance of the existing fleet and that there isn't enough money available for the transition, said Michael Pimentel, who is leading the organization's work on the issue."We do want to work alongside the Air Resources Board and our partners at the state and federal level to address these concerns and to ultimately achieve the goal of fully electrified fleets by 2040," Pimentel said. 2471

Date that "he did drain the swamp... The president denied the merger. He was not working for Trump at the time the Justice Department was reviewing the deal. Since he began representing Trump, he has had to change the story he has been telling in public about Stormy Daniels and what Trump knew or didn't know and when about the payment Cohen made to her. And he may simply have meant "the president" as a stand-in for "the administration."But this is not the first time that there have been questions about whether politics and Trump influenced the DOJ's decision.On the day AT&T announced its bid to buy Time Warner, the parent company of CNN, then-candidate Trump said he opposed the deal. So when he took office, there were concerns within AT&T and Time Warner that he or his aides would try to block the deal.AT&T said earlier this week that it hired Cohen, in part, to gain "insights" about the Trump administration's thinking about the deal.Throughout 2017, career officials at the Justice Department's antitrust division conducted a standard review of the proposed deal.The DOJ traditionally operates with a lot of independence. But there were persistent questions about possible political interference, especially in light of the president's well-publicized disdain for both CNN and attorney general Jeff Sessions.Still, AT&T and Time Warner executives believed the deal would receive DOJ approval, much like Comcast's acquisition of NBCUniversal did nearly a decade ago. By October, they thought the thumbs-up was right around the corner.They were wrong. In November, the DOJ went to court to block the deal, alleging that the combination of the two companies would give AT&T too much power in the marketplace.That's when questions about Trump's hidden hand really got louder. Democratic lawmakers raised alarms. So did AT&T and Time Warner. Other critics pointed out Trump's complaints about Sessions and the DOJ. Trump had recently been quoted saying "I'm not supposed to be involved in the Justice Department," adding, "I'm not supposed to be doing the kinds of things I would LOVE to be doing, and I'm very frustrated by it."But White House aides like Kellyanne Conway insisted that the White House was not interfering.The DOJ's antitrust chief, Makan Delrahim, said the same thing. He denied being influenced by Trump.In an affidavit, Delrahim said "all of my decisions" about suing to block the deal "have been made on the merits, without regard to political considerations."Ahead of the trial, AT&T and Time Warner sought discovery on any relevant communications between the White House and the Justice Department. RICHMOND, Va. – A military veteran who died of a heart attack while onboard a Richmond city bus was robbed while unconscious. Several burobbed while unconsciouss riders jumped in to help the man while he went into cardiac arrest, but they ultimately got off the bus, with the exception of one.Police say 20-year-old Demontea Chappell stayed behind under the guise of giving aid but was seen on camera taking the man's wallet.A video reveals the heartbreaking details."Pop? What you name is Pop?" said a young man, as the older bus passenger struggled unconsciously and not breathing."Trying to find his wallet. Where the wallet at?" that young man continues.Chappell, according to police, was acting as if he was giving aid to the Air Force veteran, but the bus video showed he went inside the man’s wallet and then slid the cash into his own pocket.Sources told WTVR's Jon Burkett that the veteran always carried cash, but how much money he had that day was unknown.Police now have a warrant for Chappell's arrest.The veteran died on the bus near the corner of First and Federal last Thursday morning.Sources tell WTVR that after family members questioned why their loved one’s wallet was empty, officials with the Greater Richmond Transit Company (GRTC) went to the recordings and alerted police. The investigation led police to Chappell, who is still on the run.GRTC is helping police in this investigation. Gavin Newsom's office has tested positive for the coronavirus this week, according to the governor's office.The staff member, who was not named, had not interacted with Newsom or staff that routinely interacts with the governor, a statement read.Another state employee who also works in a shared space with some of Newsom's staff also tested positive for COVID-19, but that person also has not interacted with the governor or close staff.Newsom's office requires mask wearing, minimal staff in the office, and most meetings have been converted to video conferencing, the statement said.The governor said Wednesday that he's been tested multiple times and has never been positive, “and I look forward to getting tested again."The Associated Press contributed to this report. 832
