SAN DIEGO (CNS) - More than 1.3 million ballots had been received by the San Diego County Registrar of Voters by mid-afternoon today, with around 51,000 votes cast at polling locations so far.The San Diego County Registrar's Office reported 1.36 million ballots collected by mid-afternoon out of the 1.95 million registered voters in the county.With county polling locations open early, about 126,000 residents were able to cast their votes in person over the past four days, the Registar's Office said.Mail-in ballots were sent to all registered voters in the county on Oct. 5, even those who had not requested one. Voters who prefer to cast their ballots at their assigned polling place on Election Day can do so until 8 p.m.An in-person voting location tool can be found on the county's voting website, SDvote.com.County voters also have until 8 p.m. to drop off mail ballots at 125 drop-off locations throughout the county, which can found on the Registrar's website.Registrar of Voters Michael Vu said his office is working with county public health services to ensure the health and safety of election workers and voters. Personal protective equipment and sanitation supplies will be provided to staffers so they can conduct the election process safely.Voters casting ballots in person were instructed to bring a face mask and plan to maintain social distance.Locations of vote centers were chosen and configured to allow for queuing and voting while maintaining six feet of social distance. Masks will be required inside, but residents unable or unwilling to wear them will be allowed to vote curbside.Officials noted that the need to social distance may create longer lines than usual at in-person locations. SAN DIEGO (CNS) - Just one bid was received for San Diego's next utility franchise agreement -- a minimum million offer from San Diego Gas & Electric to provide the city's gas and electric utilities for the next 20 years, it was revealed Thursday at a special meeting of the City Council.After months of public comment, debate and concern over the franchise agreements, the lone bid -- actually split into a million bid for natural gas and million for electric -- was a surprise for many who believed multiple energy companies had expressed interest.The utility franchise agreement bid was unsealed and presented as an informational item. The council must take action at its next meeting on Jan. 12; the existing franchise agreement with SDG&E expires Jan. 17. It was originally signed as a 50-year agreement starting in 1970.SDG&E, whose parent company is San Diego-based Sempra Energy, has been the sole electric and gas utility for San Diego since 1920.Mayor Todd Gloria and five of the nine city council members were sworn in this month, leaving them just four weeks to decide whether to approve SDG&E's minimum bid for 20 years, ask for an extension to allow new elected officials to get up to speed, cancel the process altogether and start over or pursue municipalization -- purchasing and putting the city's utilities under public control.Many of the callers who weighed in Thursday urged the council to ask Gloria and SDG&E for a one-year extension rather than forcing a bad decision during an economic crisis. That route would be accessible with two-thirds council approval and would continue the service under the previously signed franchise agreement, City Attorney Mara Elliott said.Councilman Chris Cate, one of the four incumbent members, expressed frustration at the delay."This is a process which has been undertaken for well over two years," he said. SAN DIEGO (CNS) - A suspect wanted for breaking into an apartment in Imperial Beach and allegedly sexually assaulting a woman while she slept was in custody Thursday evening.Alfred Ruiz-Sandoval, 24, is accused of sneaking in through a window to fondle a woman in her home early the morning of Sept. 3 in the 1300 block of Hemlock Avenue, near Tijuana Slough National Wildlife Refuge, according to Lt. Chad Boudreau of the San Diego County Sheriff's Department.The victim called 911 about 5 a.m. to report the invasion and sexual battery and told investigators the suspect ran from her home when she awoke. Officials believe the perpetrator got into the home by removing a screen from her open bedroom window.Currently, Ruiz-Sandoval is in federal custody on unrelated charges, and sheriff's detectives have obtained a separate arrest warrant, Boudreau said. 866

SAN DIEGO (CNS) - A woman was killed in a chain-reaction crash triggered by a loose dog in lanes of state Route 94 near downtown San Diego today.Three cars were involved in the crash, which was first reported just after 10:30 a.m. on westbound Route 94 near 25th Street.A Ford F-150 owned by the San Diego Humane Society was parked in the median of the freeway with the driver and a passenger still inside, preparing to capture a dog when the animal ran into lanes of traffic, a California Highway Patrol dispatcher told City News Service.Multiple cars stopped and swerved, including a Toyota Camry with three occupants that braked and came to a stop in the No. 1 lane, the dispatcher said.A Dodge truck, also in the No. 1 lane, swerved into the median to avoid the Camry, and was struck in the right rear corner by a GMC Yukon towing a trailer that was unable to stop in time.The force of the impact pushed the Dodge into the Camry, which in turn pushed the Camry into the Humane Society pickup, according to the dispatcher.In the aftermath of the accident, it wasn't immediately clear how many cars were involved, but responding fire crews realized the Camry, which at some point had moved to the right shoulder of the freeway, was also part of the crash and launched a rescue operation for that car's occupants, according to a CHP incident log.A 53-year-old woman in the back seat of the Camry sustained a major head injury and was taken to Scripps Mercy Hospital, where she succumbed to her injuries, the dispatcher said.The woman's identity wasn't immediately released.Three other people, including two from the Camry and one from the GMC, 1652

SAN DIEGO (CNS) - A man who was operating a panga boat carrying several undocumented immigrants when it capsized off the coast of southern San Diego County earlier this year, killing two men aboard, was sentenced today to nearly seven years in federal prison.Julio Cesar Murillo-Arce, 42, pleaded guilty earlier this year to federal charges stemming from the Feb. 3 boating accident off the coast of Imperial Beach.He was sentenced to 78 months in prison in connection with the boat fatalities, and an additional five months for violating the terms of his supervised release stemming from a separate maritime alien smuggling conviction last year, according to the U.S. Attorney's Office.According to court papers, Border Patrol agents spotted the boat in the early morning hours of Feb. 3. It began experiencing engine trouble about 150 yards off the coast, prosecutors said, then eventually became inoperable.Prosecutors say Murillo-Arce told the others aboard not to identify him as the boat's captain, then dove into the water.The boat was capsized by a large wave, sending all six occupants into the sea. Four were able to make it to shore, but Ramon Ponce-Rodriguez and Modesto Rodriguez-Ballesteros did not.Ponce-Rodriguez was pronounced dead on arrival at a hospital, while Rodriguez-Ballesteros was initially hospitalized in critical condition and died Feb. 4.The surviving occupants of the boat told investigators that the boat's captain abandoned the vessel and swam away, despite being told some of the people aboard could not swim. The boat's occupants -- or someone else on their behalf -- paid between ,000 to ,500 each to be smuggled into the United States from Mexico, according to the criminal complaint.``This is yet another tragedy that never should have happened,'' said U.S. Attorney Robert Brewer. ``This defendant and others like him care only about their bank accounts and their own safety.
