However, according to CBP data, only 12 of those individuals were encountered at the southern border from October 2017 to October 2018, according to CNN.Homeland Security Secretary Kirstjen Nielsen said earlier this month CBP has stopped over 3,000 "special interest aliens trying to come into the country on the southern border."However, there's no uniform definition of the term "special interest alien." SAN DIEGO (KGTV) — Naval Base Point Loma was locked down Thursday over reports of a suspicious person.In a Facebook post, the base said "all personnel onboard the installation are directed to seek shelter in the nearest building and activate lock down procedure" and remain inside until told otherwise. The lockdown was lifted just before 2 p.m. and Harbor Drive was reopened to traffic. The base told 10News that it appeared the caller believed to have seen a suspicious person, but the person in question was not believed to be a threat.The base added the Gateway Youth Center and Patrick Wade CDC had been taken off lockdown and parents allowed to pick up their children.10News is monitoring this breaking news. 722

SAN DIEGO (KGTV) - One month after a scooter accident nearly killed his wife, a Chula Vista man says she's pulling through. Dean Riggott says he watched as his wife Karen fell off a Bird scooter, her head crashing into the pavement. "She hit the back of her head with such force and ferocity, that scooter threw her with such force, that she only hit the back of her head, and broke the bones all the way around the side of her face to the front of her eyes, above her eyes," said Dean.Doctors told Dean to expect the worse, that she would likely not survive the head trauma."I cry literally every morning, every morning."But Dean says his wife is a force of nature and is now defying the odds."She can open her eyes, and she can even smile if you let her know you're in the room, and you're here for her."Karen has some movement in her arms and legs but still cannot support herself. "Unfortunately the families who's lives have been damaged by these scooters, it's going to be a reminder and a remainder in their life for a long, long time," said Dean. While Dean's focus is on his wife's recovery, he can't help but warn others about the dangers of scooters."It's pretty simple. When people are dying, something is wrong."He's reached out to all nine city council members asking for help; so far only three have responded to his pleas for action against scooter companies. SAN DIEGO (KGTV) - Owners of sportfishing and diving charters in San Diego expressed their grief and condolences Monday after learning of the deadly boat fire near Santa Cruz Island. John Conniff, the owner of Islander Charters, was at sea guiding a trip when he heard chatter over the radio. "It was in the middle of the night, and I could actually hear it from where I was sleeping, but we could only hear the Coast Guard side of things, at first I heard that there was a fire on a boat," said Conniff. "We couldn't hear the Conception side of the story, but I could hear Coast Guard responding to a serious mayday outside of Santa Barbara."It wasn't until Conniff returned to San Diego that he learned just how devastating the fire was. "My heart goes out to them… my first thought when I heard it on the radio was my own family and then of the families of the 25 people sleeping below decks on our boat," said Conniff. Coniff runs sportfishing and dive trips anywhere from one-and-a-half to five days. He says the whole industry is grieving. Patrick Douglas, with Horizon Charters, posted this message on their Facebook page. "Like many of you in the California dive community we woke up to the devastating news of the Truth Aquatics dive boat fire off Santa Cruz Island last night. Sending our deepest condolences and love out to the families impacted, this is a very sad day for the industry. #prayers"By phone, Douglas told 10News that dive boats in California operate at a higher level than any other state. He says they maintain the highest standards and an incident like this is an anomaly. In his 30 years of experience, Douglas has never seen an incident so severe. Both Douglas and Conniff acknowledge incidents like this are a reminder to double down on safety operations. SAN DIEGO (KGTV) -- Police have identified the man suspected of stabbing a 55-year-old to death in the Midway District Thanksgiving Day. According to San Diego Police, Forrest Robert Brantley, 38, stabbed 55-year-old Robert Frank Erbe around 8 a.m. November 28 on the 3100 block of Sports Arena Boulevard. Erbe was taken to the hospital but died from his injuries.RELATED: Police identify man killed in Midway District stabbingAfter investigating the stabbing, police learned that Brantley and Erbe got into some sort of fight before Brantley is accused of stabbing Erbe in the neck. Brantley was last seen walking away from the scene. He is considered armed and dangerous and should not be approached, police say.
