UNITED NATIONS, Sept. 25 (Xinhua) -- Chinese Premier Wen Jiabao met here Thursday with Bill Gates, chairman of Bill & Gates Foundation, to discuss issues concerning development and poverty alleviation.     During their talks on the sidelines of the a high-level U.N. meeting for Millennium Development Goals (MDGs), Wen expressed appreciation over Gates' long-term efforts for promoting settlement of issues concerning development.     The current turbulence in the international economic and financial situation, sharp increases in oil prices and food supplyshortage have made things more difficult for poor countries, Wen said. BEIJING, June 10 (Xinhua) -- The quake relief headquarters of the State Council (cabinet) Tuesday sent a congratulatory telegram to the Tangjiashan lake emergency rescue headquarters for the successful drainage of the quake lake.     "After more than 10 consecutive days of hard work, you successfully drained the Tangjiashan quake lake and eliminated a huge threat of secondary disaster after the May 12 quake," the telegram said. (Xinhua Photo)Photo Gallery>>>    "Your work has ensured the people's security, avoided a huge loss and created a miracle in dealing with large quake-formed lakes," it said.     "The State Council quake relief headquarters would like to express heart-felt gratitude and respect to the troops, geologists and quake and weather technicians working at the front line and those who helped evacuate people in low-lying areas," it said.     The headquarters urged people to continue the work until they were done with follow-up activity in terms of drainage and evacuations.     The Tangjiashan lake was formed after quake-triggered landslides from Tangjiashan Mountain blocked the Tongkou River running through Beichuan County, one of the worst-hit areas in the quake that struck southwestern Sichuan Province.     Had the lake overflowed, it could have threatened some 1 million people on the lower reaches of the lake.     A man-made spillway started to drain the lake on Saturday morning and military engineers used recoil-less guns, bazookas and dynamite on Sunday and Monday to blast boulders and other obstructions in the channel and speed up the outflow.     The lake shrank dramatically on Tuesday as muddy water flowed into the low-lying areas.     About half of the lake's 250 million cubic meters of water has been discharged since the drainage started.     More than 250,000 people in low-lying areas of Mianyang were relocated under a plan based on the assumption that one-third of the lake volume breached the dam.

ROME, June 4 (Xinhua) -- Food security in China is guaranteed despite the recent major earthquake and heavy snowfalls earlier this year, China's Agriculture Minister Sun Zhengcai said in an interview with Xinhua.     "The earthquake will not change the nation-wide situation of agricultural production this year since local output of the affected area is quite small compared to that of the whole country," Sun said, who was attending a world summit here on soaring food prices, hosted by the United Nations Food and Agriculture Organization (FAO).     An 8.0-magnitude earthquake hit southwestern China in May, with its epicenter in Wenchuan County, a mountainous area of Sichuan province, with the death toll currently at over 70,000 people and causing massive economic loss.     Sun acknowledged local agricultural production was in no way immune from damage. The harvest season for nearly 19,000 hectares of wheat in Taizhou started on June 3.    "The damage was mainly to planted crops and livestock," he said, adding an urgent harvesting and planting effort has helped minimize the impact and which had no national implications.     The devastating earthquake struck following severe snow and ice storms that swept southern China early this year, giving rise to concerns about food shortages in the world's most populous country.     However, Sun said food security remains guaranteed because of sufficient stockpiles and a big harvest ahead.     "This year, China's agriculture has prevailed over disasters of snow and ice storms and the extremely severe earthquake, and our summer grains and oilseeds are set to harvest good crops," he said.     Since 2004, food production in China has increased for four consecutive years and the total grain output exceeded 500 million tons last year.     Sun said China's grain reserves are currently abundant and there is enough supply of major farm products to offset the effects of the two natural disasters.     If there are no more major disasters, China is expected to have a big summer harvest this year, with grain output set to rise for the fifth consecutive year. Even in southern China, oilseeds, which had been feared to drop due to the snowfalls, would reverse the declining trend in the previous three years.     Sun said as a huge, developing country with 1.3 billion people, China has always paid great attention to food and agricultural development.     The Chinese government will continue to adhere to the food security policy of basic self-sufficiency, complemented by imports and exports to readjust surplus and shortfalls, he said.

CHENGDU, May 13 (Xinhua) -- A senior official with the Sichuan Provincial government said Tuesday the death toll in the province has exceeded 12,000, and is still rising.     Li Chengyun, vice governor of Sichuan, said at a news conference Tuesday afternoon that the death toll was based on incomplete figures tallied by 4:00 p.m. Tuesday. He said another 26,206 people were injured, and more than 9,400 people were buried in debris.     Li also provided a breakdown of the death toll, including 161 in the Aba Tibetan and Qiang Autonomous Prefecture, 7,395 in Mianyang City, 2,648 in Deyang City, 959 in the provincial capital Chengdu and 700 in Guangyuan City. Other casualties were reported in cities including Ya'an, Ziyang and the Garze Tibetan Autonomous Prefecture. More than 3.46 million houses were wracked, Li said.     Li said he was deeply saddened by the super earthquake. He called on both officials and the masses in Sichuan to speed up efforts to fight the disaster and rescue themselves.     Chinese Premier Wen Jiabao, who arrived in Sichuan Monday afternoon to oversee rescue work, ordered the clearance of rocks and mud slides that were blocking roads to the epicenter by midnight on Tuesday.     "People are trapped in debris; we must use every second," he told an emergency meeting at 7:00 a.m. Tuesday.     On Tuesday afternoon, a brigade of about 20 soldiers have reached Yingxiu Town of the earthquake epicenter Wenchuan, the disaster relief headquarters in the Chengdu Military Area Command said.     The soldiers reported they saw more than 70 percent of the roads in the town were wracked, and nearly all bridges collapsed. A large number of people were believed to be under the debris.     They said 3,000 people were known to have survived, and the town's total population is 12,000. No information on detailed casualties could be available.     Li Shiming, commander of the Chengdu Military Area Command, said the soldiers had distributed food and water to children and injured people in the town, and more supplies would be airdropped to the area.

BEIJING, Aug. 19 -- China will complete the construction of its first four strategic oil reserves by the end of this year, a senior government official said yesterday.     "The progress has been smooth and all the four bases will be completed by the year end," Zhang Guobao, administrator of the National Energy Administration (NEA), said after a press conference in Beijing. "Their total capacity will amount to 16.4 million cu m."     Zhang made the comments at his first public appearance since the NEA's inauguration on Aug 8.     The administration came into being as part of the reshuffle of government agencies in March. Zhang now also holds the position of vice-minister of the National Planning and Reform Commission (NDRC), the nation's top economic planner. The government plans to build strategic oil reserves in three phases over 15 years, involving an estimated investment of 100 billion yuan (14.6 billion U.S. dollars).     The first four reserves, located in Dalian, Qingdao, Ningbo and Zhoushan, are expected to maintain strategic oil reserves equivalent to 30 days of imports in 2010.     The reserve in Ningbo, a coastal city in Zhejiang province, was put into operation in late 2006. It is the largest of the first four reserves, with a total storage capacity of 5.2 million cu m.     The central government is now reportedly selecting locations for the second batch of strategic oil reserves.     Cities including Tangshan and Guangzhou are understood to be vying for the projects, but Zhang declined to comment on this.     The newly established energy administration oversees the nation's oil reserves and monitors the domestic and overseas energy markets. It is also responsible for mapping out China's energy development strategy and formulating rules and regulations for the energy sector.     Renewable energy     Zhang also said yesterday that the installed capacity of wind power in the nation is expected to exceed 10 million kW by the end of this year, compared with 4.03 million kW in 2007.     The drastic increase came as the government has being promoting the use of renewable energy in the face of rising oil prices.     In recent years, the government has rolled out a host of fiscal and tax incentives to boost the development of the alternative energy sector, including a 50-percent cut in value-added tax for wind power plants.     Last year, renewable energy such as wind power, biomass and hydropower accounted for 8.5 percent of the nation's total energy use. That figure is set to increase to 10 percent in 2010 and 15 percent in 2020.     The newly established energy administration will set up more renewable energy projects to further spur the development of the sector, according to Zhang.
