SAN DIEGO (KGTV) -- San Diego County’s latest arson arrest is shedding light on an issue that can turn both dangerous and deadly in Southern California’s dry climate.Monday, 21-year-old Daniel Reyes Ortega was charged with setting fire to forest land. Ortega reportedly set fire to a dry plot of land located on the 11000 block of SR-67.That fire burned only half an acre, but isn’t the only recent example of just how dangerous arson can be. In early August, Forrest Gordon Clark, 51, was arrested for reportedly starting the Holy Fire in Orange County.RELATED: Man arrested, accused of starting fire off SR-67 in Lakeside  In video captured by 10News, Clark can be seen walking up to firefighters and asking if they stole his money.Following his second arraignment filled with outbursts, Clark was ordered to undergo psychiatric evaluations.During the second arraignment, Clark disrupted proceedings, saying he was innocent and questioning Orange County Superior Court Judge Kimberly Menninger.RELATED: Judge orders psychiatric evaluations for Holy Fire suspect  According to WebMD, psychologists and the FBI have over the years profiled arsonists to try and figure out what causes them to start fires. Though the most common reason for arson is insurance, psychologist Joel Dvoskin says anger also plays a role in a number of other cases.WebMD reports that, according to FBI reports, the majority of profiled arsonists have a below-normal IQ, typically between 70 and 90. Dvoskin told the site, "Honestly, I can't think of a single arsonist I've dealt with for whom anger wasn't the primary motivator."The FBI report further states that half of all arsons are committed by those younger than 18, the other half are typically in their late 20s. Fires started by older people are usually motivated by money. Roughly 90 percent of all arsonists are men who are typically white, the FBI says.  1920

SAN DIEGO (KGTV) -- San Diego Police have identified the man shot and killed near a downtown parking garage in early December as 37-year-old Samuel Burkhalter.The shooting happened on the 1400 block of G Street around 10 p.m. on December 1.Police say they received several calls reporting gunshots in the area. After arriving, officers found Burkhalter at the entrance to a parking garage in the area. Officers provided first aid until relieved by San Diego Fire-Rescue, but say Burkhalter died at the scene.Investigators say a light-skinned man wearing a dark hooded sweatshirt and a black hat was seen running through the garage after the shooting. The suspect was later identified as Tyler Cosby, 23. SAN DIEGO (KGTV) — San Diego court records show a history of legal disputes with Clark Construction Group, the company that employed the worker who died in yesterday’s accident on a construction site at UC San Diego.10News found a court complaint over the 2017 death of a driller. Frederick Von Kahl's family sued Clark Construction and other defendants for negligence, alleging they created a dangerous workplace at a San Ysidro job site which reportedly caused a valve to strike Kahl in his chest.Friday afternoon, Kahl family attorney Benjamin Bunn said that the case just recently moved into a settlement agreement. He said that Kahl had been married for 40 years.The Occupational Safety and Health Administration (OSHA) website revealed that it issued violations and a ,260 fine. In another negligence case, a worker sued Clark Construction Group and other defendants over a 2010 accident at the San Diego Marriot & Marina Hotel, claiming that a large piece of concrete dropped through a roof and struck a worker's body and right arm. The case was later dismissed.There's also a negligence suit that settled after a 91-year-old woman reportedly suffered broken bones from a fall while walking by a downtown construction site that she claimed was unsafe.The Division of Occupational Safety and Health of California (Cal/OSHA) has done at least 10 investigations into the company in the last 10 years. A Cal/OSHA spokesperson said Thursday that most of the investigations involve complaints from workers reporting unsafe conditions, with no violations issued. SAN DIEGO (KGTV) - San Diego Gas and Electric said Tuesday night that the company has started work to restore power in certain areas. The company says wind in certain parts of the county has died down and employees are beginning to inspect power lines before turning power back on. To see when SDG&E expects to turn power back on in your area, click here. The company shut off power to nearly 30,000 customers Tuesday morning due to a public safety shut-off or unplanned outages due to high winds, the utility company reported.  By Tuesday night, that number dropped to about 18,600 customers."Before nightfall (Tuesday), we worked to expedite the process to begin restoring power to some customers impacted by today’s strong weather event. SDG&E crews and contract firefighters helped patrol power lines to ensure they were safe and free of debris, so we could begin safely restoring power. This same process will begin at daylight (Wednesday), starting with areas of the county that are not expected to see high wind speeds (on Wednesday)," an SDG&E spokesperson told 10News in an email.“We recognize how inconvenient it is to be without power. SAN DIEGO (KGTV) -- San Diego Police are asking for the public’s help finding a man who went missing early in the day Wednesday. According to police, 77-year-old David McArthur left his home on the 7900 block of Wing Span Drive around 10 a.m. to work on his boat at The Southwestern Yacht Club. He was last seen walking toward his vehicle in the parking lot of the yacht club, according to a family friend. McArthur was diagnosed with Alzheimer’s six years ago. McArthur is described as a white man, 77-years-old who is bald with grey hair on the sides and a thin build. Police say he also wears a yellow metal wedding ring and black band digital watch on his left wrist. McArthur is from New Zealand and speaks with a slight accent.
