SAN DIEGO (CNS) - Nearly half of San Diego County's 1.95 million voters have cast their ballots in the Nov. 3 election, the Registrar of Voters reported Thursday.More than 937,000 ballots had been received as of Thursday, according to the registrar's office.Mail-in ballots were sent to all registered voters in the county on Oct. 5, even those who had not requested one.Ballots received by the registrar's office this week should be processed in time for the first release of election night results to be posted shortly after 8 p.m. Tuesday.Voters can return their marked ballot in the pre-paid postage envelope to any U.S. Postal Service office or collection box. SAN DIEGO (CNS) - An alleged drunken driver was going 121 mph when he caused a fiery freeway pileup that killed two men and seriously injured a woman on Interstate 15 last year, a prosecutor told jurors Tuesday, but a defense attorney claimed an off-duty San Diego police sergeant is actually to blame for the deaths.Jeffrey Brian Levi, 39, is charged with murder, gross vehicular manslaughter while intoxicated, hit-and-run and drunken driving, for the Jan. 2, 2018, deaths of 33-year-old Jesus David Dominguez and 19-year-old Isaac Felix, who were burned to death inside a Toyota Corolla that was struck at about 11:45 that night in the fast lane of northbound Interstate 15 near Miramar Road.Giovanna Dominguez -- Jesus Dominguez's sister and Felix's girlfriend - - was also a passenger in the Corolla. Raymond Rowe then struck the Corolla, which burst into flames and left Dominguez and Felix trapped inside the burning wreckage, while bystanders pulled Giovanna Dominguez out.The Ford Explorer overturned, coming to rest upside down, and Rowe was treated for minor to moderately serious injuries.Aguilar alleged that about three hours after the crash, Levi had a blood-alcohol content of 0.16%, which is twice the legal limit.Levi, who was charged with murder due to a 2007 misdemeanor DUI conviction, faces 40 years to life in prison if convicted.Defense attorney Amanda Waddle alleged that Rowe was "an unreasonable and negligent driver" who should be held liable for the deadly wreck. According to Waddle, Rowe was speeding, failed to wear his prescription glasses and was looking in his rearview mirror at the time of impact.Aguilar noted that Rowe often used his rearview mirror to spot anyone who might be trailing him from the police station to his home, a risk that Rowe potentially faced as a member of the department's gang unit.In addition to not paying attention, Waddle said that Rowe failed to use evasive maneuvers that were part of his police training."This was the direct result of that secondary, very violent crash where Sgt. SAN DIEGO (CNS) - A San Diego-based telemarketer was fined nearly million by the Federal Communications Commission Wednesday for making more than 47,000 robocalls over a two-day period leveling false accusations against a local state Assembly candidate and manipulating caller ID information to appear as though a competitor was making the calls.Kenneth Moser and his company, Marketing Support Systems, were fined ,997,750 for making the calls on May 30 and May 31, 2018, about one week prior to the primary election, in which Philip Graham unsuccessfully sought to represent the 76th Assembly District.Shortly before the primary, a woman accused Graham of kissing her against her will in an Encinitas bar, triggering a sheriff's department investigation that concluded the claim was unfounded. Nichole Burgan, the woman at the heart of the allegation, later pleaded guilty to filing a false report.According to the FCC, the robocall messages repeated Burgan's claim and caller ID information was manipulated to make the calls appear as though they originated from another telemarketing company, HomeyTel, described as a competitor to Moser's company. Multiple attempts in the following months to reinforce parking regulations have been thwarted by ongoing shutdown orders.Citations continued to be issued for vehicles parked illegally at red, white, and blue painted curbs.On Oct. 1, limited enforcement with written warnings began. SAN DIEGO (CNS) - A rare thunderstorm Friday night is expected to quickly give way to conditions ripe for wildfire by late Sunday, forecasters said.A storm system arrived Friday evening and unleashed heavy rain and lighting on the San Diego area, with precipitation amounting to a few tenths of an inch in most places.The National Weather Service predicted scattered showers to persist through Saturday night. By Sunday night, Santa Ana winds of 25-35 mph -- with isolated gusts up to 70 mph possible in some areas -- were expected to move in.Humidity was expected to drop rapidly to 5-10 percent on Monday as well, prompting the NWS to issue a fire weather watch for San Diego County, as well as Orange, Riverside and San Bernardino counties, from 3 a.m. Monday to 8 p.m. Tuesday.The watch was set to be in effect for mountains, foothills and valleys, but the conditions could cause fire to spark anywhere.Moisture from the thunderstorm will help to alleviate the fire threat, but fuels will dry quickly on Monday, NWS forecasters said.Winds were predicted to gradually decrease Tuesday night and Wednesday, and conditions will be warm and sunny the remainder of the week, forecasters said. 1199
