BEIJING, Sept. 7 (Xinhua) -- Premier Wen Jiabao said here Tuesday that China will shoulder its responsibility and contribute more to the world.Wen made the remarks when meeting with several former foreign leaders here to attend the two-day 21st Century Forum. They are former Nigerian President Olusegun Obasanjo, former European Commission President Romano Prodi, former Australian Prime Minister John Howard, former Russian Prime Minister Evgeni Primakov, former German Chancellor Gerhard Schroeder and former Japanese Prime Minister Yasuo Fukuda. In the meantime, Wen appealed for understanding, support and help from the international community, noting China still faced tremendously complicated issues and challenges after realizing great achievements. He also said China will adhere to the policy of reform and opening up, cooperation of mutual benefit and peaceful development, which will not only be China's strategic choice, but also its promise to the world. He said mankind should be confident of their success in achieving balanced, harmonious and sustainable development.Citing the profound impact caused by the global financial crisis, Wen said it was crucial at this moment for people to work together in a better way when dealing with global issues. The former foreign leaders said the international community paid close attention to China's development and its role in the world.Solving global issues required more understanding and trust between countries, more efficient cooperation, and development of science and technology, they said. The former officials also voiced the international community's willingness to cement cooperation with China so as to achieve common development. The forum, featuring the theme "New Era, New Challenge, New Vision -- Building a Future For All," is hosted by the Chinese People's Political Consultative Conference (CPPCC).Later Tuesday, CPPCC National Committee Vice Chairman Wang Gang also met with some delegates here attending the forum, including Antonio Marzano, the president of the International Association of Economic and Social Councils and Similar Institutions. The forum will conclude on Wednesday.

BEIJING, Aug. 31(Xinhua) -- China has cracked 278,000 criminal cases and broken up nearly 1,650 mafia-style gangs since it launched a campaign to maintain public security in rural-urban fringe zones and on campuses in January.About 256,000 suspects had been arrested as of Tuesday, according to a national working group on maintaining public security composed of officials from government agencies, including the Central Commission for Political and Legal Affairs of the Communist Party of China (CPC) and the Ministry of Public Security.Investigating and rectifying public security threats remains an arduous task, said Wang Lequan, deputy secretary of the Commission. The government will maintain its "strike hard" policy against mafia-style gangs, crimes involving guns and explosives, gambling, prostitution and drugs, Wang said. Authorities have "zero-tolerance" for such crimes, he added.

BEIJING, Oct. 24 (Xinhua) -- China's Ministry of Commerce (MOC) vowed to step up regulation of sugar markets on Sunday after reserves helped stabilize prices which recently rose to a record high amid continuing harsh weather.Between Oct. 10-17, the retail price of small-packed sugar averaged 7.68 yuan per kilogram in major cities, up 1.3 percent from the end of September, according to data provided by the MOC.It shows that prices have begun to stabilize, according to the MOC website. The ministry also vowed to strengthen market regulations.China auctioned 210,000 tonnes of sugar reserves on Oct. 22 in a bid to curb soaring prices, which have been blamed on this season's frequent extreme weather in China's major sugar-producing areas, as well as reduced supplies overseas. In southwest China's Guangxi Zhuang Autonomous Region, the country's major sugar-growing area, sugar prices hit a record 6,000 yuan per tonne (902.3 U.S. dollars) on Oct. 11.Further, sugar futures hit an eight-month high of 683.20 pounds per tonne in London on Oct. 15.Also, the MOC said government reserves remain abundant and pledged to improve market supplies and ensure the public's needs.Between October 2009 and September 2010, eight batches of reserve sugar, or a total of 1.71 million tonnes, were auctioned, according to the MOC.

BEIJING, Oct. 30 (Xinhua) -- China's primary energy consumption will be kept to between 4 to 4.2 billion tonnes of standard coal by 2015, Jiang Bing, director of the development and planning department of the National Energy Administration (NEA), said on Saturday.Jiang made the remarks at a forum held by the energy research institute of the State Grid Corporation of China.Primary energy refers to existing natural energy which does not need processing, such as fossil fuels, nuclear fuels, biomass energy, hydropower, wind power, solar power and others. As China has adopted a low-carbon development strategy, the country plans to raise the non-fossil energies ratio in its total primary energy consumption to 15 percent by 2020, and carbon dioxide emissions per GDP would be reduced by 40 to 45 percent by 2020 from 2005 levels, Jiang said. Thus, primary energy consumption must be kept to below 4.2 billion tonnes in the next five-year plan (2011-2015) to achieve the two targets, Jiang said.China's per capita energy consumption now stands at 2.5 tonnes standard coal per capita and, if left uncontrolled, China might see its energy consumption top 7 billion tonnes of standard coal in 2030, Jiang said. However, he explained that despite the huge total amounts, the per capita energy consumption would only be equivalent to current levels in Japan. Thus, the nation's economic growth mode transformation is quite necessary and it would be a strategic choice for China to control its total energy consumption in the 15 years, Jiang said.China's primary energy consumption topped 3.07 billion tonnes of standard coal in 2009, up 30 percent from 2005, according to the NEA.
