SAN DIEGO (KGTV) — This November will see two meteor showers and a lunar eclipse grace the skies.The Northern Taurid meteor shower will skirt across our atmosphere on Nov. 11-12, according to EarthSky. The event is also expected to produce about five meteors per hour, but the shower is famous for its slow-moving and bright meteors.The next week, the Leonid meteor shower will peak on Nov. 16-17. That shower is expected to produce 15 to 20 meteors per hour. NASA says the Leonid shower happens every November and features some of the fastest moving meteors out there, traveling at about 44 miles per second.Stargazers are encouraged to get the best viewing of the meteor shower by finding an area away from lights and laying flat, with feet facing east, to take in as much sky as possible, according to NASA. The best viewing time will be around midnight and last until dawn.Then to cap off the month, on Nov. 30, a penumbral lunar eclipse will visible throughout North America. The moon will appear slightly darker because the sun, Earth, and moon are imperfectly aligned. The Earth will block some of the sun's light from directly hitting the moon, covering all or part of the moon with the outer part of its shadow.A penumbral lunar eclipse occurs when the Sun, Earth, and the Moon are imperfectly aligned. When this happens, the Earth blocks some of the Sun's light from directly reaching the Moon's surface and covers all or part of the Moon with the outer part of its shadow, also known as the penumbra, according to Space.com. 1543

SAN DIEGO (KGTV) - The San Diego City Council voted 6-3 Monday on an option for regulating marijuana use in San Diego, now that it is legal.Council members chose between two options. The first would have allowed testing of marijuana and marijuana products in labs in industrial and commercial zones that prohibit residential use.The second option, which passed, will allow testing plus cultivation, distribution and production of marijuana with a permit.  The activities will be allowed in light and heavy industrial zones.San Diego Police Chief Shelley Zimmerman urged the council to enforce option one with the strictest of controls.  The Chief cited the 11 current dispensaries as a public safety concern."We've fielded 273 radio calls from those establishments so far this year, everything from violent robberies to a shooting and those calls will increase," Zimmerman said. 911

SAN DIEGO (KGTV) -- The San Diego Blood Bank is still dealing with a convalescent plasma shortage. The plasma can be used at local hospitals to help fight COVID-19, but donations from gay men could be turned away if they don’t meet certain requirements.The donation restrictions received national attention after talk show host Andy Cohen says he was turned away from donating the plasma for being gay.The local blood bank explained the restrictions to ABC 10News. The blood bank’s chief medical officer, Dr. Mark Edmunds, says the restrictions are in place by the FDA. He says the FDA actually eased some of the restrictions in April of this year, which was an update from a 2015 change. The FDA says the guidelines exist to protect the safety of the blood and plasma supply.In April, the FDA provided the updated guidelines to allow for a larger donor pool in response to the COVID- 19 pandemic. Before the guideline modifications, a gay man could only donate blood if he abstained from sex for a year. Now, the abstinence time frame is three months.Similar changes were made for people who recently received tattoos or piercings or for travel and residences deferrals related to malaria.Dr. Edmunds says there are studies happening right now to see if and how the donor pool can be expanded even further.The blood bank adopted the FDA’s new regulations on July 31st. SAN DIEGO (KGTV) -- The San Diego FBI and prosecutors Monday announced a million reward for a wanted terrorist.According to the agency, Jehad Serwan Mostafa, 37, is a U.S citizen. During a Monday news conference, the FBI called Mostafa the “highest ranking American fighting overseas.” The FBI says Mostafa grew up in San Diego and, at some point, moved to Somalia and became a member of the al-Shabaab terrorist organization. RELATED: FBI searching for man who reportedly robbed San Diego grocery store bankAl-Shabaab has committed several bombings and attacks in the Horn of Africa, killing hundreds, the FBI says.The State Department's Rewards for Justice Program is offering a million reward for information leading to Mostafa’s arrest or conviction in any country.Mostafa is described as six feet, one inch tall, weighing approximately 170 pounds with blue eyes and a large scar on his right hand. He is also left-handed, the FBI says.Also at the news conference, prosecutors announced an indictment in federal court. Mostafe is charged with the following: Conspiracy to provide material to terroristsConspiracy to Provide Material Support to a Terrorist OrganizationProviding Material Support to a Foreign Terrorist Organization Mostafa is also known as Ahmed Gurey and Anwar. He was originally charged in 2009 on similar counts. Now authorities believe he continued providing support to terrorists until February of 2017.
