SAN DIEGO (CNS) - The ride-hailing company Lyft announced an expansion Wednesday of its pilot program at Camp Pendleton that streamlines access to the U.S. Marine Corps base for military members, their families and civilians who work at the military installation.Lyft launched the pilot program in collaboration with Marine Corps Community Services last year to make it easier for people living on the base to book a ride with a company like Lyft or Uber, which previously required security clearance to enter the base. The ``Base Mode'' feature is now integrated into the app, automatically matching base residents with eligible drivers.In addition, a new state law allows active-duty military members and their families to drive for companies like Uber or Lyft in California with a valid driver's license from any U.S. state. According to the company, military veterans make up roughly 13% of Lyft drivers in San Diego County and more than 1,000 drivers throughout the county have access to the base.``It can be costly or prohibited for military personnel to bring cars from their home state, so they rely heavily on services like Lyft to get around,'' said Lyft driver Victor Gonzalez, a member of Lyft San Diego's Driver Advisory Council.As part of the expansion, the company said it will also share revenue generated by the pilot project with the MCCS, which will use the funds to support Marine Corps recreation programs.``Marine Corps Community Services and Lyft continue to facilitate efficient and economical transportation options for the residents of Marine Corps base Camp Pendleton with this pilot program,'' Camp Pendleton spokesman Capt. SAN DIEGO (CNS) - The county Board of Supervisors Tuesday unanimously approved a moratorium on evictions for both residents and small businesses located in the unincorporated area in the wake of the coronavirus outbreak.The policy, which was put forward in a resolution sponsored by Supervisors Nathan Fletcher and Kristin Gaspar, will give authority to the county's chief administrative officer to work with financial institutions to halt foreclosures and foreclosure-related evictions; and allow the county Housing Authority to extend the deadline for recipients, including those who receive Section 8 support.Fletcher said the proposal will provide relief for four months, up to May 31. The protections are provided retroactively to March 4, when Gov. Gavin Newsom proclaimed a state of emergency over the pandemic.Fletcher said the resolution "is a prudent step to protect folks in a period of economic distress."The supervisors voted remotely, abiding by the social distancing guidelines established by health officials to prevent further spread of the virus. County staff members, including Chief Executive Officer Helen-Robbins- Meyer, were in board chambers but kept their distance from one another.The county resolution does include one change, in terms of the amount of time renters have to inform their landlord about their economic situation, from 15 days to one week.Gaspar said that change will align the county with the city of San Diego's policy. She said that as a land owner and tenant, she's "sensitive to all sides of this proposal.""I believe we need to give the most vulnerable the tools they need," she added.Supervisor Dianne Jacob said while she fully supported the resolution, it was also important to protect landlords, and that she wanted to hear from rental property owners in her district. However well-intended, there can be unintended consequences from such a proposal to help renters, Jacob said.Before approving the resolution, supervisors heard from residents, most of whom were in favor.Real estate and property owner representatives said while they support relief for people in financial distress, it was also important to work with renters who could afford to pay. SAN DIEGO (CNS) - The California Supreme Court on Monday upheld the conviction of a death row inmate found guilty of hiring another man to shoot and kill his fiancee in Alpine 20 years ago.Michael William Flinner applied for a life insurance policy for 18-year-old Tamra Keck, then arranged for his former employee, Haron Ontiveros, to kill her on June 11, 2000, according to the ruling.The killing occurred shortly after Flinner met Keck and began dating her.According to the ruling, Flinner named himself as the beneficiary in the insurance policy, and falsely alleged Keck was an employee at his landscaping business whose death would cause him to suffer financially. Prosecutors alleged Flinner arranged for Ontiveros to meet with Keck at a gas station, then direct her to his car in a nearby cul-de-sac under the guise of having engine trouble. Once there, he shot Keck in the back of the head.Separate juries convicted Flinner and Ontiveros of murder and conspiracy and found true special circumstance allegations of killing for financial gain and lying in wait. Jurors recommended capital punishment for Flinner and life imprisonment without the possibility of parole for Ontiveros.In the appeal, Flinner's counsel alleged his case was adversely affected by issues that included limited access to defense counsel, which was allegedly restricted by Flinner's relocation from the downtown San Diego jail to the jail in Vista. Flinner's defense attorney at the time claimed the distance to Vista and other limits on telephone communication would hurt the defense's preparation for trial. According to the ruling, the relocation was implemented because Flinner obtained the home addresses of the prosecutor and trial judge through another inmate.The state Supreme Court found the claims had no merit, as the trial court permitted increased communication between Flinner and the defense team at the defense's request.Another claim alleged juror misconduct by one panelist who sought to write a book about the trial. Flinner's counsel alleged her objectivity may have been compromised as a result. The state Supreme Court disagreed, though it noted the juror had made misconduct claims about other panelists, which the high court also ultimately ruled were unfounded. 2276
SAN DIEGO (CNS) - The California Film Commission Wednesday announced two additional TV series will relocate to the state to take advantage of incentives provided by the Film and Television Tax Credit Program, including one that will shoot in the San Diego area.The Amazon Prime war crime drama "Hunters" and the Disney+ historical drama "The Right Stuff" will move to California for their second seasons of production, commission officials said.Starting in March 2021, all 88 planned filming days for "The Right Stuff" are set to occur in the San Diego area. Such production helps fulfill the tax credit program's goal of bringing jobs and spending to regions beyond the Los Angeles 30-mile studio zone."We are thrilled to welcome ‘The Right Stuff’ to the San Diego region. The California Film & TV Tax Credit Program has been a critical incentive in attracting productions to San Diego," said Brandy Shimabukuro, film liaison for the City of San Diego’s Film Office. "Productions like these help bolster our local economy and civic pride, while also creating and sustaining jobs in the film industry."Locations for shooting have yet to be determined.The Disney+ series follows the story of the early days of the U.S. space program as it competed to be the first to put man in space. The series is based on the bestselling book by Tom Wolfe.California's tax credit program has enticed a total of 22 TV series to relocate from other states and nations, according to the commission.This round of applications for tax credits for TV projects was held Sept. 29 to Oct. 7. Due to the program's success with ongoing TV projects, the allocation round was open only to newly relocating series and recurring series accepted during previous rounds, the commission stated.For their first seasons in California, "Hunters" and "The Right Stuff" are on track to generate a combined 5 million in below-the-line wages and other qualified expenditures, film commission officials said.Like all film and TV tax credit projects, their overall spending will be significantly greater with the inclusion of above-the-line wages and other expenditures that do not qualify for incentives under California's targeted tax credit program, commission officials said."It's great to emerge from the pandemic shutdown with news that two more successful TV series are relocating to California," said Colleen Bell, the commission's executive director. "Such projects are a primary target for our tax credit program because they bring high-quality jobs and significant in-state spending."Based on information provided with their tax credit applications, the two projects will employ an estimated 440 cast members, 374 crew members and 6,056 background actors/stand-ins over a combined 195 filming days in California.They will also generate significant post-production jobs and revenue for the state's visual effects artists, sound editors, sound mixers, musicians and other workers/vendors as part of their eight-episode seasons, the commission said."We're thrilled to see this round of tax credits generate so much out- of-zone filming because it brings direct economic benefit to regions across the state," Bell said. SAN DIEGO (CNS) - Police sought the public's help Tuesday to find a Navy SEAL veteran last seen more than two weeks ago at his residence in the Chollas Lake Park area.Johnathan Steven Surmont, 45, was last seen Aug. 27 and was last heard from when he contacted his ex-wife Aug. 31 to tell her he was in a "rough place" in Los Angeles, according to a missing person bulletin from the San Diego Police Department. His vehicle was found four days later, on Sept. 3, in La Jolla.In a video posted to Vimeo dated three years ago, Surmont described himself as a disabled veteran who spent 15 years as a Navy SEAL."I was a SEAL sniper, communicator and unmanned systems expert," he said in a testimonial for the Red Circle Foundation, an organization that describes itself as supporting the families of fallen and wounded U.S. Special Operations forces."I'm a single father and a small business owner," Surmont said before describing a long list of injuries, which he said included "a traumatic brain injury" and "about 17 different areas that I'm experiencing chronic pain on a daily basis." Some of the injuries were apparently sustained during his time as a SEAL, while others occurred in a car crash."One of the things I struggle with is, I look fine," Surmont said with a laugh in a lighter moment of the mostly solemn testimonial. "With a traumatic brain injury, the struggle is the damage is on the inside."In the video, Surmont helps dress his sons in Little League uniforms -- Padres jerseys and "SD" hats -- and is shown helping them warm up before a game.Police say Surmont has missed several doctor's appointments and has not contacted his family or friends, which is "abnormal."He's described as a 6-foot, 212-pound white man with brown hair and brown eyes.
